# Nine issuer vetoes are the real test of Coinbase's 500-stock plan

> Nine issuers, including Broadcom and Verizon, used the 30-day veto the SEC's new Innovation Exemption gives them against the OKX-ICE venue. Coinbase reports Q3 results on October 29 with Base ramping toward 500 tokenized listings, and the same veto now stands in front of its list.

The nine companies refusing to be tokenized on the OKX-ICE venture's new market are a bigger problem for [Coinbase](https://theinference.org/markets/companies/coinbase) than for that venture. [Broadcom](https://theinference.org/markets/companies/broadcom), [Verizon](https://theinference.org/markets/companies/verizon) and [UnitedHealth](https://theinference.org/markets/companies/unitedhealth-group) are among the issuers that [formally objected, in a October 15 notice](https://www.coindesk.com/business/2026/10/18/sec-tokenized-stock-framework-faces-issuer-pushback-as-broadcom-verizon-object-to-okx-ice-listing), to OKXICE, the tokenized-stock platform of crypto exchange OKX and [Intercontinental Exchange](https://theinference.org/markets/companies/intercontinental-exchange), the New York Stock Exchange's parent [1][2].

Under [the Innovation Exemption the SEC issued on September 17](https://theinference.org/article/five-years-to-tokenize-the-stock-market-if-the-token-is-really-the-share), each issuer has 30 days to veto any venue that wants to trade its shares [2]. Jesse Pollak, who runs Coinbase's Base blockchain, plans ten new tokenized stocks a day through year-end, past 500 listings [3]. The constraint on tokenized US stocks has shifted to issuer consent, decided name by name.

## The rule made issuers the gatekeepers

OKXICE's [October filing named 63 stocks](https://financefeeds.com/okxs-tokenized-stocks-hit-a-wall-broadcom-coreweave-verizon-among-nine-companies-objecting/) [2]. Nine issuers have objected, and the refusals cluster in AI infrastructure: Broadcom, [CoreWeave](https://theinference.org/markets/companies/coreweave), [Applied Digital](https://theinference.org/markets/companies/applied-digital) and Cerebras [2]. Nasdaq separately opted out of tokenizing its own shares, saying it does not want them traded on a venue that need not show best prices in real time or report to the consolidated tape, the public feed that aggregates US stock-trading data [1].

An issuer cannot refuse once for all venues; it must [answer each one within 30 days of notice](https://www.jdsupra.com/legalnews/your-company-may-have-tokenized-stock-9-3016083/) [4]. Silence binds too: a company that lets the window pass cannot opt out for the rest of the exemption's five-year term [4]. What it gets for staying quiet is access to crypto-native and global retail buyers, on a market that trades around the clock [1][4].

## The veto binds one venue, and Coinbase is next

An objection blocks only the venue that received it, so Coinbase can approach the same nine companies itself [2]. Base already trades tokenized US stocks for non-US users, launched in August with [Apple](https://theinference.org/markets/companies/apple), [Nvidia](https://theinference.org/markets/companies/nvidia), [Meta](https://theinference.org/markets/companies/meta) and [Alphabet](https://theinference.org/markets/companies/alphabet) [5], and a Coinbase-issued Wendy's token [trades as WENc](https://cryptorank.io/price/wendys-co-tokenized-stock-coinbase/exchanges) [6].

Coinbase's design answers Nasdaq's objection: shares held one-for-one at Alpaca Securities, a regulated broker-custodian, with dividends and voting preserved where eligible, and prices tracking continuous feeds from Chainlink, an onchain price-data network whose total-return figures account for dividends [7]. OKXICE's pools would execute at pool-set prices, without an oracle [2]. Coinbase has [called the exemption its route to bringing this market onshore](https://finance.yahoo.com/markets/crypto/articles/coinbase-tokenized-stocks-just-passed-054953702.html) [7], which means notifying issuers venue by venue [4]. The line already turns about $100 million a day [3].

## The earnings must show whether consent caps the ramp

Coinbase reports [third-quarter results on October 29](https://brokerchooser.com/news/coinbase-to-release-q3-2026-results-on-october-29--4d47e981) [8]. TD Securities, after conversations with dozens of issuers, found little interest in tokenization outside a small group of crypto-adjacent companies, several of which had been unaware the framework existed [1].

Base's 500-listing target is a stated goal, and the consent rate that decides it is only now being measured [2][3]. The observable between now and October 29 is which names Coinbase notifies first and which object: every silence that passes 30 days adds one tradable stock, and every objection removes one [4].

## Takeaway

The Innovation Exemption gives every issuer a 30-day veto per venue: nine have already used it against OKXICE, Nasdaq opted out its own shares, and Coinbase's 500-listing ramp now depends on name-by-name consent.
