# Skydio sells the drones, Axon collects the rent: Boulder's police drone room bills $1.5 million over ten years

## A wrench, not a gun

On September 29, Boulder police [took a reported-gun call on Junction Place](https://www.denverpost.com/2026/10/07/drones-flock-boulder-police-surveillance/) [1]. A rooftop drone found the man in two and a half minutes: unhoused, fixing a wheelchair, wrench in hand, waving at the camera [1]. One officer walked over instead of a swarm. He was still arrested, on an outstanding warrant, and charged after police found meth on him during that contact [1].

The footage cooled the response, Commander Darren Fladung said, sparing "unnecessary contacts with law enforcement" [1]. The drone changed the size of the response, not the outcome.

## $50,000 to build, $1.5 million to run

The room that drone flies from, Boulder's Public Safety Information Center, cost $50,000 to retrofit [1]. Its software, [Axon](https://theinference.org/markets/companies/axon)'s Fusus real-time operations platform, bills about $1.5 million over ten years [1].

Boulder is one entry in [a ten-day run of records](https://civiciq.com/public-contract/city-of-cincinnati-oh-skydio-equipment-2026-10-06). Montgomery County, Maryland tracked a [Skydio](https://theinference.org/markets/companies/skydio) drone-as-first-responder program on October 5 at $560,000 a year, about $2.8 million over five [2]; Cincinnati awarded Skydio an equipment contract on October 6, amount unpublished [2]; Denton County, Texas approved Skydio buys from $5,580 down to $31 [2]. Tablet Command and Skydio announced piping live aircraft position and video into fire incident command [3]; Skydio claims a docked launch in under 20 seconds, on scene in under 90 [3].

## Skydio sells the wings; Axon holds the lease

Private Skydio sells the aircraft; listed Axon holds the lease and bundles the stack. Lakeland, Florida [signed a ten-year, $21.98 million Axon package on October 5](https://www.msn.com/en-us/news/other/city-hall-scoop-105-police-ai-fewer-billboards-more-cameras/ar-AA2dDfi1) that puts remotely dispatched drones alongside body cameras and AI report drafting [4]; state and federal grants could cover about 56% of it if a pending Justice Department grant lands [4].

Axon [bought into Skydio's $230 million Series E in 2023, at a $2.2 billion valuation](https://en.wikipedia.org/wiki/Skydio) [5]. Cities buy the drone once and [pay the software bill forever](https://theinference.org/article/axon-s-15-million-renewal-included-36-ai-cameras-nobody-ordered-chattanooga-said-review-first). Axon does not break Fusus out in its filings; what they show is the whole book, Tasers and cameras included, compounding while it adds the drone-room layer: quarterly revenue up 119% in three years on year-over-year growth of 29 to 39% [6].

## The risk sits with residents

Vendors price the kit; residents hold the exposure. Boulder resident Jan Lagomarsino-Brummett feels safer; ACLU Colorado policy director Anaya Robinson counters that neighbors get no say in how these systems watch them [1]. Civil-rights attorney Ciara Anderson Boerman argues the technology itself is the danger: "We don't know when they're tapping into that camera" [1].

The exposure is not hypothetical. Nashville's Metro Council [voted on September 1 to confine police drones to active shooters, hostage crises, search-and-rescue and disasters](https://www.wsmv.com/2026/09/02/nashville-leaders-pass-bill-limiting-when-police-can-use-drones/), and to ban fully autonomous flights [7]. A Skydio configuration error left San Francisco police drone feeds viewable online for months until security researchers reported it in July [5]. Skydio says no employee can open an agency's video unless the agency explicitly grants access, and that every access is logged [8].

## The regulator is now a litigant

On September 28, 15 states and Harris County [sued to overturn the FAA's environmental review for drone delivery](https://www.commercialuavnews.com/states-sue-faa-drone-delivery-environmental-review), and Maryland and Colorado signed on: the same states whose agencies wrote this week's drone checks [9]. The suit targets delivery rules, not police flights, but it puts the FAA's drone framework before a court, with legal arguments to follow [9]. Watch whether Nashville's fences spread to cities still signing. The drones fly either way; the billing is quarterly.
