# League City voters rejected Flock's cameras 54 to 46 as exits pass 50 cities and Axon paid $1.2 billion

> A Houston suburb rejected Flock's cameras 54 to 46 as documented exits passed 50 cities and counties, the attorney general called privacy fears misinformation, and Axon paid $1.2 billion for the exclusive police drone channel. The plate-reader fight has become a market with a ballot box at one end and a consolidator at the other.

The exits stopped being council votes this week. League City, a Houston suburb, delivered the first rejection in this campaign decided by voters rather than a council: [54% to 46%, against cameras](https://www.houstonpublicmedia.org/articles/galveston-county/2026/11/04/566248/league-city-to-disable-flock-cameras-after-voters-reject-their-use/) from Flock Safety, the privately held plate-reader company [1][11]. Removal is due within 72 hours of the November 17 certification of the vote, and the mayor has ordered the lenses bagged already [1].

Cancellations of plate readers of Flock's type passed 50 cities and counties this year [2], in a week that also brought Attorney General Todd Blanche [calling privacy fears "misinformation"](https://www.politico.com/news/2026/11/06/blanche-flock-safety-privacy-01154734) [4] and [Axon](https://theinference.org/markets/companies/axon), the TASER and body-camera company, paying $1.2 billion for the exclusive right to sell [Skydio](https://theinference.org/markets/companies/skydio) drones to US and Canadian police [3][8]. The churn now has a ballot box, a price list and a consolidator.

## Renewals were the business, and the privacy controls came late

Flock's money is in city contracts renewed one at a time: League City cannot take its cameras down until it pays the contract off [1], and Fresno will let its deal run to February 2027 before seeking another vendor [5]. New partnerships outran non-renewals roughly 10 to 1 this year, the company says, an unverified figure [2] (our [November 3 piece](https://theinference.org/article/arrests-a-texas-termination-and-a-scrubbed-partner-test-flock-safety-s-8-4-billion-mark) tracked the arrests behind this wave).

The concessions sit in [a letter from Flock's chief legal officer to Senator Josh Hawley's investigation](https://thehill.com/policy/technology/6108766-flock-safety-alpr-policy-changes/): Americans' privacy should not depend on "one vendor's good judgement" [7]. New law-enforcement customers now get a seven-day default retention window, down from 30, though agencies can still set their own, and searches carry offense codes and audit logs [2][7]. Because a private company files no revenue [11], the churn's cost will surface only in what cities do at renewal.

## Axon bought the top of the replacement market; a one-man shop took the bottom

Axon lifted its Skydio stake to about 37% and made itself [the only distributor of Skydio drones to US and Canadian police](https://www.msn.com/en-us/technology/tech-companies/axon-invests-1-2-billion-more-in-drone-maker-skydio-lowers-annual-revenue-growth-forecast/ar-AA2gQzli); neither company has said what happens to agencies that bought through another reseller [3]. Most of the $1.2 billion buys out existing Skydio shareholders rather than funding the company [3]. The payment is about 60% cash and the rest stock, with $1.15 billion of convertible notes raised to help cover it [9].

The market priced the timing: Axon trimmed its 2026 revenue-growth forecast to about 30%, and the shares slumped about 14% in extended trading on the deal [8]. Software revenue still grew 43% [9]. Agencies already running Axon's evidence software add the drone as a module, and cities dropping Flock have started installing Axon cameras in its place [3][11].

At the bottom sits Quincy, Massachusetts, where the council voted 8 to 1 in late October to cut Flock, and four days later the mayor [hired a replacement without a public bid](https://www.bostonglobe.com/2026/11/06/business/quincy-flock-odineye-surveillance-cameras/) [6]. The replacement is OdinEye, a one-man Connecticut firm run by a police detective, whose software-only price undercuts Flock's bundled hardware on any pole [6].

## The contract ends; the plate data does not

League City purges its data after 30 days unless held as evidence, including what it already shared with outside agencies [1]. On a national network of more than 120,000 cameras [7], what survives a canceled contract depends on its terms [2]; OdinEye's terms license it to host and process agency data, though only during the contract's term [6].

Blanche, announcing a $74 million federal investment in Florida, said the technology "does not affect the privacy of American citizens" and that regulators should "draw it back" if it ever does [4].

Flock's controls arrived in an September 8 letter, months into the cancellation wave [2][7]. The renewal cycle will go to whoever sells control with the camera: Axon's bundle at the top of the market, a detective's side project at the bottom.

## Takeaway

The plate-reader backlash has become a market: a first ballot-box rejection, 50-plus city exits, and Axon paying $1.2 billion to own the replacement channel.
