# New Jersey's biggest AI campus brings its own power, and PSEG's growth now rests on its nuclear fleet

> Bloom Energy says the first fuel-cell block at Nebius's 300 MW Vineland campus is ready, so New Jersey's most visible AI load arrives with its own power instead of as demand for the local utility, PSEG. Broker targets fell through October to between $69 and $85 against an $82.58 consensus, and third-quarter results on November 2 will test what growth is left to pay for.

On October 23 [Bloom Energy](https://theinference.org/markets/companies/bloom-energy) [said the first fuel-cell power block at Nebius's 300-megawatt campus in Vineland, New Jersey, is ready for customer use](https://finance.yahoo.com/energy/articles/bloom-energy-says-first-power-150207042.html) [1]. [Nebius](https://theinference.org/markets/companies/nebius) is an AI cloud provider building Vineland under a multiyear [Microsoft](https://theinference.org/markets/companies/microsoft) agreement, and because the fuel cells sit on site, the state's most visible AI project shows up as its own power plant [1].

For Public Service Enterprise Group ([PSEG](https://theinference.org/markets/companies/pseg)), which owns New Jersey's regulated power and gas networks along with a merchant nuclear fleet, that pattern explains a five-week run of broker target cuts, [followed on October 22 by HSBC starting coverage at Hold](https://www.streetinsider.com/Analyst+Comments/HSBC+Starts+Public+Service+Enterprise+Group+Inc.+%28PEG%29+at+Hold/27217816.html) [2][3].

## The load arrives behind the utility's meter

Nebius signed with Bloom in May for about 250 megawatts of guaranteed capacity, in three ten-year phases, with service fees of up to $2.6 billion [1]. Planning approvals took three months, and the first block was ready two months after them [1]. Bloom installs, operates and maintains the fuel cells on site, so each block of power reaches the campus directly instead of arriving as new demand on PSE&G's wires [1].

PJM, the regional grid operator, is writing the pattern into its rules: under [its pending Bring Your Own New Capacity filing](https://www.powermag.com/google-deal-backs-890-mw-of-constellation-nuclear-uprates-at-11-pjm-reactors/), a new large load that brings new generation can avoid exposure to PJM's proposed resource-adequacy charges [4]. Bloom's own quarter shows who already gets paid for that work, with revenue more than doubling year over year [1].

## The target cuts have a cause beyond elections and rates

HSBC's new analyst Meike Becker wrote that the firm does "not see data center load growth as a significant part of PSEG's investment case" [2]. The growth HSBC does model is modest, with rate base and earnings per share both compounding at 7% to 2030, below the peer average [2].

The other houses kept cutting between September 18 and October 20 anyway [3], and BTIG kept its Buy while blaming political uncertainty and interest-rate pressure [5]. Politics points the same way, since analysts expect a Democratic Congress to push more grid-upgrade cost onto data-center operators, and at least 47 large projects have already been delayed or withdrawn this year [7].

Where PSEG does pursue wires, the clock is slow: [Maryland estimated about 30 months just to assess the application for its proposed 67-mile transmission line](https://timesofindia.indiatimes.com/world/us/maryland-landowners-refused-access-to-their-properties-for-a-67-mile-power-line-project-appeals-court-upholds-order-allowing-surveys-before-state-approval/articleshow/135047795.cms) [8].

## A signed nuclear contract is the asset worth underwriting

What PSEG can sell into an AI power market is reactor output, and HSBC flags exactly that upside from contracting similar to recent independent-power deals [2]. The template already touches Salem, the southern New Jersey plant PSEG operates and owns 57% of: Google's 20-year agreement with Constellation backs $4.3 billion of uprates across 11 PJM reactors, Salem is expected to be among the sites, [as we reported on October 15](https://theinference.org/article/google-s-4-3-billion-nuclear-deal-adds-97-mw-at-pseg-s-salem-plant-its-stock-is-still-down-12-this-year), and PSEG plans stretch uprate applications for Salem Units 1 and 2 in the second quarter of 2027 [4].

HSBC expects PSEG's capital plan to reach about $5.3 billion a year by 2030, with the entire increase in the networks business [2].

Results land on November 2, with management guiding to $4.28 to $4.40 a share [6]. If PSEG Nuclear signs a data-center contract of its own, the AI boom reaches the utility as a sale of nuclear power. Until it does, the consensus target has no engine, and the cuts continue.

## Takeaway

Nebius's Vineland campus arriving with its own fuel cells shows AI load can bypass the utility entirely, so PSEG's growth case now rests on signing data-center contracts for its merchant nuclear output, starting with the Salem uprates, and on the November 2 results.
