# Foxconn's October revenue jumped 46% with capacity booked 18 months out; Texas permits are the new risk

> October revenue jumped 46% year over year to a record, far past the 30% analysts expected, while Texas just elected a governor pledged to pause data-center approvals. The AI buildout's binding constraint is moving from demand to geography, and the margin check lands on November 12.

[Foxconn](https://theinference.org/markets/companies/foxconn-hon-hai-precision-industry)'s [October revenue hit a record NT$1.31 trillion, up 46% from a year earlier](https://www.bloomberg.com/news/articles/2026-11-05/nvidia-partner-hon-hai-s-sales-rise-46-thanks-to-ai-demand) [1]. Analysts covering the December quarter had expected about 30% [1]. That is a direct read on the AI buildout's demand link, and it says demand is not the problem. The risk sits at the other end of the chain: this week Texas elected a governor pledged to stop approving new data centers [2].

Foxconn, formally Hon Hai Precision Industry, is the builder in the middle of the AI chain. It takes [Nvidia](https://theinference.org/markets/companies/nvidia)'s chips and turns them into racks and full clusters a customer can actually run, and it is [Nvidia's biggest AI server maker](https://theinference.org/article/nvidia-s-biggest-server-maker-printed-95-billion-its-us-ticker-traded-71-000) [3]. That work is now the center of the company rather than a sideline: cloud and networking products passed half of quarterly revenue for the first time in the second quarter [3].

Chairman Young Liu says [capacity is fully booked for the next 18 months](https://www.msn.com/en-us/money/markets/foxconn-hopes-to-own-50-of-the-global-ai-server-market-within-a-couple-years/ar-AA2gp3Sq), and he expects double-digit growth again next year [4]. The demand link is not the constraint on this buildout; it is full.

## Liu's 50% bid runs through Texas

Liu is bidding to [lift Foxconn's share of the global AI server market from about 40% to roughly 45% next year and 50% within a couple of years](https://www.techradar.com/pro/foxconn-reveals-bid-to-grab-50-of-the-global-ai-server-market-within-the-next-few-years) [5][4]. The US part of that plan moves upstream into AI server racks and data-center equipment, and it starts in Houston, where the company operates six factory buildings [4][3].

Then the midterms landed. Governor-elect Gina Hinojosa won on a [pledge to halt data-center approvals until the legislature passes protections covering water, electricity costs and community oversight](https://www.msn.com/en-us/news/other/texas-data-centers-face-uncertain-future-after-hinojosa-wins-governor-s-race/ar-AA2gKRSS) [2], after her predecessor had already paused new grid connections in August under the weight of more than 400 gigawatts of connection requests [2].

TrendForce's read is that [projects under construction for 2027 are safe, but 2028-and-later US builds](https://www.trendforce.com/news/2026/11/05/news-democrats-win-texas-in-u-s-midterms-putting-focus-on-foxconn-wistron-wiwynns-ai-server-expansion/), exactly the ones Foxconn's expansion targets, face delay risk in Texas, Ohio and Georgia [6]. Taiwanese manufacturers as a group have committed more than $7 billion in Texas, so those balances are now exposed [6].

## The market is pricing revenue, not geography

Hon Hai's stock is up just 2% this year despite the boom [7], and the next hard test is the [third-quarter briefing on November 12](https://www.ad-hoc-news.de/boerse/news/corporate-news/hon-hai-stock-foxconn-reports-record-october-revenue/70462284), where margins will show whether the revenue surge reaches profit [8]. Investors are paying for the revenue line; the geography risk is still going unpriced.

Foxconn is doing the work that turns a chip into something people can use, and it deserves the reward that comes with half the market if it gets there. But the buildout now has to earn its place in communities. The water and power concerns voters just acted on are real, and the builders who take them seriously, rather than fight them, are the ones who will still be building in 2028 [4]. Liu has already said the quiet part himself: overinvestment will kill the company [4].

Demand is booked through 2027. The question for 2028 is not whether the compute is needed; it is whether permits, power and community buy-in arrive fast enough. The constraint on the AI buildout has moved from the factory floor to the permit office, and November 12 will show how much profit Foxconn banks while that answer waits.

## Takeaway

Foxconn's record October shows demand is booked through 2027; the binding risk for 2028 has moved from the factory floor to permits, power and community buy-in in Texas, and the November 12 briefing shows whether the surge reaches profit.
