# Anthropic pitches a $2 trillion IPO over the Pentagon's standing removal order

> Anthropic's run at public investors now has a paper trail: a Congressional Research Service analysis, published October 15, laying out the ban order, the contractor blacklist, the export controls and the split court rulings since February. The listing is pitched above $2 trillion, and the removal order the appeals court left standing is part of what a buyer holds.

[A Congressional Research Service analysis published on October 15](https://www.eurasiareview.com/15102026-us-federal-government-and-anthropic-considerations-for-ai-innovation-and-competition-analysis/) puts the whole federal fight with [Anthropic](https://theinference.org/markets/companies/anthropic) in one document, and the piece of it still standing is the Pentagon's court-upheld right to keep removing Claude from military systems [1][3]. It lands more than three weeks before the roadshow, which is expected to begin the week of November 9 [6]. The record reads less like a dispute over money than over who decides how a frontier model is used [1].

## The refusal that caused the breach

The breach began in contract talks: Anthropic asked that its models not run fully autonomous weapons and not power mass domestic surveillance [1]. The Pentagon wanted unrestricted access to the underlying models, and Anthropic refused to strip its limits [4]. On February 27, President Trump ordered every federal agency to stop using the company's technology, and Defense Secretary Pete Hegseth designated it a supply-chain risk, a label usually reserved for foreign adversaries [1][4].

[Voting 2-1 on September 25, the D.C. Circuit](https://thenextweb.com/news/anthropic-pentagon-supply-chain-risk-appeals-court-ruling) observed that those built-in limits had more than once stopped Claude from doing tasks government users requested, and concluded that "it is the President and the Secretary of War who must determine how best to balance the competing risks" [3]. In the court's reading, the restrictions themselves were the security risk. A judge in California had struck down the parallel designation, the one covering contractors, in late August [1].

## The rip-out ran through Palantir

The cost landed on the integrators that had built on Claude. It ran inside Maven Smart System, the Pentagon intelligence platform operated by [Palantir](https://theinference.org/markets/companies/palantir), and pulling it out took months of engineering that outlasted the ban's six-month deadline: [completion was confirmed in early October](https://www.msn.com/en-us/news/other/pentagon-officially-removes-anthropic-s-claude-from-military-systems-months-after-ban/ar-AA2dCDeA), with analysts still using Claude in late September [4]. The replacements, from [xAI](https://theinference.org/markets/companies/xai), [OpenAI](https://theinference.org/markets/companies/openai), Google and [Nvidia](https://theinference.org/markets/companies/nvidia)'s open-weight Nemotron, caused no operational impact, Palantir chief technology officer [Shyam Sankar](https://theinference.org/markets/people/shyam-sankar) says [5].

## The term nobody is pricing

Anthropic's revenue barely noticed the fight. Its entire federal book was a $200 million Defense award plus one five-figure State Department purchase, against a run rate that passed $47 billion in May [1]. Claude became the most popular free app on [Apple](https://theinference.org/markets/companies/apple)'s US store the day after the ban [1].

[At an investor day on October 14](https://theinference.org/article/anthropic-s-16-8-billion-quarter-is-the-number-holding-up-a-2-trillion-ipo), chief executive [Dario Amodei](https://theinference.org/markets/people/dario-amodei) reported [third-quarter revenue of $16.8 billion and a profit on an adjusted basis](https://www.msn.com/en-ca/news/other/anthropics-q3-revenue-surges-45-to-nearly-17-billion/ar-AA2effD8) [2]. Investors in the room were already talking the valuation down toward $1.5 trillion, citing slower growth and the cost of compute [7].

## The precedent no valuation touches

That debate has not touched the precedent. An appeals court has held that a model vendor's own usage limits can themselves be a statutory national-security risk, and [the designation behind that holding survives](https://theinference.org/article/pentagon-keeps-its-anthropic-blacklist-the-2t-ipo-inherits-the-fight) [1][3].

## The warnings are dismissed as marketing

[David Sacks](https://theinference.org/markets/people/david-sacks), the venture capitalist who left the White House AI czar post in the spring, said in September that the IPO "must be paused" until [a departed Anthropic researcher's claims](https://theinference.org/article/anthropic-asks-2-trillion-in-a-filing-that-warns-its-own-ai-may-resist-shutdown) could be investigated [8][9]. This week he dismissed [the company's October 12 red-team warning](https://www.thecoinrepublic.com/2026/10/15/anthropic-ai-warning-draws-david-sacks-scrutiny-over-iot-risk/) that small models could soon copy themselves across cheap connected devices as the work of an "Anthropic Fear Factory" [10].

A buyer near $2 trillion holds the growth and that precedent together, and the precedent puts the choice of how Claude is used with the customer. The week of November 9 is the test: whether the roadshow launches, and whether pricing holds near $2 trillion [6].

## Takeaway

The CRS record confirms the Pentagon's court-upheld removal order travels with the stock: near $2 trillion, buyers hold both Anthropic's growth and the government's power to decide how Claude is used.
