# Coinbase says $891 billion of stablecoins moved in Q3 on a flat $301 billion float as a Senate clause looms

> Coinbase spent the week announcing 140-country stablecoin payouts and publishing a study showing $891 billion moved in Q3 alone. But the dollars are not growing, and the Senate clause that decides the real revenue is still alive.

[Coinbase](https://theinference.org/markets/companies/coinbase) spent this week selling rails. On October 19 at Money20/20 in Las Vegas, it [announced a deal with Thunes](https://news.bitcoin.com/exchanges/coinbase-taps-thunes-link-stablecoins-billions-accounts/), a Singapore-based payments network, that pushes USDC payouts into mobile wallets and bank accounts across 140 countries, from M-Pesa in Kenya to GCash in the Philippines, reaching more than 12 billion endpoints [2][3]. The next day it published "[The Always-On Dollar](https://www.theblock.co/news/web3/2026-10-20-stablecoins-move-400-million-per-hour-421111)" with The Block Pro Research: $891 billion of adjusted stablecoin transfers in Q3 2026, more than $400 million an hour, and 73% of it moving outside US banking hours [1][5].

## The dollars are not growing, they are circulating faster

Transfers quadrupled while the supply stood still: total stablecoin capitalization sat near $301 billion, against $303 billion a year earlier [1]. The same digital dollars simply circulate faster. Fees ride velocity; interest rides the balance. The balance is flat, and the fee is nearly zero: $0.31 to move $200 on Coinbase's Base network against $5.02 on Ethereum mainchain, a cut of roughly 86% against traditional rails [1][2].

## The money comes from the float, and the Senate wants to fence it

So where does the money come from? From the float. [Circle](https://theinference.org/markets/companies/circle) earns about $2.64 billion a year investing the roughly $80 billion backing USDC in short-term Treasuries and keeping the spread [4]. Coinbase built its own USDC rewards program on top of that model. And that is exactly what [the Senate's draft Clarity Act language](https://startupfortune.com/circle-stock-plunges-20-on-clarity-act-stablecoin-yield-ban-fears/), from Senators Alsobrooks and Tillis, would bar: rewards that function like interest on a passive balance [4].

When that draft surfaced on March 24, Circle fell about 20% and Coinbase about 10% [4]. Eight banking groups pushed for tighter limits ahead of the vote, armed with [a Treasury study](https://www.coindesk.com/policy/2026/09/14/banks-escalate-stablecoin-rewards-fight-as-senate-prepares-for-a-clarity-act-vote) estimating banks could lose up to $6.6 trillion in deposits [4][6]. The bill cleared committee on May 14 and failed a procedural vote on September 15, short of 60; it can return [4].

## Which line is the business

For a Coinbase holder the question is which line is the business. The rails are real: Circle, the Thunes network, 30% of mid-sized US companies now testing stablecoins, seven of the ten largest US banks piloting tokenized settlement [1][3]. But the earnings in this market have historically come from paying for balances, and one Senate clause decides whether Coinbase can keep doing that. GENIUS Act enforcement starts January 2027 [2]. Watch that date, and the next Clarity Act floor vote. The volume is sold; the interest is rented.

## Takeaway

Stablecoin volume is exploding while the float stands still, and the Senate clause that decides whether Coinbase can keep paying for balances is still alive. Watch the next Clarity Act floor vote and GENIUS Act enforcement on January 2027.
