# Block's Cash App deal with DOJ is expected to cost $764 million as lending losses jump 65.6%

> A three-year deferred prosecution deal finally numbers Cash App's anti-money-laundering failures: $964 million gross, $764 million expected net, with final terms still able to grow. In the same quarter, losses on the app's consumer lending outgrew every profit line.

[Block](https://theinference.org/markets/companies/block)'s fraud-era overhang finally has a price, and the price is provisional. On November 3 the payments company run by Jack Dorsey said it [reached an agreement in principle with the US Justice Department in October to defer for three years a charge](https://www.channelnewsasia.com/business/block-lifts-profit-outlook-cash-app-strength-reaches-preliminary-doj-settlement-6518281) that Cash App, its consumer finance app, violated the Bank Secrecy Act, the US anti-money-laundering law [1].

A deferred prosecution agreement is corporate probation: meet the terms and prosecutors move to dismiss, stumble and the charge returns [3]. The deal [carries a gross cost of about $964 million](https://news.bloomberglaw.com/white-collar-and-criminal-law/dorseys-block-details-bigger-doj-settlement-sunnier-guide-1) [2], [cut to an expected $764 million by credits for settlements Block has already paid](https://finance.yahoo.com/news/block-reaches-preliminary-764m-doj-111111482.html) [3]. The stock rose 7% in extended trading anyway [1]. That answers, provisionally, the question we left open on Monday when we called [Cash App's fraud years](https://theinference.org/article/a-stolen-ssn-pinned-a-1-000-scam-on-the-wrong-woman-block-settled-cash-app-fraud-claims-for-12-million) Block's biggest risk.

## The bill tripled before it was final

The market paid for finality that has not arrived. The agreement still needs a text acceptable to all parties and court approval, and Block itself warned the ultimate cost could exceed what it has set aside [3]. The accrual has already grown: Block [carried $240 million for the federal matter in its first-quarter filing](https://www.techtimes.com/articles/325024/20260819/cash-app-settlement-forces-block-pay-46-states-45m-back-120m-cfpb-restitution.htm), and booked the full $764 million by September 30 [4].

The credits are penalties regulators have already banked, among them [a New York settlement that left an independent monitor inside Cash App](https://cryptobriefing.com/block-deferred-prosecution-agreement-doj/) [5]. Block holds $7.86 billion in cash, so this is not a solvency question [3]. It is price discovery, and the price can still move.

## The engine that caused the fine is compounding losses on purpose

The business that built the risk is also the growth story. Cash App gross profit, Block's preferred growth metric, rose 27% in the quarter, and [consumer lending originations reached $19 billion](https://siliconangle.com/2026/11/03/block-shares-rise-after-third-quarter-beat-and-a-third-straight-guidance-raise/) [6]. Management says the rising credit losses are deliberate: Block's credit chief told analysts the company has made an "intentional mix shift into higher margin, higher loss products," after stretching its small-dollar Borrow loans longer and dearer [7].

Losses on transactions, loans and consumer receivables hit $601.7 million for the quarter [1]. That is 65.6% more than a year earlier, faster than any of Block's profit lines [1]. The chief financial officer points to strong repayment rates on Borrow [1]; the accounts show the losses.

## The AI revenue is unbooked; the bill is accrued

The next chapter is meant to be AI. Block expects its first revenue directly from AI tools in the fourth quarter, selling its Buzz workspace for people and AI agents to other companies through its new Builderlab ecosystem [1][6]. Not a dollar of that is booked yet, while [2027 guidance of at least 15% gross profit growth](https://seekingalpha.com/news/4664358-block-outlines-2027-outlook-for-at-least-15-percent-gross-profit-growth-while-planning-first) leans on those AI investments [6]. The machine that must deliver it is the one in the chart below, still compounding.

*Chart: **Gross profit grew every quarter straight through the enforcement cycle** Line chart of Block quarterly gross profit from Q4 2024 to Q3 2026, rising from $2.31 billion to $3.24 billion*

*Gross profit grew every quarter straight through the enforcement cycle [6][8]*

The settlement is a one-time bill that can still grow; the loss line recurs every quarter. The test is whether Borrow losses slow against Cash App profit next quarter. Until they do, the after-hours pop has bought a certainty the filing does not contain [1].

## Takeaway

Block's DOJ deal prices the Cash App overhang at $764 million expected net, but final terms can still grow, while the consumer lending that caused the trouble is compounding credit losses faster than any profit line.
