# SK hynix's Solidigm hired Trump's 30-year acquaintance for a China fab license and a $150 billion Nasdaq IPO

> SK hynix's US unit signed lobbying firm Ballard Partners on September 24 as it seeks approval to equip its Dalian fab in China and prepares a Nasdaq listing led by Goldman Sachs and Morgan Stanley. Both now hang on one Washington classification.

[SK hynix](https://theinference.org/markets/companies/sk-hynix) has moved the center of its flash-memory business to Washington. Its American subsidiary Solidigm signed the lobbying firm Ballard Partners on September 24, [a disclosure registered with Congress](https://www.msn.com/en-xl/news/other/exclusive-solidigm-hires-trump-linked-lobbyist/ar-AA2ekcDD) shows, and Brian Ballard, the firm's founder, has known Donald Trump for three decades. His contract lands exactly where the unit's value will be decided: American tools for its Chinese fab, and a Nasdaq listing as early as next year that the market sizes as high as $150 billion. [1] [2]

## The contract targets one classification fight

The filing lists two lobbying purposes: US memory semiconductor manufacturing policy, and outbound investment compliance, the Treasury program that since January 2025 has banned or required reporting on American capital going into Chinese chip technology, a different wall from the export controls on tools. [1] Solidigm says the firm will advise on manufacturing, trade and regulation, and the registered team includes former officials from Trump's National Security Council and intelligence directorate. [1] [2]

## Running Dalian is licensed; expanding it is not

The bottleneck underneath is narrow. The Commerce Department licenses tools that keep an existing Chinese fab running and has said it does not expect to approve licenses for capacity expansion. Solidigm [has applied to equip space at its Dalian site](https://www.eweek.com/news/sk-hynix-us-nand-factory-tool-approvals-apac-china/) that the last memory downturn left empty, under a current license that caps quantities and with the 2027 round still pending. [3] [4] SK hynix says the installation proceeds in close consultation with, and under authorization from, the US government, and is not an expansion. [5]

[Reuters reported that the US NAND factory is contingent on that approval](https://stocktwits.com/news-articles/markets/equity/skhy-tracks-worst-month-since-nasdaq-debut-sk-hynix-reportedly-wants-to-ship-more-chip-tools-to-china-before-building-in-us/cZxWKzcRBqC), with added Chinese output helping fund it. [4] The parent is already building the American side, packaging AI memory in Indiana and negotiating to lease part of [Intel](https://theinference.org/markets/companies/intel)'s planned Ohio fab. [5]

## The listing turns the license into American capital

[Goldman Sachs](https://theinference.org/markets/companies/goldman-sachs) and [Morgan Stanley](https://theinference.org/markets/companies/morgan-stanley) [will lead the offering](https://theinference.org/article/solidigm-picks-goldman-and-morgan-stanley-and-the-150-billion-ipo-talk-settles-at-100-billion); SK hynix says nothing is finalized, but the market treats the listing as a foregone conclusion. [Bloomberg sizes the raise at $10–15 billion on a valuation as high as $150 billion](https://biz.chosun.com/en/en-it/2026/10/18/NQZGHVLRJJDPDBCAOSSCLY23VY/), leaving about 10 percent of the equity with outside investors at the top of both bands. [2] Solidigm, [built from Intel's NAND and SSD business in 2021](https://theinference.org/article/sk-hynix-paid-intel-8-8-billion-for-nand-the-ipo-talk-is-150-billion), sells enterprise drives into AI data centers, where flash prices have climbed as much as 700 percent since mid-2023. [2] [6]

*Chart: **Outsiders would own about a tenth of Solidigm at the top of the sizing** Solidigm's expected Nasdaq listing: a valuation band of $100–150 billion and an offering band of $10–15 billion*

*Bloomberg sizing bands for a Solidigm Nasdaq listing, as reported by Chosunbiz on October 18, 2026; market estimates, not company guidance. [2]*

Seoul sees a transfer. South Korea's opposition Democratic Party has warned publicly against a dual listing, a Korean governance forum wants the talks halted, and SK hynix itself told the US Securities and Exchange Commission in June that a subsidiary listing could weigh on its share price. [1] [2]

## The margin that justifies the price is the exposed part

SKHY, SK hynix's Nasdaq-listed shares, [has fallen 57 percent from its summer peak](https://www.benzinga.com/markets/tech/26/10/62375788/sk-hynix-stock-extends-rout-as-south-korea-enters-bear-market) as the Kospi, South Korea's benchmark index, entered a bear market, a rout accelerated when China's [ChangXin](https://theinference.org/markets/companies/cxmt) Memory [claimed progress on a denser DRAM design](https://finance.yahoo.com/markets/stocks/articles/sk-hynix-plunges-9-china-061401801.html). [5] [7] Gross margins near 80 percent in the March quarter, up from almost nothing in 2023, exist only while supply stays tight. [7] D.A. Davidson's Gil Luria says Chinese DRAM makers remain stuck in lower-end products, short of high-bandwidth memory; CNBC's Jim Cramer notes SK hynix carries more exposure to Chinese competition than [Micron](https://theinference.org/markets/companies/micron). [5]

## One Dalian ruling swings the parent and the debut

Whether equipping a fab's empty floor sustains an existing operation or expands it is now the single decision that swings the parent's Chinese revenue and the subsidiary's debut together. Whether Washington grants it, and whether the offering prices, is projection. Solidigm has been engineered to hold Chinese capacity and American goodwill in the same corporate body, and the license is the condition that valuation rests on. Everything else here is downstream of Dalian.

## Takeaway

One Commerce ruling, whether equipping Dalian's empty floor is expansion, now carries Solidigm's license, SK hynix's Chinese revenue and the $150 billion Nasdaq debut together.
