# Dell lost roughly $40 billion as CIOs pull 2027 orders into 2026 and expect budgets to flatten by 2028

> Morgan Stanley's survey of chief information officers landed in the same October 14 session in which Barclays cut Dell, Hewlett Packard Enterprise and the storage vendor NetApp, and about $40 billion left Dell's market value. The buyers say they are moving 2027 purchases into 2026 to beat memory-driven price rises, and they expect their own budgets to flatten or fall by 2028.

## CIOs are buying early to beat memory prices

The executives who sign corporate hardware budgets told [Morgan Stanley](https://theinference.org/markets/companies/morgan-stanley), in [its latest survey of chief information officers](https://finance.yahoo.com/technology/articles/dell-leads-cio-spending-plans-223428118.html), why they are buying early: storage arrays cost about 15 percent more than a year earlier, servers about 14 percent and PCs 10 percent, roughly double the increases the bank recorded in its first-quarter survey [1].

Wall Street heard the sellers' version in the same session. Barclays cut [Dell](https://theinference.org/markets/companies/dell-technologies), [Hewlett Packard Enterprise](https://theinference.org/markets/companies/hewlett-packard-enterprise) and [NetApp](https://theinference.org/markets/companies/netapp), fellow sellers of servers and storage, [to Equal Weight, its neutral rating, from Overweight](https://theinference.org/article/barclays-cuts-dell-hpe-and-netapp-calling-the-ai-hardware-boom-a-memory-price-cycle), and trimmed its Dell target to $574 from $603 [2][3]. Dell led S&P 500 decliners, [closing down 11.3 percent at $507.93](https://www.msn.com/en-us/money/general/dell-hpe-and-netapp-stocks-slump-after-downgrades-on-worries-about-ai-spending/ar-AA2ef4No), its worst day since April 2025, with roughly $40 billion of market value gone [5][2].

## Another double-digit price rise lands in the fourth quarter

The buyers' answer is to buy sooner. Forty-three percent of CIOs have moved some planned 2027 server spending into 2026, 40 percent for storage and 32 percent for PCs, and 75 to 83 percent report some pull-forward adjustment to their 2026 budgets [1]. TrendForce, a memory market research firm, [expects conventional DRAM contract prices to rise another 10 to 15 percent in the fourth quarter, and NAND flash 15 to 20 percent](https://www.techpowerup.com/353292/ai-server-demand-sustains-memory-contract-price-increases-in-4q26-while-consumer-side-pressure-persists) [1][8].

## The same buyers dated the end of the boom

The same respondents put a date on the spending. By 2028, 75 percent of them expect PC budgets to flatten or decline, with 72 percent saying so for servers and 68 percent for storage [1]. Only 29 percent of AI inference workloads are expected to run on company hardware over the next 12 months, barely above the 27 percent of the prior quarter [1].

Barclays analyst Tim Long read the same numbers from the sell side. He calls the enterprise revenue strength "more of a function of memory costs than a move to enterprise AI," and says "the vast majority of this growth comes from higher ASPs," average selling prices, to offset memory inflation [6][3]. His seven enterprise-exposed stocks are up about 140 percent this year against 14 percent for the S&P 500, trading near 21 times estimated 2027 earnings against a five-year average near 15 [4].

## A valuation two standard deviations above history

Morgan Stanley is no friendlier. It keeps Dell at Equal Weight with a $511 target, and counts its IT hardware group at about 22 times forward earnings, roughly two standard deviations above its historical average [1].

## The bulls answer on November 24

The counterargument is real. Michael Dell, the founder and chief executive, [told CNBC the same day that AI infrastructure demand will outpace supply through 2030](https://moneycheck.com/dell-stock-tumbles-12-as-barclays-questions-the-ai-story/) and that broader enterprise adoption is starting to add to growth [6]. Barclays' own model has Dell's AI server revenue tripling to $75 billion this fiscal year, with room above $100 billion by fiscal 2028 [4].

The buyers still rank Dell first on three-year spending intentions, at 31 percent net, the share expecting to spend more with the vendor minus the share expecting less, ahead of [HPE](https://theinference.org/markets/companies/hewlett-packard-enterprise) at 28 and the storage vendors Pure Storage at 22 and NetApp at 18 [1]. Supply is building into the test as well: Silver Lake, the buyout firm that took Dell private in 2013, [has sold about 1.86 million shares since early June](https://247wallst.com/investing/2026/09/16/dell-rises-5-despite-fresh-silver-lake-share-sale-filings-super-micro-climbs-3-hewlett-packard-enterprise-ticks-up/) [7].

## November 24 has to show where the growth came from

Dell's fiscal second quarter, ended July 31, [brought revenue of $46.97 billion, up 58 percent from a year earlier](https://www.sec.gov/cgi-bin/browse-edgar?action=getcompany&CIK=0001571996) [1][9]. The report on November 24 has to show how much of that growth is not 2027's money spent early, because the buyers have already said where their budgets go next [1].

## Takeaway

CIOs are pulling 2027 hardware orders into 2026 to beat memory-driven price rises and expect budgets to flatten or fall by 2028, so Dell's November 24 report has to show how much of its 58 percent growth was next year's money.
