# Nokia's software bug blacked out Orange France for nine hours, and Huawei got Europe's best argument

> A single Nokia software bug cut Orange France's mobile core for most of a day, and the backup died of the same code. The vendor Europe kept failed the week the vendor it banned shipped new kit.

## The core went down at 11.37 and came back after dark

At 11.37 on Wednesday October 21, the core of Orange's mobile network, the layer that handles calls, texts and data sessions for France's largest operator, began crashing [1] [2]. 4G and 5G data failed; 3G kept carrying calls, and emergency services ran on separate architecture [1] [2]. Orange France chief executive Jérôme Hénique told Le Figaro the fault was a software bug in [Nokia](https://theinference.org/markets/companies/nokia)'s code, new to Orange and "extremely complicated to find", and it struck production and standby systems at once. [1] [2]

About a hundred technicians and Nokia's engineers chased it through failed restarts, [located the bug around 17.00 and restored service between 18.30 and 20.30](https://www.igen.fr/telecoms/2026/10/panne-geante-orange-explique-pourquoi-son-reseau-deraille-158923). [1] Customers got a doubled data allowance for a month. [1]

## The bill is millions. The damage is the sales pitch.

Orange is [asking Nokia for several million euros](https://www.universfreebox.com/article/598826/apres-la-panne-geante-sur-son-reseau-mobile-orange-va-reclamer-de-largent-a-nokia), most likely as discounts on future equipment, according to reporting by L'Informé, and Nokia may pass part of the sum to its insurer. [3] CFE-CGC Orange, the operator's biggest trade union, estimates 70 percent of the group's 22 million mobile lines were hit, about 15 million subscriptions. [2]

Against Nokia's 2025 net sales of roughly €20 billion the money is noise. Tommi Saarinen, an analyst at Inderes in Helsinki, called the reputational fallout the bigger cost: the bug sat in the mobile core, the most critical part of the network, and took the backup down with it. [2]

## The vendor Europe kept was just stress-tested. It failed.

[The revised EU Cybersecurity Act, CSA2](https://www.scmp.com/economy/global-economy/article/3372699/france-network-outage-puts-nokia-under-scrutiny-eu-pushes-phase-out-huawei-zte-gear), announced on January 20, 2026, would require operators to strip equipment from "high-risk" suppliers, in practice [Huawei](https://theinference.org/markets/companies/huawei) and ZTE, within three years. [2] [4] [Connect Europe, the operators' lobby, warned in July](https://sg.news.yahoo.com/european-telecoms-execs-push-back-140401169.html) that narrowing vendor choice could prolong systemic risks of over-reliance, the exact failure mode France just ran. [2]

In September, 17 executives among them the chief executives of Orange, Deutsche Telekom and Telefónica signed a letter warning the ban could cost the industry up to €40 billion. [5] Beijing answered in April with [a formal 30-page retaliation threat](https://thenextweb.com/news/china-threatens-eu-retaliation). [4] None of that reads better after October 21: both Orange cores ran the same Nokia software, so plan B died of plan A's bug. [1]

## The counter: two vendors is still two, and the windfall stands

Saarinen does not expect the vendor landscape to move: operators replacing Chinese kit have two realistic options, Nokia and [Ericsson](https://theinference.org/markets/companies/ericsson), and the likelier consequence is stricter resilience rules, standby systems that cannot fail the way the primaries did. [2] Nokia has already paid its China price, with Chinese revenue down from about €2.5 billion in 2018 to about €913 million last year and the Nordic pair's combined share there at 3 percent. [4]

The bull case, capturing Huawei's European share, is intact. The week showed what the transfer carries: resilience obligations, harder customer questions, and a policy rationale, reliability, that took a public hit.

## Meanwhile the excluded vendor ships

On October 28 in Shanghai, Huawei [launched VitaAAU, the world's first commercial upper-6 GHz radio](https://www.huawei.com/en/news/2026/10/communications-network-wireless), [already in commercial use in the UAE](https://www.caixinglobal.com/2026-10-30/huawei-unveils-wireless-products-to-meet-ai-era-network-demands-102499034.html) and claimed to widen coverage about 30 percent against comparable kit. [6] [7] On October 30 it [released agent-driven operations software](https://www.prnewswire.com/news-releases/huawei-releases-industry-om-solutions-302924733.html) that it says resolves 80 percent of deterministic faults autonomously and cuts fault demarcation from an hour to 15 minutes. [8]

Huawei sells Europe effectively nothing today, as [this desk reported last month](https://theinference.org/article/squeezing-china-builds-huawei-asml-chief-warns-while-europe-buys-zero), and the new stack is being sold into markets Europe cannot follow. [9]

## What decides it next

Watch the CSA2 negotiation between the European Parliament and the 27 governments, and Germany's end-2026 core deadline. [4] Watch what Orange's fight with Nokia extracts: published resilience rules, backup systems that cannot share the primary's failure. [1] The valuation question for Nokia investors: the China-exit windfall should not be capitalized at face value, because the transfer arrives with clauses, and the first invoice for the policy is a nine-hour outage in Paris.

## Takeaway

A single Nokia core bug took down both primary and backup systems at Orange France for nine hours; expect a multimillion-euro claim, stricter resilience rules, and a weaker case for keeping Huawei out.
