# Parsons wins $85 million to supervise, not build, Space Command's campus after its $15 million loss quarter

> Parsons' first marquee win since its July loss quarter is an $85 million agreement to supervise the U.S. Space Command headquarters build, a fee-only structure that answers the fixed-price blowup but barely moves a $9.3 billion backlog.

## The government bought supervision, not a builder

[Parsons](https://theinference.org/markets/companies/parsons) (NYSE: PSN), the Chantilly, Virginia defense and infrastructure contractor, will serve as Owner's Advisor for the new U.S. Space Command headquarters at Redstone Arsenal in Huntsville, Alabama, under [an initial $85 million agreement announced September 29](https://www.finanznachrichten.de/nachrichten-2026-09/69706213-parsons-corporation-parsons-awarded-dollar-85m-agreement-to-deliver-new-u-s-space-command-headquarters-399.htm) [1][2]. [Army Contracting Command-Rock Island, coordinating with the Air Force Civil Engineering Center, signed a 75-month Other Transaction Authority deal](https://finance.yahoo.com/technology/articles/parsons-awarded-85-million-agreement-111103204.html), a procurement vehicle lighter than a standard contract [1][2].

Parsons manages scope, cost, schedule, quality and risk on the government's behalf across planning, design, construction and operationalization of a 950,000-square-foot campus built for up to 1,800 personnel, a command-and-control facility and a fusion center running 24/7 [1]. The government keeps the construction budget. Parsons sells the watching.

## The same $85 million, pointing the other way

The July quarter broke the other way. On July 29 Parsons [reported a $15 million net loss on $118 million of charges](https://www.finanznachrichten.de/nachrichten-2026-07/69154543-parsons-corporation-parsons-reports-second-quarter-2026-results-399.htm), $85 million of it on programs being exited, with part of the damage in a confidential fixed-price contract since canceled [5][6].

Full-year revenue guidance came down to $6.2–6.5 billion from $6.5–6.8 billion, [the stock fell 35% in a day](https://theinference.org/article/parsons-fell-35-in-a-day-on-a-15-million-loss-four-law-firms-now-probe-what-it-knew), and shareholder-rights law firms opened investigations [5][6]. Parsons lost $85 million in June owning the work; in September it won $85 million watching it [5][6].

The [question this publication asked on September 15](https://theinference.org/article/parsons-keeps-winning-contracts-keeping-the-profit-is-harder), whether Parsons can keep profit on what it wins, has its first structural answer.

*Chart: **Nine profitable quarters, then the June 2026 loss that cut guidance** Column chart of Parsons quarterly net income from Q1 2024 through Q2 2026, showing steady profits between $40 million and $72 million and a $15 million loss in the final quarter*

## A rounding error against a $9.3 billion backlog

The fee averages roughly $14 million a year across 75 months, about 0.2% of 2026 revenue guidance, under 1% of the $9.3 billion backlog Parsons held at the end of June [1][5]. Since the award, its newsroom has carried promotional pieces and an earnings date, nothing else, and the last insider Form 4 was filed October 2 [3][4].

The real bet sits in Parsons' own words: one of the Air Force's first Owner's Advisor engagements, one that "will set an example for future use" [1]. Management's counter is that the core business ex-charges grew anyway, adjusted EBITDA up 8% at a 10.1% margin, book-to-bill 1.2x [5].

True, and beside the point: the charges were real, the guidance still fell, and one OTA is thin evidence of a template.

## October 28 prices the template

[Space Command wants half the command in Huntsville by 2028 and full occupancy by 2032](https://www.defenseone.com/policy/2026/08/intel-ops-are-underway-space-commands-nascent-alabama-hq/415418/), a schedule that keeps the oversight role alive for years [7]. Third-quarter results land October 28 [3]. Watch whether the lower-risk mix reaches backlog and whether guidance holds; the reverse risk rides the same schedule, because a marquee program stamps Parsons' name on any overrun it does not own.

## Takeaway

An $85 million fee-only Owner's Advisor deal answers the fixed-price blowup but barely dents Parsons' $9.3 billion backlog; October 28 results show whether the lower-risk mix sticks.
