# NextEra's three federally backed hubs: 16.5 GW of AI power funded with $5.7 billion of other people's money

> Three federally backed hubs hand NextEra about 16.5 GW of AI-serving generation funded with $5.7 billion of other people's money, for fees worth at least half of outright ownership. The $66.8 billion Dominion takeover is the claim that still needs Virginia's blessing, and the state's own staff says deny.

[NextEra Energy](https://theinference.org/markets/companies/nextera-energy) has worked out how to get paid for AI's electricity without paying for the power plants. The owner of Florida Power & Light and the country's biggest renewables developer has [signed definitive agreements to build three federally backed energy hubs](https://www.utilitydive.com/news/nextera-energy-secures-57b-to-support-federal-energy-hub-projects/833810/), about 16.5 GW of generation across Texas and Pennsylvania, seeded with $5.7 billion of other people's money [1][2].

The fees for developing, building and running them are worth at least half the earnings outright ownership would produce over the hubs' first two decades [1][2]. That is one leg of NextEra's claim on AI power. The other leg, the [$66.8 billion takeover of Dominion Energy](https://theinference.org/article/nextera-s-67-billion-dominion-merger-is-being-sold-at-two-prices-and-january-decides), Virginia's primary regulated utility, now sits in front of state regulators whose own staff has recommended saying no [1][3][4].

## The hubs turn sovereign capital into NextEra fees

Japan's government and the US Commerce Department back two hubs carrying up to 10 GW of gas generation for completion in 2032 [2]. An initial $3.3 billion, released in August, is already buying turbines and other long-lead equipment [2]. South Korea's government and Commerce back the largest, 6.5 GW of gas serving a 5 GW data-center campus in Encinal, Texas, with a first phase possible in 2029 [2].

*A combined cycle gas plant of the kind the federally backed hubs would carry: the funders own the generation, NextEra builds and operates it for fees (Casey Monaghan via Wikimedia Commons)*

The chain runs through incentives: governments want exposure to American power infrastructure and cannot build it; NextEra has the procurement, engineering and interconnection machine that can. The funders carry the balance-sheet risk, NextEra converts its building capability into fees, and co-located storage adds upside [2].

## Ketchum counts 30 to 40 more hub candidates

Chief Executive John Ketchum counts 30 to 40 more hub candidates, on top of a quarterly earnings beat and a target of at least 8 percent annual earnings growth held through 2035 [1][2].

## Virginia, not capital, is the binding constraint now

The Dominion combination would create the largest regulated electric utility on the planet, and it is the one part of the plan that needs permission [5]. Staff of the State Corporation Commission, Virginia's utility regulator, [filed a 201-page report recommending denial as proposed](https://www.thecentersquare.com/virginia/article_2f004881-673d-4882-a541-99df53604d5e.html), warning that Dominion customers would be exposed to the risks of NextEra's unregulated businesses [3][5].

Governor Abigail Spanberger [wants a six-year freeze on residential base rates and monthly bill credits tripled to $29](https://wtop.com/virginia/2026/10/virginia-governor-lays-out-demands-for-nextera-dominion-energy-merger) against the companies' offer of $10 [3][4]. [Dominion's own planning filing supplies the backdrop](https://www.wtvr.com/news/local-news/dominion-bill-increase-projection-oct-26-2026): the typical residential bill, about $180, is projected to rise more than half over two decades on rising demand the utility ties to data centers [6][7].

## Rebuttal is due today and the ruling must come by January 11

Rebuttal testimony was due at the commission today, evidentiary hearings open November 17, and state law requires a ruling by January 11 [3][7].

## Dominion is building for AI either way

[Dominion's October 30 call](https://www.rtoinsider.com/150267-dominion-holds-earnings-call-as-merger-review-ramps-up/) showed the demand arriving whatever the commission decides: data-center demand grew 6.3 GW this year [8]. The contracting book is bigger than NextEra's entire development backlog, and signed agreements already cover more than 12 GW of it [7]. Its updated resource plan pulls solar and batteries forward, lifting the storage planned for 2030 from under a gigawatt to 3.3 GW, and [the country's largest offshore wind project is 85 percent complete](https://www.rechargenews.com/offshore-wind/dominion-speeds-up-largest-us-offshore-wind-project-amid-data-centre-ramp/2-1-2067178) [7][9].

*Chart: **Dominion's data-center book is bigger than NextEra's whole build pipeline** Bar chart comparing capacity in gigawatts: Dominion's data-center pipeline at 54 GW and signed contracts at 12 GW, against NextEra's 36.7 GW development backlog and 16.5 GW of federally backed hubs.*

*Capacity in gigawatts. Dominion figures from its October 30 earnings call; NextEra figures from third-quarter disclosures. Sources: Dominion call transcript; NextEra Q3 disclosures. [1][7]*

For the hubs, the limiting links are turbine supply and construction schedules [2]. For the Dominion leg, the limit is the commission's three members in Richmond, Virginia's capital [5]. The demand is contracted and the construction is underway whatever they decide [7]; [the January 11 ruling settles who underwrites the rest of the build](https://theinference.org/article/nextera-s-67-billion-dominion-buy-gets-a-virginia-ruling-january-11-on-who-pays-ai-s-power-bill), NextEra's shareholders or Dominion's customers [3].

## Takeaway

NextEra converts $5.7 billion of Japanese, South Korean and federal money into fees on about 16.5 GW of AI-serving gas generation, while the $66.8 billion Dominion takeover waits on a Virginia commission whose staff recommends denial and a ruling due January 11.
