# Microsoft could not take delivery, the market cheered, and IREN reports Thursday

> A October 21 satellite pass found Horizon 4, the data hall IREN is building for Microsoft in Texas, still missing its backup generators and cooling. Microsoft's $5 billion capex cut was a delivery failure priced as discipline, and IREN's report on Thursday night shows who pays for the slip.

## A Texas building with no generators

A satellite pass over [IREN](https://theinference.org/markets/companies/iren)'s West Texas campus on October 21 found Horizon 4, a data hall being built for [Microsoft](https://theinference.org/markets/companies/microsoft), still missing its backup generators and cooling equipment weeks out from its year-end delivery date, [satellite-analysis firm Aterio found](https://www.businessinsider.com/microsoft-ai-buildout-delays-satellite-images-2026-11) [1].

IREN, a Sydney-headquartered neocloud, is putting up four buildings there for Microsoft under a $9.7 billion, five-year, 200-megawatt contract [1]. Horizon 1 was accepted on August 13, roughly a quarter late; Horizons 2 to 4 are due in the December quarter, with grace periods into early 2027 and delay credits for lateness [4][8].

## A delivery miss priced as discipline

Microsoft's own quarter tells the same story. Capex including finance leases came in at $45.2 billion, below its own roughly $50 billion target, and chief financial officer [Amy Hood](https://theinference.org/markets/people/amy-hood) said "[some third-party capacity deliveries we expected in Q1 were delayed](https://www.techspot.com/news/114382-microsoft-spends-65-billion-less-than-expected-ai.html)"; the calendar 2026 forecast fell from $175 billion to $170 billion [2][3].

The December quarter goes back above $50 billion, and Azure grew 48% [2][3]. Microsoft did not choose to spend less; it could not take delivery of what it ordered.

Investors heard discipline anyway. After the Democratic midterm sweep, the stock closed up about 6.7% on Wednesday on the argument that slower building repairs free cash flow, which does need repairing: [Amazon](https://theinference.org/markets/companies/amazon) ran a $34.8 billion free-cash-flow outflow in the September quarter and [Meta](https://theinference.org/markets/companies/meta)'s turned negative [9].

## The pipeline behind the shortfall

The wider record explains the miss. Microsoft walked away from anchoring [Nscale](https://theinference.org/markets/companies/nscale)'s Loughton site in Essex after UK Power Networks said [grid power would not arrive until the early to mid-2030s](https://www.theguardian.com/uk-news/2026/oct/18/microsoft-drops-huge-ai-datacentre-project-in-essex-over-power-supply-concerns) [5].

New Jersey fined developer DataOne $1.07 million in September for [62 gas generators installed without permits at the Vineland campus](https://njbiz.com/vineland-dataone-data-center-fine/) being built for [Nebius](https://theinference.org/markets/companies/nebius), where Aterio counts about 140 megawatts at risk of sliding into 2027 [6][1]. Research firm Currence expects 30% to 50% of the capacity planned for this year to slip to 2027 or later [1].

Closer to home, Texas governor-elect Gina Hinojosa has [promised a moratorium on new data center approvals until the legislature convenes in January](https://www.msn.com/en-us/news/other/gina-hinojosa-won-the-governor-s-race-what-happens-to-texas-data-centers-now/ar-AA2gL2R4), on top of the state's existing permitting freeze [7]. The Inference traced in October how [Nebius borrowed against its Microsoft and Meta contracts](https://theinference.org/article/nebius-borrowed-against-microsoft-and-meta-to-build-the-machine-they-prepaid); the satellite record now tests whether the collateral arrives on time.

## Thursday's bill

The risk lands on the builders carrying the leverage. IREN guides $25 billion to $30 billion of fiscal 2027 capex against $707 million of last fiscal year's revenue, with analysts modeling negative $21.4 billion of free cash flow [8].

It held about $14 billion of cash, committed GPU financing and prepayments in August, is hunting roughly $8 billion more, and has warned that new deployments cost 15% to 20% more [8]. [Cipher Digital](https://theinference.org/markets/companies/cipher-mining) showed the mechanism this week: $409 million of change orders that would have cut its yield on cost to about 13% from 15% [8].

IREN closed Wednesday at $21.71, down 11% on the day and at the bottom of its 52-week range [4]. Thursday after the close, three numbers settle the quarter: Horizons 2 to 4 on schedule, the funding gap closing, and a share count near 394.06 million rather than jumping [8]. Dell, which sells IREN the GPUs the Microsoft contract runs on, reports on November 24 [8].

## Takeaway

The market read Microsoft's capex shortfall as discipline, but it was a delivery failure, and IREN's Thursday report shows who pays for the slip.
