# Duke Energy cut Florida's 2027 rates with a tax maneuver; the $103 billion build lands in the Carolinas

> The same Florida commission that rejected Duke's data-center tariff 5-0 approved a 2027 rate cut funded by a tax maneuver. With the Florida ask gone, recovering the cost of Duke's build now falls to the Carolinas rate reviews and to county votes, starting Monday in Davidson County.

[Duke Energy](https://theinference.org/markets/companies/duke-energy) Florida cut 2027 rates on Friday, and the cut is funded by a tax maneuver that canceled a scheduled rate increase, not by lower costs [1]. That detail matters for anyone holding DUK, which closed at $127.78 against a 23-analyst average target of $132.26 [2]: the Florida commission that approved this cut [rejected Duke's data-center rate plan by a 5-0 vote](https://theinference.org/article/florida-regulators-rejected-duke-energy-s-data-center-tariff-5-0-evergy-filed-61-million-less-in-missouri) four days earlier, so the money for Duke's $103 billion grid build now has to be recovered somewhere else [3].

## A cut funded by taxes, not cheaper power

[The Florida Public Service Commission approved the reduction](https://www.villages-news.com/2026/11/07/duke-energy-florida-customers-to-see-lower-electricity-rates-in-2027/): a residential customer using 1,000 kilowatt-hours a month sees a $33 lower January 2027 bill than January 2026, plus $10 per 1,000 kilowatt-hours from March through the warm season [1]. Commercial and industrial rates fall between 0.9% and 3.8% [1].

Melissa Seixas, Duke Energy Florida's state president, who announced the cut, framed it as value for the service. But the utility attributes it in part to a tax strategy that avoided a base rate increase originally scheduled for 2027, so the baseline is not getting cheaper; a scheduled increase is simply not happening [1].

## Why the investor question is regulatory, not arithmetic

The context is this week's earnings: [Q3 operating revenue of $9.10 billion against $8.91 billion expected](https://www.marketscreener.com/news/duke-energy-s-data-center-bet-ce785fdddd8bf221), adjusted EPS of $1.99 against $1.86, and a raise of the low end of 2026 guidance to $6.70 to $6.80 [2]. The machine works.

Brian Savoy, Duke's chief financial officer, [went on Bloomberg Open Interest](https://www.bloomberg.com/news/videos/2026-11-05/duke-energy-s-data-center-bet-video) to argue the company can meet rising data-center demand without shifting costs to households, because hyperscalers, the giant data-center operators such as [Amazon](https://theinference.org/markets/companies/amazon) and [Microsoft](https://theinference.org/markets/companies/microsoft), pay their own share under a special tariff, the rate schedule a utility files with its regulator [4]. Florida's commission rejected that tariff 5-0 on November 3, as we covered last week; the deal that made Amazon, Google, [Meta](https://theinference.org/markets/companies/meta) and Microsoft pay for wires is gone in Duke's largest scenario, at least for now [3].

## The recovery question moves to the Carolinas and to county votes

With no Florida rate ask and the data-center tariff refused, the cost of the build is left to Duke's pending rate reviews in North and South Carolina, which are not yet decided, and to county-level votes on where plants get built [1]. Monday at 6 p.m., Davidson County, North Carolina commissioners [vote on rezoning about 1,600 acres along the Yadkin River](https://www.wfdd.org/politics-government/2026-11-06/davidson-county-commissioners-to-vote-on-controversial-duke-energy-gas-facility) for a gas storage facility tied to two gas-fired plants across the river in Davie County [5].

Anti-data-center activists say the facility exists only to serve data centers; Duke says demand is driven mostly by manufacturing and migration [5].

## Benefit to monetize, or cost to wall off

The earnings are fine, and the stock's margin over its target price is thin. The live question is whether regulators treat data-center load as a customer benefit Duke can monetize, or as a cost it must wall off. Florida has answered once, with a 5-0 no. Watch the Carolinas reviews, and watch Davidson County on Monday night.

## Takeaway

Duke's Florida 2027 rate cut is a canceled tax increase, not cheaper power; with the data-center tariff rejected 5-0, recovering the $103 billion build now rides on the Carolinas rate reviews and Monday's Davidson County rezoning vote.
