# NextEra gave $4 million to Trump's ballroom as 14 lawmakers ask FERC to deny its $67 billion Dominion bid

> The Washington Post's donor spreadsheet put a $4 million figure on NextEra's gift to the president's ballroom, days after 14 lawmakers told FERC to deny its $67 billion Dominion takeover and Virginia's commission ordered NextEra to open its Florida political file. December and January now decide who eats the cost.

[NextEra Energy](https://theinference.org/markets/companies/nextera-energy) gave $4 million to President Donald Trump's White House ballroom project, and the number comes from an [internal spreadsheet the Washington Post reported on Oct. 15](https://www.utilitydive.com/news/nexteras-4m-trump-ballroom-donation-muddies-debate-over-dominion-merger/833201/): 67 donors of $10,000 or more put in about $333 million, funneled through the Trust for the National Mall, a nonprofit that is not required to name its givers [1]. The gift itself was public last year. The size of it was not [1].

The size is what matters now, because the Federal Energy Regulatory Commission, staffed by Trump appointees, is weighing NextEra's [$67 billion bid to swallow Dominion Energy](https://theinference.org/article/nextera-s-67-billion-dominion-merger-is-being-sold-at-two-prices-and-january-decides) and build the largest regulated electric utility on earth. [Fourteen federal lawmakers wrote to that commission on Oct. 1](https://www.wtvr.com/news/local-news/dominion-nextera-merge-warning-oct-1-2026) asking it to deny the merger, citing NextEra's 2014 Hawaii playbook of promising bill credits before regulators rejected the deal [3]. Virginia's utility commission has already ordered NextEra to open its books on a political-corruption file. State decisions land between late November and late January.

## The gift sits six months ahead of the ask

The donation was made more than six months before NextEra announced its bid for Dominion, and it cannot be recovered from customers of Florida Power & Light, the utility's regulated subsidiary [1]. What the timing does not shield is everything else NextEra has before the federal government: an agreement with the Department of Energy to develop a $100 billion energy hub in Paducah, Kentucky, and a merger needing approval the DOJ Antitrust Division could challenge [1].

"Any CEO knows that if you make a contribution to Trump's most important vanity project, that he's going to remember that and return the favor," said Tyson Slocum, energy director at Public Citizen [1]. NextEra did not respond to questions about why it gave [1].

*Chart: **Power-sector ballroom gifts: $5 million each for BlackRock and Schwarzman, $4 million for NextEra** Bar chart of reported ballroom donations: BlackRock $5 million, Stephen Schwarzman $5 million, NextEra Energy $4 million*

*Reported donations to the Trust for the National Mall from donors with power-sector holdings, per Washington Post reporting via Utility Dive; BlackRock and Schwarzman figures reportedly drawn from the internal donor spreadsheet. Units: US$ millions. [1]*

NextEra is not alone. [BlackRock](https://theinference.org/markets/companies/blackrock) gave $5 million through its charitable fund while buying utilities Allete and, pending, AES. [Blackstone](https://theinference.org/markets/companies/blackstone)'s Stephen Schwarzman gave $5 million personally while his firm builds 14 GW of generation in Pennsylvania and chases TXNM Energy [1]. That is about $14 million combined from parties with direct business before federal power regulators, per the Post figures reported by Utility Dive [1].

## Virginia already pulled one thread

This is not NextEra's first political-money file in the South. In June the company agreed to pay $150 million to settle allegations it lied about involvement in political interference schemes in Florida [1]. On Oct. 5, Virginia's State Corporation Commission [ruled NextEra must hand over its internal 2021 report on allegations it secretly spent company money to influence Florida elections](https://richmond.com/news/state-regional/business/article_b6032807-fdcb-4885-a351-6c85d6506b8b.html), inside the pending merger case [2]. [NextEra's own lawyer argues the FEC found no wrongdoing](https://www.wtvr.com/news/local-news/dominion-nextera-merger-scc-hears-arguments-on-clean-virginia-motion-to-compel) and the file should stay closed [9].

That document fight gives Virginia regulators a thread to pull. Gov. Abigail Spanberger has formally intervened, the first governor in state history to do so [4], and Alexandria and Arlington are party to the case with public testimony starting Nov. 5 and written comments closing Nov. 9 [5]. The evidentiary hearing itself begins Nov. 17 [7]. NextEra chief executive John Ketchum has been selling the deal in person, [testifying before South Carolina legislators on Oct. 15](https://www.southcarolinapublicradio.org/sc-news/2026-10-16/sc-lawmakers-question-nextera-ceo-over-67b-merger-with-dominion) that affordability is existential: "If we can't get affordability right, and we can't get reliability right, we're done. Conversation over" [6].

## Dominion's plan is the receipt buyers should price

The merger lands on a company in build mode. Dominion's new 20-year plan, filed this month, raises projected demand growth to 2.8% a year, lifts solar additions 21% and battery storage 76% over last year's update, and pushes total plan cost to $91.5 billion [2]. The trigger is imported power: its cost jumped 28% to $45.06 per megawatt-hour, so Dominion plans to stop buying about 5,200 megawatts from others [2]. That $91.5 billion is the money on the table, and in either company's plan it passes through to customers in rates [2].

The schedule is now concrete. South Carolina's Public Service Commission holds its formal case hearing on Dec. 8 and issues its final order Jan. 29 [8]; Virginia's evidentiary hearing starts Nov. 17, with a decision expected in early 2027 [5][7]. Watch whether [state commissions treat the bill credits as adequate](https://theinference.org/article/nextera-s-67-billion-dominion-bid-pays-virginia-households-with-data-centers-credits), as Hawaii's did not in 2014 [3], and whether the 2021 Florida report NextEra must produce [2] hands the DOJ Antitrust Division its own reason to look.

## Takeaway

A $4 million ballroom gift surfaced while FERC, two state commissions and possibly the DOJ weigh NextEra's $67 billion Dominion takeover; Virginia's evidence hearing starts Nov. 17 and South Carolina rules Jan. 29.
