# ICE cancels a $5 million to $10 million visa-vetting competition and moves the system onto Palantir Foundry

> A sole-source justification published October 7 scraps the competitive procurement for the system tracking US visa screening, with no price, schedule or selection rationale named. The record close and bank upgrades that week priced the growth this document creates; the unresolved 2022 audit of those records moves onto the platform with them.

ICE has canceled the competitive procurement for the Visa Security Program Tracking System, the case records behind visa screening by the State Department, ICE and Customs and Border Protection, and will move its operations onto [Palantir](https://theinference.org/markets/companies/palantir)'s Foundry platform, according to [a sole-source justification published on October 7](https://www.biometricupdate.com/202610/ice-scraps-visa-vetting-system-recompete-in-favor-of-palantir-foundry) [1]. The five pages name no schedule, no cost and no evaluation of why Palantir was chosen [1]. The document is the growth mechanism in miniature: each system moved onto the platform makes the next move cheaper and the exit harder.

## Five pages, no price, no schedule

ICE scrapped a five-year support contract it had forecast in April at $5 million to $10 million [1]. The incumbent, Steampunk, was left a $1.65 million caretaker award to keep the old system running for up to two years while ICE researches which DHS contractors can perform the move [1]. Two days after the justification surfaced, Palantir [closed at what was then an all-time high, $208.88](https://finance.yahoo.com/technology/article/palantir-stock-hits-all-time-high-after-wall-street-grows-bullish-on-next-phase-of-growth-200507650.html), on a [Goldman Sachs](https://theinference.org/markets/companies/goldman-sachs) upgrade and a new Overweight rating from [Barclays](https://theinference.org/markets/companies/barclays) [2].

## The self-build already failed

The consolidation has a rationale the upgrades never mention. Homeland Security Investigations, the ICE unit behind visa screening, spent more than $150 million on its own analytics platform, RAVEn, before [an August inspector general report](https://www.biometricupdate.com/202610/ice-voter-data-nonprofit-investigations-expose-expansive-surveillance-machinery) found agents in six of eleven field offices examined had largely stopped using it and the agency began decommissioning it [3]. After a failed self-build, consolidating on a platform that already works is the sound engineering call, and in June ICE paid Palantir about $45.8 million to modernize its investigative case management [1]. What is new is depth: the vetting applications stop feeding a Palantir-built analytical environment and start running inside one [1].

## The growth is documented, and so is the open risk

US government revenue rose 90% to $809 million in Palantir's June quarter [4]. What migrates with the records is an unresolved audit: in 2022 the Homeland Security inspector general found 13 of 120 sampled visa files lacked sufficient support for the analysts' conclusions, with data-transfer failures leaving case notes incomplete, and all three recommendations were still open on October 9 [1]. The justification says nothing about verifying what arrives [1]. The neighboring Palantir-built case system [is already in federal court](https://theinference.org/article/palantir-s-126-million-ice-tool-profiled-people-who-film-ice-agents-a-court-filing-shows), where [filings allege dossiers were assembled on people observing ICE operations](https://www.wired.com/story/ice-has-been-dumping-protester-photos-into-a-palantir-database/) [5]; that is the channel through which a procurement file turns political.

*Chart: **Quarterly revenue has more than tripled in three years, and growth keeps accelerating** Palantir quarterly revenue rising from $0.56 billion in Q3 2023 to $1.94 billion in Q2 2026*

*Quarterly revenue, US$ billions, from Palantir's SEC filings. [7]*

## Cost and validation are the two blanks

Palantir [reports third-quarter results on November 2, 2026](https://financefeeds.com/palantir-pltr-stock-193-knox-fedramp-rebound-bull-213-bear-184/) [6]. Several years of growth are already in the price, [at nearly 150 times earnings](https://www.fool.com/investing/2026/09/12/palantirs-growth-has-kept-accelerating-but-can-the/) [4]. The blanks in the document are the cost of the move and the proof that records kept for 25 years, 75 for terrorism-related reviews, arrive intact [1]. Consolidation after a failed self-build deserves the reward. The unfinished link is validation, and no disclosed contract covers it yet [1].

*Chart: **GAAP net income went from $72 million to $1.06 billion a quarter in three years** Palantir quarterly GAAP net income rising from $0.07 billion in Q3 2023 to $1.06 billion in Q2 2026, with a dip in Q4 2024*

*Quarterly GAAP net income, US$ billions, from Palantir's SEC filings. [8]*

## Takeaway

ICE canceled the $5 million to $10 million competitive recompete for its visa-vetting tracking system and will run it on Palantir Foundry by sole source, with no disclosed cost or plan to verify the records; the still-open 2022 audit failures move onto the platform with them.
