# Denmark is the first EU proof the parcel duty bites: Temu slides to 10th

> Denmark's first quarter under the EU's €3 parcel duty shows Temu falling from third to tenth among the webshops Danes use most, and a €2 handling fee stacked on top from November 1. PDD Holdings owns the transition bill.

## The list that cut a billionaire's favorite growth engine

[Temu](https://theinference.org/markets/companies/temu) fell from third to tenth place among the webshops Danes use most, Dansk Industri's [Q3 2026 e-commerce tracker](https://www.danskindustri.dk/vi-radgiver-dig/ecommerce/nyhedsarkiv/nyheder/2026/10/temu-ryger-ud-af-danskernes-top-10--samtidig-andrer-eu-spillereglerne-for-billig-e-commerce/) shows, losing 1.5 percentage points of usage share [1][2]. It is the first measured quarter of consumer demand under the European Union's new parcel levies, and it lands on [PDD Holdings](https://theinference.org/markets/companies/pdd-holdings), the listed owner whose overseas business management itself calls a key growth engine [2].

## Five euros of charges before shipping and VAT

The arithmetic is small on one line and brutal across a basket. Since July 1, 2026, parcels under €150 carry a flat €3 customs duty per item line, the transition charge before the wider customs reform [1][2]. From November 1, 2026, [a €2 Universal Handling Fee stacks on top](https://theinference.org/article/temu-s-2-eu-handling-fee-goes-permanent-november-1-stacked-on-july-s-3-duty-as-pdd-holdings-reports), charged per item and independent of value, so it applies even above €150 and is not temporary, heise reports, [citing EU customs data](https://www.heise.de/en/news/Import-parcels-New-EUR2-fee-for-each-item-in-an-order-11507149.html) [3]. A two-line order can carry €10; the ceiling of "about €5" per line applies before 25% Danish VAT [1].

The fees hit behavior before they hit invoices. Heise, citing EU figures, reports low-value imports fell about 60%, from roughly 1.5 billion to around 500 million parcels, from July to September 2026 [3]. The French Economy Ministry [reports Chinese small-parcel imports there down 30% to 40% since July](https://euroweeklynews.com/2026/10/30/online-shopping-in-spain-faces-new-eu-charge-as-e2-parcel-fee-begins-november-1/) [4]. Denmark's tracker is the first quarter of demand data under the duty [2].

## An exemption that moved 4.6 billion parcels

The EU removed the duty-free channel that made Temu's model work: direct-to-consumer shipments under €150 entered untaxed, and the Commission itself says this created a competitive advantage over EU retailers [2]. Scale: 4.6 billion low-value parcels entered the bloc in 2024, 91% from China [2]. Brussels' stated aim is to tax the parcel flood and inspect it; heise reports per-item listing now lets customs flag suspect goods under the Rapex database at declaration [3].

## The US precedent: -48% users

The pattern is not European. The US scrapped de minimis for Chinese parcels in May 2025, and Temu's daily US users fell 48% from March to May 2025, per Reuters figures cited by Dansk Industri [2]. US air cargo from China showed the volume shock too, down 10.9% year over year in April 2026, per Trade and Transport Group [analysis of Chinese customs data](https://wwd.com/sourcing-journal/logistics/shein-temu-aliexpress-jet-fuel-costs-iran-war-de-minimis-fedex-china-air-cargo-1239000877/) [5].

## Temu's countermove: rebuild locally

Temu is localizing: local European sellers and fulfillment could eventually handle up to 80% of European sales, the platform has itself said [2]. But local warehouses and sellers cost more than a duty-free airmail parcel from Shenzhen; the platform is rebuilding, at higher cost, the low-price model the levy just broke [2].

## The trade: watch the print and the fee's bite

The tension for PDD shareholders is between a transition bill that is visible and a growth engine that is partially intact: revenue rose 16.9% year over year to $15.4 billion in Q1 2026 and 13.9% to $16.5 billion in Q2 2026, operating margin 18.4% then 24.7%, per [PDD's SEC filings](https://www.sec.gov/cgi-bin/browse-edgar?action=getcompany&CIK=0001737806) [6]. Next reads: PDD's Q3 2026 print, and whether the handling fee that took effect November 1 shows up in Europe's Q4 data the way Denmark's Q3 already has [6].

## The counterweight

Vinted sits second among Danish webshops, up 2 percentage points since 2025, with 28% of Danes buying secondhand online in the past month [2]. EU regulation is moving both models: the duty penalizes Temu's cross-border structure, while the coming reform [makes non-EU platforms responsible as importers for compliance](https://theinference.org/article/texas-s-3-million-temu-settlement-and-a-2-eu-fee-turn-the-listing-marketplace-into-a-compliance-business) [2]. The cost lands where the parcel does.

## Takeaway

Denmark's Q3 2026 tracker gives the EU's €3 parcel duty its first demand read: Temu fell from third to tenth among the webshops Danes use most, and a €2 handling fee stacked on top from November 1, with PDD Holdings owning the transition bill.
