# Qualcomm to cut jobs worldwide from November, no headcount named against a 52,000-person workforce

> A memo reviewed by Reuters puts the cuts from November with no number named, against a workforce of about 52,000. The cost lands on the handset business that funds Qualcomm's data-center pivot, days after that pivot's biggest announced customer moved toward a rival supplier.

[Qualcomm](https://theinference.org/markets/companies/qualcomm) will begin telling staff in November that they are cut, in a worldwide "performance-focused reduction" that names no headcount against a workforce of about 52,000, chief executive Cristiano Amon wrote in a [Monday memo reviewed by Reuters](https://www.channelnewsasia.com/business/exclusive-qualcomm-cut-jobs-worldwide-in-performance-focused-layoffs-internal-memo-shows-6475341) [1]. It lands while the phone business that still pays Qualcomm's bills is shrinking, and while the data-center business meant to replace it is still mostly targets [4].

Qualcomm shareholders have watched the industry run past them. The stock is up 1.5% in 2026 [1][2]; the S&P 500 has gained more than 12% and the Philadelphia Semiconductor Index, the chip-sector benchmark, nearly 60% [1][2]. Qualcomm closed at $172.62 on October 14, 2026, far below its 52-week high of $259.92 [5]. For anyone holding it, the memo poses one question: is this the discipline that funds the pivot into data-center silicon, or retreat from a franchise being squeezed by costs and customers?

## The memo's criteria describe a reorganization

Amon wrote that he wants "a stronger performance culture" and to part with people who have "consistently fallen short of expectations" [1]. The same memo says managers will weigh "business priorities, organizational needs, skills and expertise," because "as we have expanded the business, so have the competencies and skills we require" [1].

Priorities and organizational needs are judgments about the company's shape, not about one person's year, which is why the language fits a reorganization more than an annual review. Nor is this the first pass: April notices covered about 105 jobs in San Diego, and restructuring charges, mostly severance, have been building since the fiscal year began [3].

## The business being squeezed still pays the bills

Handsets brought in $27.8 billion last fiscal year, most of Qualcomm's revenue [4]. That base is eroding from two directions. [Apple](https://theinference.org/markets/companies/apple) is building its own modems, and Qualcomm said in July that Apple revenue would decline faster than it expected [1][4]; the [patent license renewed on September 24, 2026](https://www.ad-hoc-news.de/boerse/news/corporate-news/qualcomm-renews-apple-license-as-investors-reassess-qualcomm-stock/70327554), effective April 1, 2027, keeps royalties flowing at terms nobody has disclosed [5].

Soaring memory prices have pushed up phone costs and damped demand [1]. The reported numbers already show the squeeze: revenue peaked in the December quarter and has fallen for two straight quarters since [8].

## The pivot's first proof point is the December quarter

Management is [aiming at $5 billion of data-center revenue in fiscal 2027](https://insight.tmcnet.com/insight/qualcomm-sets-5-billion-data-center-revenue-goal-for-fiscal-2027-mv5wbijz), and told investors in July that data-center and other non-handset businesses would more than offset the lost Apple revenue by then [1][3][4]. The nearer test comes first: the company's first two custom data-center engagements are due to begin booking revenue in the December quarter [5]. The $15 billion data-center line in the fiscal 2029 plan is a target, not an order book; [we sized that gap earlier this month](https://theinference.org/article/qualcomm-must-grow-data-center-revenue-sixteenfold-in-a-year-to-replace-apple) [5].

## A rival just moved inside the biggest announced customer

Days before the memo, [Bloomberg reported](https://finance.yahoo.com/technology/ai/articles/bytedance-talks-secure-mediatek-ai-023911406.html) that [ByteDance](https://theinference.org/markets/companies/bytedance), the Chinese owner of TikTok, is in advanced talks to buy custom data-center chips from MediaTek, a Taiwanese chip designer [6]. ByteDance had already agreed this year to buy millions of Qualcomm's AI chips [6]. MediaTek supplies such chips to Google and is targeting 15% of an $80 billion AI-chip market next year, an ambition [Nvidia](https://theinference.org/markets/companies/nvidia) backed with an investment in September [6]. The same custom-chip turn presses on Nvidia's GPU sales and on [Broadcom](https://theinference.org/markets/companies/broadcom), the chip-design rival already established there [6][7].

## Only December bookings can settle the question

Set against that test, [$97 million of severance](https://www.detroitnews.com/story/business/2026/10/20/performance-based-layoffs-on-tap-at-qualcomm-internal-memo-says/92345012007/) is a rounding error next to the risk that no second data-center customer emerges [3]. The number that settles whether these cuts were discipline or retreat is whatever the first engagements book in December; a November notification count cannot [5].

## Takeaway

Qualcomm's November performance cuts name no headcount against 52,000 staff; with handset revenue eroding and data-center bookings unproven until December, the cuts read as reshaping for a pivot whose biggest announced customer may defect to MediaTek.
