# Democrats won Texas on a data-center pause; Vistra fell as much as 15.5% and CoreWeave's bonds hit 79.5 cents

> Democrats took Congress and Texas elected a governor who campaigned on pausing data centers. The market answered by splitting AI in two: the builder that funds itself hit a record, and the leveraged builders sold off, with CoreWeave's bonds at 79.5 cents.

Wednesday delivered the cleanest repricing the AI trade has had. [Microsoft](https://theinference.org/markets/companies/microsoft) rose about 7% to a record and [Apple](https://theinference.org/markets/companies/apple) hit an all-time high [4], while [Vistra](https://theinference.org/markets/companies/vistra), the Texas power generator, fell as much as 15.5% [1] and [CoreWeave](https://theinference.org/markets/companies/coreweave), the AI cloud company that rents out GPU capacity, dropped about 10%, its [2031 bonds sliding to 79.5 cents on the dollar](https://finance.yahoo.com/markets/stocks/articles/crwv-stock-drops-over-9-165254054.html) [2] [5]. Tuesday's midterms inserted a new link into the chain that runs from AI demand to built capacity: local permission, and who pays for it.

*Chart: **A record for the builder that funds itself, double-digit losses for the buildout's sellers** Bar chart of intraday stock moves on November 4, 2026: Microsoft up 6.7%, while CoreWeave fell 10.2%, GE Vernova fell 10.5% and Vistra fell 14.9%.*

## Voters said no at every level of government

Democrat Gina Hinojosa unseated Governor Greg Abbott, the first Democrat to win Texas's governorship in more than 30 years, after campaigning on a moratorium on new data centers until developers, not households, pay the infrastructure costs [1]. Amy Acton and Keisha Lance Bottoms won the governorships of Ohio and Georgia, both having campaigned to slow data-center construction [2].

Below the governor races, more than 40 local data-center measures were on ballots across 10 states, and only one went the industry's way [7]. [Exit polls published by NBC](https://www.route-fifty.com/artificial-intelligence/2026/11/voters-reject-data-centers-local-ballot-initiatives/417033/) found 56% of voters called AI and data centers a crucial or major factor in their vote [7]. Wedbush analyst Dan Ives now puts the cost at 10% of the planned 800 to 1,000 US data centers: 80 to 100 sites that never get built [3].

## The split runs along who pays for the build

Microsoft has covered its capital spending from operating cash every quarter for two years [4]. [Amazon](https://theinference.org/markets/companies/amazon) rallied too, though its free cash flow has turned negative as it builds, and among the five biggest AI spenders only Microsoft's stayed positive last quarter [4]. CoreWeave is the leveraged case, with 1.5 gigawatts of capacity actually running at mid-year against 4.2 gigawatts contracted [3]. Its [guided third-quarter interest expense of $860 million to $940 million](https://finance.yahoo.com/technology/ai/articles/dan-ives-blue-wave-10-175404071.html) stands against $200 million to $260 million of adjusted operating income [3].

## KeyBanc called Vistra the most exposed

KeyBanc analyst Sophie Karp [cut Vistra to Sector Weight and named it the most exposed company she covers](https://finance.yahoo.com/markets/stocks/articles/vistra-plunges-13-5-texas-180149225.html), because its growth case is [selling Texas wholesale power into data-center demand](https://theinference.org/article/vistras-1-billion-ai-bet-changes-who-carries-the-risk) at rising prices [1]. [Constellation Energy](https://theinference.org/markets/companies/constellation-energy), the nuclear-heavy generator, fell with it; its signed Google and Amazon contracts survive an election, and it is the deals still to come that repriced [5].

CoreWeave's bonds have traded at distressed yields since late October, as [the desk noted when Nebius borrowed 12 points cheaper](https://theinference.org/article/nebius-borrows-3-5-billion-12-points-cheaper-than-coreweave-whose-bonds-yield-15); what was new Wednesday was the equity and the power stocks repricing with them [2].

*Chart: **CoreWeave's debt has nearly quintupled in six quarters while its free cash flow stays negative** Line chart: CoreWeave's total debt climbs from $10.6 billion in Q4 2024 to $51.6 billion in Q2 2026 while quarterly free cash flow stays negative throughout, reaching minus $5.7 billion in Q2 2026.*

## The bottleneck moved from capital to consent

Bernstein's analysts argued the day before the vote that where politics bites, developers will pay a bigger share of grid costs and keep building, and the order book agrees: [GE Vernova](https://theinference.org/markets/companies/ge-vernova), the grid-equipment maker, [booked orders up 96% organically last quarter](https://finance.yahoo.com/markets/stocks/articles/ge-vernova-soars-6-eaton-135445573.html) [6]. A slower buildout costs the hyperscalers time; it costs Vistra and CoreWeave the demand growth their valuations were built on [3].

## Guidance holds, or the moratoriums arrived early

The test arrives this week: Vistra reports November 6, Constellation November 9, CoreWeave November 10 [1] [3] [5]. If guidance holds, Wednesday repriced who pays for the buildout. If it slips, the moratoriums arrived early. Either way the exposure sits with the merchant generators and the leveraged builders, who need new sites and new buyers to grow into their debt; the companies that fund their own buildout risk delay, not default.

## Takeaway

Voters who want developers, not households, to pay split the AI trade: self-funded builders hit records while leveraged builders and merchant power names sold off, and this week's earnings test whether the repricing holds.
