# AEP's $4 billion Bloom Energy plant has Google buying 20 years of power and a December deadline

> American Electric Power's $4 billion, 702-megawatt Wyoming plant on Bloom equipment, with Google buying the power for 20 years, is the fuel-cell maker's biggest new commitment since Oracle. But the fine print gives the customer a contractual exit in December, and the utility hedged with a rival vendor the day before.

The biggest new commitment in [Bloom Energy](https://theinference.org/markets/companies/bloom-energy)'s order book since [Oracle](https://theinference.org/markets/companies/oracle) did not come from a hyperscaler. It came from a utility. On October 14, [American Electric Power](https://theinference.org/markets/companies/american-electric-power), one of the nation's largest electric utilities, said it will spend about $4 billion on a 702-megawatt fuel cell plant near Cheyenne, Wyoming, built on Bloom equipment, with Google buying the output under [a 20-year power purchase agreement](https://www.aep.com/news/stories/view/12314/) [1][8].

Financial coverage stayed fixed on [Oracle's 2.45-gigawatt New Mexico campus and its permit fight](https://theinference.org/article/bloom-energy-s-63-5x-premium-rides-on-oracle-s-2-45-gigawatt-campus-and-a-december-7-air-permit-hearing) [5]. The Cheyenne fine print deserves its own reading, because a stock that closed October 21 at $238.53, up 174.5% this year yet 31% below its June record, is priced for conversions, not announcements [5].

## A $2.65 billion purchase with a December fuse

AEP did not place a fresh order. Its [January 2026 securities filing](https://www.powermag.com/aep-plans-4-billion-fuel-cell-power-plant-for-google-signs-up-to-1-6-gw-mainspring-generator-deal/) shows an unregulated subsidiary agreed to pay about $2.65 billion for a substantial portion of a 900-megawatt fuel cell option, tied to a 20-year offtake with a then-unnamed investment-grade customer [6].

That customer is [Google](https://theinference.org/markets/companies/alphabet), now named. The revised offtake conditions lapse in December 2026, and if they fail, AEP receives "additional consideration," not Bloom [6]. The clock runs both ways: AEP's finance chief, Trevor Mihalik, said on July 30 that the fuel cells must be installed by the end of 2028 to qualify for the 30% investment tax credit [6].

## The utility hedged the day before

On October 13, one day before the Bloom announcement, AEP bought an initial 190 megawatts from Mainspring Energy, whose linear generators compete for the same onsite-power job, under [an agreement covering up to 1.6 gigawatts through 2034](https://www.utilitydive.com/news/aep-mainspring-linear-generators-bloom-fuel-cell-google-wyoming/833104/) [9]. AEP is spreading the behind-the-meter bet across vendors. Meanwhile, neither AEP nor Black Hills Corp., whose 2.7-gigawatt portfolio serves Google's planned Cheyenne campus, has confirmed whether the Bloom plant counts toward that portfolio at all [1][6].

## The order book: headline versus signed

Oracle's deal is the template: [up to 2.8 gigawatts announced, only 1.2 gigawatts contracted](https://www.jain.com/bloom-energy-oracle-2-8-gw-fuel-cell-deal-be-stock-jumps-14-percent/), deploying into 2027 [4]. Bloom's Q2 revenue of $1.065 billion [was 73% one customer](https://theinference.org/article/one-buyer-was-73-of-bloom-energy-s-record-quarter-tonight-s-report-has-to-repeat-it) [5], and full-year guidance of $3.9 billion to $4.2 billion implies $2.08 billion to $2.38 billion in second-half revenue, the test Q3 results due tonight must meet [3]. The chart above shows why the AEP-type deal matters: growth is steep, but it rests on few buyers.

*Chart: **Headline gigawatts outrun the signed ones** Bar chart of behind-the-meter power deals in gigawatts: Oracle's Bloom deployment, up to 2.8 announced against 1.2 contracted; AEP's Cheyenne plant at 0.702; AEP's initial Mainspring order at 0.19.*

*Behind-the-meter power deals in gigawatts. Oracle's Bloom deployment is up to 2.8 GW announced with 1.2 GW contracted, deploying into 2027; AEP's Cheyenne plant is 702 MW of Bloom fuel cells; AEP's initial Mainspring order is 190 MW of an agreement covering up to 1.6 GW through 2034. ## What the bulls and bears each hold

Bulls have real paper: a utility anchor vehicle, Cheyenne Fuel Cell LLC, roughly 92% AEP and 8% Basalt Infrastructure [8], a 20-year Google PPA, a $25 billion Brookfield financing framework [3], and [President Trump's October 21 directive](https://finance.yahoo.com/technology/articles/oracle-bloom-focus-trump-data-011700970.html) that large data centers make their own electricity [7]. Bears hold the exits: AEP's competing Mainspring order, the December condition, and a valuation near 23 times trailing sales [5].

## Three dates decide it

Bloom reports Q3 after the close on October 22 [3]. AEP reports October 28 with its 2027-2031 capital plan [6]. December brings the offtake deadline. If Cheyenne's conditions close, the order book diversified. If not, the buyer was paid, and the gigawatt stays a headline.

## Takeaway

AEP's $4 billion, 702 MW Cheyenne plant is Bloom's biggest commitment since Oracle, but Google's offtake conditions lapse in December 2026 and AEP has already hedged with Mainspring gear; tonight's Q3 report and AEP's October 28 capital plan decide whether the gigawatt closes.
