# PPL's new 500 kV line is for 'regional growth.' The record keeps naming Amazon

> PPL Electric opens public meetings tonight on a 25-mile, 500-kilovolt Pennsylvania line it attributes to regional growth. The companion route is frozen pending a court fight over an Amazon-linked data center, and a Lancaster filing already shows how the bill splits.

## Six townships get their first look at the poles

PPL Electric Utilities opens the first of two open houses tonight at McAdoo Kelayres Elementary/Middle School, the second Thursday at Berwick Middle School, on a proposed 500-kilovolt line running about 25 miles from Nescopeck to the Kelayres substation through six Luzerne and Schuylkill county townships [1]. Who pays for such a wire, the large-load customer whose demand triggers it or the ratepayers who already fund the grid, is a question Pennsylvania regulators answered once already this year [8].

The steel poles would stand 130 to 195 feet, construction is targeted for 2028, and PPL expects to need new easements on a route it will not choose until a later open house [1].

The region has seen the opening act. Twenty-eight Luzerne County properties face eminent-domain threats from PPL over an 11.2-mile high-voltage line meant to supply a data-center campus, and residents have filed [about 20 formal protests at the state Public Utility Commission](https://www.msn.com/en-us/news/other/meet-the-mini-erin-brockoviches-fighting-off-eminent-domain-and-the-shadow-of-amazon-as-a-data-center-hands-out-10000-to-their-neighbors/ar-AA2dxmIl) [2].

## The demand behind the line is real

PPL, which delivers power to 1.5 million customers across 29 Pennsylvania counties and is the utility arm of the listed [PPL Corporation](https://theinference.org/markets/companies/ppl) (NYSE: PPL), says peak load should climb from 7.5 gigawatts toward 30 within five years, with signed data-center agreements representing 28 gigawatts by 2034 [3]. PJM Interconnection, the regional grid operator, identified the Kelayres project as needed for reliability [1]. PPL plans $23 billion of infrastructure investment from 2026 through 2029, supporting about 10.3 percent annual rate-base growth [4].

## PPL says regional growth; the record names a buyer

Kline Township supervisors voted unanimously on Sept. 30 to approve an [Amazon](https://theinference.org/markets/companies/amazon) Web Services (NASDAQ: AMZN) data-center campus of nine buildings, under a nine-page list of conditions [1][6]. Asked whether the Nescopeck-Kelayres line serves it, PPL northeast regional affairs director Michael Narcavage III said the need reflects "broader regional growth, not a single development" [1].

That campus is one of two Amazon sites in the coal region. The other, Project Hazelnut, a 1,300-acre, 15-building proposal in neighboring Hazle Township, was rejected by its supervisors in November 2025 before developer NorthPoint Development countered with a $165 million community package; [emails released under Pennsylvania's Right-to-Know law](https://www.lehighvalleylive.com/news/2026/08/the-rumors-are-true-amazon-is-end-user-in-contentious-pa-data-center-project.html) in January confirm AWS as its end user [2][7].

Amazon itself paid about $180 million for roughly 350 acres in Kline Township in July 2025 [2]. The PUC has delayed review of the Sugarloaf route, that 11.2-mile companion line, pending decisions that include a Commonwealth Court ruling on Hazelnut's land approval [1][2].

## Lancaster already wrote the bill

Who pays has [a template on file](https://lancasteronline.com/news/local/open-house-tuesday-for-ppl-upgrades-near-lancaster-city-data-center/article_1e713a88-2912-4a76-af0d-8305457468a0.html). A $36.4 million switchyard for the Lancaster AI Hub data center split cleanly: the unnamed large-load customer paid $21.3 million, and the remaining $14.9 million fell on the utility and its customers, for a load set at 130 megawatts in 2027 and 350 in 2028 [8]. PPL's LP-6 rate class, the first in the state for its largest users, makes customers drawing 50 megawatts or more at a single site pay at least 80 percent of committed load for five years and cover transmission costs [3].

## The grid risk is not a cover story

Consultants Synapse Energy Economics, writing for the PUC itself, project the PJM grid could be six times less reliable by 2030, with 13 shortages a year against about one a decade now [9]. PPL says it must connect any customer that requests service and cannot build on speculation [3]. Customers now pay 13 to 14 cents per kilowatt-hour overall, up from 7 or 8 cents a year ago, and supply makes up about half of a residential bill [3].

## The court decides the anchor

Two dated events settle what the filings do not. One is the Commonwealth Court ruling on Hazelnut's land approval, which the PUC says it is waiting on before the Sugarloaf review resumes [1]. The other is the route announcement at a later open house, which fixes where the poles go [1]. Amazon still needs township zoning and state permits in Kline [6].

Whether the Kelayres need survives without Hazelnut appears in no filing. The ruling does not cancel a line PJM calls necessary; it tests whether the growth behind it was regional all along.

## Takeaway

PPL attributes its new 500-kilovolt line to regional growth, but the record points to Amazon data centers, and a Lancaster filing already shows the cost splitting between the large-load customer and ratepayers.
