# Oracle caps AI fundraising at $20 billion and promises $30 billion of free cash flow in fiscal 2029

> Oracle capped its remaining AI-era fundraising at $20 billion and promised at least $30 billion of free cash flow in fiscal 2029, and the stock and the credit market both rewarded it. The plan does not shrink the buildout's risk; it moves that risk onto Oracle's customer list.

[Oracle](https://theinference.org/markets/companies/oracle) has put a number on the question that has weighed on its stock and its lenders all month. At its analyst day on October 28, chief financial officer [Hilary Maxson](https://theinference.org/markets/people/hilary-maxson), six months in the job, capped what Oracle still needs to raise for its data-center buildout at $20 billion and [promised free cash flow of at least $30 billion in fiscal 2029](https://www.tmcnet.com/usubmit/2026/10/28/10471712.htm), a year the Street expected to still be negative [1][2][3].

Shares jumped as much as 14% [1]. The plan earned that reaction. It also settles less than it appears, because the bridge across the gap is built from other people's money.

## The $20 billion cap is made of customers, not restraint

[Analysts had braced for $50 billion to $60 billion more](https://finance.yahoo.com/technology/articles/oracle-analyst-day-eases-funding-170000864.html) [2][4]. Oracle says $20 billion, only $10 billion of it new debt, and that comes after $20 billion of shares already sold this year [3][4]. Free cash flow is meant to turn positive in the second half of fiscal 2028 and fund itself from 2029 [3].

Nothing in the plan builds less: [the year to May ended $23.7 billion cash-negative](https://thenextweb.com/news/oracle-30b-free-cash-flow-2029-shares-jump) [1], and next year's building bill roughly matches a year of revenue [4]. What changes is who pays upfront. Customer prepayments, vendor financing and customers supplying their own hardware now stand between Oracle and the credit market [1][3].

*Chart: **Free cash flow has run negative for six straight quarters as capex keeps climbing** Line chart of Oracle quarterly free cash flow and capital spending from Q4 2025 to Q3 2026, showing capital spending climbing to $28.5 billion a quarter while free cash flow stays negative.*

*Free cash flow has run negative for six straight quarters as capex keeps climbing [8]*

## The $30 billion leans on OpenAI's credit, not just Oracle's

Follow the bridge one hop and its shape changes. A prepayment pulls a customer's future bill into the present; vendor financing defers the chip invoice. Neither makes a data center cheaper to own.

*Chart: **Customer prepayments sat near $10 billion for two years, then jumped 48% last quarter** Line chart of Oracle deferred revenue by quarter from Q4 2024 to Q3 2026, flat near $10 billion for two years then jumping to $14.7 billion in the September 2026 quarter.*

*Deferred revenue, USD billions, from Oracle's quarterly SEC filings. Customer prepayments are one leg of the bridge Oracle says covers the gap between its buildout bill and the $20 billion it still plans to raise. [8]*

## A prepayment is not a profit

Both make Oracle's cash case depend on the solvency of its customers, and that list is led by [OpenAI](https://theinference.org/markets/companies/openai), the ChatGPT maker that rents Oracle's compute, designed a chip Oracle's cloud will host and now powers features in Oracle's business software [4].

[Evercore](https://theinference.org/markets/companies/evercore) [values Oracle's software and non-AI cloud at about $197 a share](https://www.thestreet.com/investing/oracle-ai-cloud-funding-gap-google-nvidia), which at the current price leaves the AI cloud worth less than nothing [4]. The concentration [our coverage](https://theinference.org/article/a-wisconsin-docket-now-sets-the-clock-on-oracle-s-300-billion-openai-backlog) has tracked for a month is now the asset the equity case turns on [4].

## The AI bottleneck has moved from silicon to balance sheets

The week's wider tape is the tell. Companies [have borrowed nearly $500 billion for AI projects this year](https://www.bloomberg.com/news/articles/2026-10-30/tech-firms-debt-protection-costs-are-surging-on-profit-concerns); all of 2025 came to about $200 billion [5]. On Friday [the Nasdaq fell 2.9%](https://www.webtech360.com/detail/why-the-nasdaq-composite-fell-2-86-on-october-30-hp2-99912809.html), [Intel](https://theinference.org/markets/companies/intel) had its worst day on record [6][7], and the cost of insuring the debt of Intel, [Amazon](https://theinference.org/markets/companies/amazon), [Microsoft](https://theinference.org/markets/companies/microsoft) and [Alphabet](https://theinference.org/markets/companies/alphabet) hit records, while Oracle's swap, the most actively traded in tech, improved the most in nine months [5].

## The landlord's reward, if the bridge holds

The market is repricing everyone's AI risk except Oracle's specific one. Oracle volunteered to be the landlord of the AI era: it pays first, collects later, and deserves the landlord's reward if the bridge holds. The buildout is worth funding. Watch the backlog outside OpenAI, because the risk in Oracle's equity no longer sits on its own balance sheet. It sits on its customers' invoices.

## Takeaway

Oracle capped its remaining AI-era fundraising at $20 billion, only $10 billion of it new debt, and promised at least $30 billion of free cash flow in fiscal 2029. The bridge is customer prepayments and vendor financing, so the equity case now turns on the solvency of Oracle's customers, led by OpenAI.
