# Mastercard launches stablecoin risk screening into a payments market still 0.03% of Visa's volume

> Mastercard launched a stablecoin money platform on October 15 and a pre-settlement risk API on October 19, at a $540.87 billion market cap near record highs. The base rates say the market it is selling into is still 3 cents of every $10,000 swiped.

[Mastercard](https://theinference.org/markets/companies/mastercard) closed the week at $617.42, a $540.87 billion market cap near record highs, and spent five days pricing a stablecoin stack into that multiple [6]. BVNK, the stablecoin infrastructure firm, was bought for up to $1.8 billion and closed on August 3 [3]. The Global Money Platform launched October 15 with Nuvei and [Marqeta](https://theinference.org/markets/companies/marqeta) as first customers [1]. [Stablecoin Security, announced October 19 at Money20/20](https://www.helpnetsecurity.com/2026/10/20/mastercard-stablecoin-security/) in Las Vegas, is a risk-score API that screens fraud, scam and sanctions exposure before a stablecoin payment settles on-chain [7][8].

## The market being sold to barely exists

[Allium's October 18 report](https://www.coindesk.com/business/2026/10/18/stablecoin-supply-stalls-but-payments-jump-45-as-visa-mastercard-and-stripe-connect-crypto-to-cash) puts stablecoin payments at $482 billion in the first nine months of 2026, up 45%, with the count of payments up 71% to over 1 billion [1]. Circulating supply rose just 0.4% to about $305 billion: the same dollars turning faster, not new money arriving [1].

Stablecoin-card spending reached $3.9 billion through September, ten times a year earlier [1]. Yet that card figure was 0.03% of Visa's $4 trillion payment volume in the second quarter: 3 cents of every $10,000 swiped [1].

*Chart: **Of $97.9 trillion in raw stablecoin transfers, Allium classed $2.4 trillion as end-user payments** Bars comparing four nine-month 2026 stablecoin flows on one basis: raw transfers, Allium-classed end-user activity, classified payments, and card spending.*

*Allium data via CoinDesk, October 18, 2026. Nine-month 2026 flows in billions of US dollars, on one period basis. Raw transfers are the gross on-chain figure; Allium classed 2.5% of them as end-user activity, and the $482 billion payments estimate is drawn from that pool. The 0.03%-of-Visa comparison is stated in the text, not plotted. [1]*

## The compliance gap is real

The product answers a documented problem. A Bank for International Settlements study of 593 million stablecoin transfer events across 141 million Ethereum transactions found nearly 60% route through intermediaries, bridges or pools, the very pattern legacy AML tools assume away [3]. Mastercard fuses CipherTrace on-chain tracing with the behavior of the roughly 143 billion card transactions it processes a year [3]. First partners Borderless.xyz and Keyrails are Start Path startups; Keyrails raised $2.4 million in seed [3].

## Two open liabilities

The API is deliberately platform-agnostic: banks need no Mastercard rails to use it, so the fee may leak out of the network [3]. And liability stays unsettled: VGS's Chuck Yu said losses on agent-initiated payments could someday shift to issuers and networks, but today they fall on sellers [4]. Mastercard is selling risk scores for transactions whose losses nobody has yet reassigned.

## What to watch

GENIUS Act compliance bites January 18, 2027, forcing issuers to buy exactly this kind of screening [2][3]. Before underwriting the multiple, watch for a disclosed stablecoin volume line, movement on agent liability, and which product carries the fee. [Visa is building the same consumer layer](https://theinference.org/article/visa-s-new-stablecoin-rail-is-0-14-percent-of-its-volume-its-stock-just-hit-a-year-high): its [October 19 Mesh partnership](https://forkast.news/visa-and-mesh-partner-to-make-crypto-and-stablecoin-balances-spendable-at-175m-visa-merchant-locations/) makes crypto and stablecoin balances spendable at more than 175 million merchant locations, with the merchant receiving plain fiat [2].

Separately, CFO [Hai Ling](https://theinference.org/markets/people/hai-ling) [sold 4,317 shares at $620 on October 16](https://www.sec.gov/Archives/edgar/data/1141391/000114139126000118/0001141391-26-000118-index.htm), the day after Mastercard's record October 15 close, under a 10b5-1 plan adopted December 10, 2025 [5]. That makes the sale routine by design, not a read on the strategy. But the timing lands at the top, insiders have sold $67.1 million over the past year with no buying [5][6], and the stablecoin stack Mastercard spent 2026 assembling has no disclosed revenue yet.

## Takeaway

Mastercard is shipping stablecoin compliance tools at record-high valuations, but the market is 0.03% of Visa's card volume and no revenue has been disclosed: judge the multiple on a disclosed volume line and January's GENIUS Act deadline, not the launch week headlines.
