# Musk admitted SpaceX capped Ukraine's Starshield links for a week; Kyiv signed Nokia and ICEYE

> Musk admitted on Saturday that SpaceX capped Ukraine's satellite links to enforce its commercial terms, and speeds returned only after Trump said he told Musk to "put it back." One vendor's contract is now a documented wartime chokepoint, and Europe's satellite builders are the ones governments are asking to close it.

[Elon Musk](https://theinference.org/markets/people/elon-musk) ended a week of deflection on Saturday by admitting [SpaceX](https://theinference.org/markets/companies/spacex) had restricted Ukraine's satellite links, framing it as enforcement of his terms of service against offensive drone strikes [1][2]. Ukraine's defense ministry [reported drones holding a stable connection above 250 mph again](https://www.newson6.com/tulsa-oklahoma-news/ukraine-says-starlink-speeds-restored-as-elon-musk-admits-spacex-throttled-service-over-drone-strikes), two days after President Donald Trump said he had told Musk to "put it back" [2][3]. The consequential fact is now on the record: one commercial vendor can slow a nation's drone defense under its own contract [2].

Starlink did not fail. It was configured.

## The stated reason does not survive the first hop

Musk says Ukraine abused a loophole by flying offensive strikes on the civilian service [1]. The network's own restrictions rule that out: terminals in Ukraine cut out at low speeds and carry no coverage over Russia, so, as presidential adviser Serhii Beskrestnov put it, deep strikes were physically impossible on Starlink [1][2].

The cap landed on Starshield, the military-grade, US-controlled service Ukraine flies to intercept jet-powered drones, holding terminals to roughly 100 mph for more than a week while commanders lost aircraft and canceled missions [2][3][8]. Musk rates his own leverage plainly: [turn Starlink off, he wrote, and the Ukrainian front line collapses immediately](https://www.nbcnews.com/world/ukraine/elon-musk-spacex-closed-ukraine-starlink-loophole-limits-hit-drone-rcna605494) [2].

## The market priced the dependency before Musk confessed

We wrote on October 20 that [Starlink cash bankrolls SpaceX's AI side](https://theinference.org/article/spacex-is-now-half-an-ai-company-and-starlink-is-paying-for-it); what is new this week is the admission, the restoration and Kyiv's response [4]. Eutelsat, the Paris-listed owner of the OneWeb constellation, [jumped 23 percent on October 14 when the curbs surfaced](https://www.msn.com/en-gb/news/other/eutelsat-shares-jump-as-ukraine-flags-curbs-on-starlink-military-grade-service/ar-AA2efvUD), its biggest one-day gain in 16 months, and Luxembourg's SES rose with it [4]. The demand is real; the substitute is not. OneWeb flies roughly 600 satellites against Starlink's ten thousand, and its terminals are larger, costlier and cannot ride a small drone [4][7][8].

## The bottleneck is launch and terminals, not demand

Kyiv [signed letters of intent](https://www.msn.com/en-us/money/markets/in-hunt-for-starlink-alternative-ukraine-partners-with-nokia-and-satellite-maker-iceye/ar-AA2fWiFD) with [Nokia](https://theinference.org/markets/companies/nokia) and the Finnish satellite maker ICEYE on Thursday, plus a Norwegian partnership on air-defense communications, with Volodymyr Zelenskyy saying a state must rely on capabilities it can control [5].

The EU's pooled Govsatcom opens to commercial operators early next year and still cannot fly drones; IRIS², the sovereign constellation led by Eutelsat, SES and Hispasat, does not launch before 2029 [6][7]. The binding constraint is launch and terminals rather than capital, as Space Capital's [Chad Anderson](https://theinference.org/markets/people/chad-anderson) notes: the Pentagon's own contracting papers call SpaceX the only provider for some needs through 2026 [5].

## Whoever builds the second constellation collects the reward

Bohdan Sas, co-founder of Ukrainian defense-tech startup Buntar Aerospace, drew the lesson first: you cannot rely on one solution that can be switched off [8]. A network one owner can reconfigure mid-war was the vulnerability, and Europe is about to pay to remove it. Whoever builds the second constellation, and the terminals to ride it, has earned the reward.

## Takeaway

SpaceX's off switch is now documented wartime leverage: Musk admitted capping Ukraine's military satellite links, and service returned only after Trump intervened. Europe's substitutes are years from flying, so Kyiv is signing with Nokia and ICEYE while the market pays premiums for any second constellation.
