# Los Angeles fails 9-6 to block Axon's plate readers in a free three-month trial, with $235 million behind it

> A veto motion fell one vote short of the ten needed on October 27, letting Axon's free three-month plate-reader pilot onto Los Angeles streetlights. Behind it waits a 10-year, $235 million contract, and a stock that rallied 11.2% in six days into a November 5 earnings report.

Los Angeles blocked [Axon](https://theinference.org/markets/companies/axon)'s cameras once and could not do it twice. The City Council voted 10-4 on October 6 to send the police commission's approval of the pilot back for reconsideration [3]; after the Public Safety Committee voted 3-2 on October 20 to recommend rejecting it [2], [the full council's veto fell short at 9-6 on October 27](https://laist.com/news/politics/la-city-council-allows-lapd-axon-automated-license-plate-reader-pilot-program), one vote under the ten needed [1].

Axon, the Scottsdale, Arizona maker of TASER devices and body cameras, can now clamp license-plate readers onto streetlights in the west San Fernando Valley for a three-month trial that costs the city nothing [1][2].

## The fight is over the data, not the cameras

Councilmember Hugo Soto-Martinez, who forced the vote, wanted an independent audit of past plate-data use, civilian oversight of sharing with outside agencies, and stricter access limits first. "We should take time to make sure that we have thorough, thoughtful protections laid out before we install more cameras," he said [1].

The department [let its contract with Flock Safety](https://www.msn.com/en-us/news/other/lapds-235-million-deal-with-license-plate-reader-company-put-on-hold-by-city-council/ar-AA2dIHab), one of Axon's chief plate-reader competitors, lapse this summer after reports that LAPD and other agencies had shared Flock data with Immigration and Customs Enforcement and Customs and Border Protection [1][3]. Police say they no longer have access to those cameras, many owned by homeowners associations [3]. The Inference has [tracked this vendor churn since Chattanooga](https://theinference.org/article/axon-s-15-million-renewal-included-36-ai-cameras-nobody-ordered-chattanooga-said-review-first); at $235 million, Los Angeles is the largest deal this outlet has counted in it [1].

## A free trial, with $235 million behind it

The pilot is a small slice of LAPD's business with Axon [1]. In September the Board of Police Commissioners, the civilian body that sets department policy, [approved a 10-year, $235 million contract](https://www.dailynews.com/2026/10/27/divided-la-city-council-moves-ahead-with-license-plate-cameras-in-san-fernando-valley/): readers for about 1,600 patrol cars, thousands of replacement body cameras, Tasers, cloud storage, and AI that drafts police reports from body-camera video [1][2]. It needs council approval and sits with the city administrative officer, the city's chief financial official, whose review comes before any vote by the council [1].

"The point of leverage is going to come after the three months," said Councilmember Bob Blumenfield, who opposed the veto [1]. New department rules cut data retention from two years to 90 days, cap access at 4,000 officers, and limit sharing to a named list of California agencies; state law already bars handing plate data to ICE [2].

## The tape moved before the vote

Axon shares [rose 11.2% over the six sessions to October 27](https://www.trefis.com/stock/axon/articles/620950/axon-enterprise-stock-climbs-11-on-a-6-day-winning-streak/2026-10-28) against 0.4% for the S&P 500, adding about $3.4 billion of market value [4]. Nothing in the record ties the streak to the Los Angeles vote; the rally ran mostly before it, and the stock added 0.3% on the day itself [4]. The year stays brutal: down 25.0% against the index's 13.9% gain, and 43.9% below the 52-week high of $759.44 [4].

The business underneath grows faster than it earns. Revenue rose 34.6% over the trailing twelve months on a 0.7% operating margin; in the quarter ended June 30, revenue hit $904.4 million, up 35.3%, at a 5.2% margin that management said reflects the cost of scaling counter-drone systems [4][5][6].

## Supporters call it misinformation; cities still haggle over the data

Councilmember Traci Park called the outrage misinformation [1] and argued the system uses no facial recognition, no audio and no immigration-status fields [2]. Councilmember Eunisses Hernandez answered that the promised oversight policies "don't exist" [2].

The haggling reaches the smallest renewals: San Marcos, Texas [approved a $46,000 extension for digital evidence storage](https://www.yahoo.com/news/articles/city-san-marcos-extends-axon-193107996.html) only after its council amended the deal to opt out of an Axon program that taps customer data to improve products [8]. The council also asked that previously shared data be returned or deleted; the police chief could not guarantee Axon would agree [8].

## What decides it

Axon reports fiscal Q3 after the close on November 5, and the operating margin is the number that says whether 30%-plus growth is turning into profit [5][7]. In Los Angeles, the cameras go up for a three-month trial at no cost to the city, and Blumenfield says the leverage to negotiate tighter data rules comes after it [1]. The $235 million contract still needs a council vote [1].

## Takeaway

Los Angeles's veto failed 9-6, so Axon's free three-month plate-reader pilot proceeds while the 10-year, $235 million contract behind it still awaits a council vote.
