# Anthropic's Pentagon ban stands on appeal, and its IPO carries $518 billion of locked compute bills

A federal appeals panel [ruled 2-1 on September 25, 2026](https://www.politico.com/news/2026/09/25/anthropic-national-security-risk-pentagon-ruling-01093285), that the Pentagon had "ample support" to brand [Anthropic](https://theinference.org/markets/companies/anthropic) a supply chain risk and keep Claude out of defense systems and contractors' workflows, weeks before [an IPO that Reuters says could value the company at $2 trillion](https://www.msn.com/en-ca/news/other/anthropics-518-billion-ai-buildout-hinges-largely-on-deals-that-cannot-be-canceled-filing-shows/ar-AA2dbLtH) [1][2][3]. It was the first time the 2018 statute, written to catch hostile foreign suppliers, had been turned on a U.S. company, and bad motive was not required: Claude's refusals, which "on more than one occasion" stopped tasks requested by government users, were enough [1][4]. The fight began in February when Anthropic declined to lift Claude's limits on autonomous weapons and mass domestic surveillance [5]. ## A statute for foreign saboteurs, aimed at an American lab

The ruling covers defense procurement, not the federal government as a whole [2]. Two weeks later, on October 8, Anthropic [committed $150 million over three years to put Claude inside more than 15 civilian agencies](https://www.unite.ai/anthropic-commits-three-year-claude-support-to-the-doe-genesis-mission/), NASA and the NIH among them, under the Energy Department's Genesis Mission [6]. The same government that strips Claude from weapons workflows now runs it on science.

## The ban stops at the Pentagon's gate

Anthropic says [the blacklist has cost billions](https://apnews.com/article/anthropic-supply-chain-risk-lawsuit-pentagon-95c3c9874989ad6f6f52f1744dbe2245) and dented its name ahead of the listing, which Reuters says may wait until after the November midterms [5][9]. The bill side does not wait, per a prospectus Reuters has seen: $518 billion in decade-long commitments, about 80% non-cancelable or payable regardless of usage, with Google ($111.1B), [Amazon](https://theinference.org/markets/companies/amazon) ($110B) and [Microsoft](https://theinference.org/markets/companies/microsoft) ($31.4B) on the hook; if actual spend falls short, Anthropic must pay Google the difference [7]. ## The bills are fixed while one wallet closed

The bull case is real compounding: a $9B run rate at the end of 2025 became $47B by May, against risk factors that warn of concentration: nearly a quarter of 2025 revenue came from two customers, and many of Anthropic's largest clients are not locked into long-term contracts [9]. [A California judge has already voided the broader federal ban](https://breakingdefense.com/2026/09/dc-circuit-panel-upholds-pentagons-ban-on-anthropic-so-what-comes-next/), and practitioners expect Anthropic could win before the full D.C. Circuit, if that court agrees to hear the case [1][4].

## The hole IPO buyers have to price

No published figure sizes the defense revenue the ruling forecloses; the designation is Anthropic's alone, so the defense spending it shuts stays open to rivals [1][2]. The hole is whatever the order book says it is. Broadcom is Anthropic's landlord, its lender and, if the notes convert, its shareholder [8]. Anthropic is "considering all options, including further review" [1][5]; the trade now turns on whether the full D.C. Circuit agrees to hear the case, and on what buyers pay for a franchise with its defense lane shut.

## Takeaway
