# Entergy's AI savings math meets its first audit: $308 million in Arkansas, $3.4 billion in Louisiana

> Entergy's $2.1 billion and $4 billion customer-savings promises met their first outside counts this week: Arkansas regulators count $308 million shifted onto bills, and Louisiana docket math leaves $3.4 billion of Meta's gas build for other ratepayers. Two dated decisions, a December vote and an Arkansas review, now price the political risk.

[Entergy](https://theinference.org/markets/companies/entergy) promised its Google and [Meta](https://theinference.org/markets/companies/meta) buildouts would spare customers, waving $2.1 billion and $4 billion savings figures. In one week this month, Arkansas regulators, a New Orleans court fight and the utility's own docket math put $308 million and $3.4 billion on the other side of the ledger.

## Arkansas regulators count $308 million on residential bills

Entergy Arkansas customers will pay $308 million more for the Cypress Solar and battery plant than they would have if [Google](https://theinference.org/markets/companies/alphabet)'s money had been used for construction, state regulators say, per [the Arkansas Democrat-Gazette's October 22 report](https://www.arkansasonline.com/news/2026/oct/22/google-solar-plant-deal-entergy-costs-arkansas-ratepayers/) [2]. The mechanism is the Generating Arkansas Jobs Act rider: it passes construction costs of new plants straight onto bills, and it adds roughly $5 a month to average residential bills, about a third of it funding Cypress Solar [6].

Google's payments flow separately, over the life of the contract, so the construction money arrives on customers' tabs first. That is the deal Entergy announced a week earlier as a "$2.1 billion in savings" partnership, with about $600 million of grid work and Google paying "full cost" for its power [5]. The amended contract now awaits Arkansas Public Service Commission review.

## Louisiana puts the Meta bill on the table

In Louisiana the numbers are bigger. [WWL-TV's October 24 investigation](https://www.wwltv.com/video/news/investigations/david-hammer/entergy-ratepayers-likely-to-shoulder-part-of-20b-buildout-for-meta/289-2c3b666f-95f4-4c2a-9235-b00f3b01464a) got an Entergy executive to admit ratepayers are "likely" to shoulder part of the roughly $20 billion buildout serving Meta's data center, alongside the company's own estimate of $4 billion in customer savings over two decades [1].

[Docket arithmetic published by the Union of Concerned Scientists](https://thelensnola.org/2026/10/22/as-entergy-pushes-to-fast-track-10-new-gas-plants-for-meta-energy-analysts-head-to-court-to-protect-louisiana-utility-rates/) quantifies the other side: ten gas plants of 754 megawatts each, about 7.54 gigawatts for one Meta facility, at more than $15 billion, of which only about 75% of the $13.6 billion in generation capital gets paid down inside Meta's 20-year contract [3]. The residual, about $3.4 billion, lands on other customers [3]. The Louisiana Public Service Commission's final vote on the seven fast-tracked plants is set for December, under the "Lightning Amendment" that skips competitive bidding [3].

*Chart: **Entergy's capex hit $7.9 billion in 2025, well above its $5.2 billion of operating cash flow** Line chart of Entergy annual capital expenditures and operating cash flow, fiscal years 2020 through 2025, showing capex rising to $7.9 billion in fiscal 2025 while operating cash flow reached $5.2 billion.*

*Entergy (ETR) annual capital expenditures versus operating cash flow, fiscal years 2020 to 2025, USD billions, from SEC filings retrieved October 26, 2026. [7]*

## Entergy's own filings show who fronts the money

The filings show capital spending climbing from $4.7 billion in 2023 to $7.9 billion in 2025, a 33% jump in one year, against $5.2 billion of operating cash flow [7]. Someone funds that gap.

Entergy's answer is to shrink it with new nuclear, financed by industrials. "We recognize the significant financial commitment of nuclear, and we're going to require the backing of a large customer in order to pursue that," Entergy representative Jeremy Hilsabeck [told Louisiana officials on October 21](https://www.thecentersquare.com/louisiana/article_ceeff146-13b2-43e9-bad0-612c976b7763.html) [4].

"We don't want to put it on the backs of traditional ratepayers, so the industrials are going to have to help us make that happen," he added [4]. The day after, the commission approved a program letting utilities spend up to $2 million each on preliminary nuclear work, recoverable through bills [4].

## Two dated decisions price the political risk

For holders of Entergy (ETR), Alphabet and Meta, the scoreboard is now two dated decisions: the December vote on the seven Louisiana gas plants, and the Arkansas commission's review of the amended Google contract. The savings claims are Entergy's; the $308 million [2] and the $3.4 billion [3] are the regulators' and the analysts'. Whichever set of numbers the commissions bless is the set that prices the stock's political risk.

## Takeaway

Regulator and analyst counts now put $308 million and $3.4 billion against Entergy's AI-buildout savings promises; a December Louisiana vote and an Arkansas review decide which numbers stand.
