# Taiwan's first chip-sector strike stopped Micron's $4.5 billion AI memory fab

> The Taoyuan union wants 83 months of pay and a standing 15 percent of operating profit; the EUV fab due to feed AI memory from 2028 is largely halted, and Nvidia reports on November 17 against a memory-cost squeeze.

## Micron has all but halted work on its next $4.5 billion fab

[Bloomberg reported on November 5, 2026](https://www.bloomberg.com/news/articles/2026-11-05/micron-pauses-work-on-4-5-billion-taiwan-plant-after-labor-spat), that [Micron](https://theinference.org/markets/companies/micron) has all but halted construction of Fab 11E in Taoyuan, having informed Taiwanese officials and a supplier and warned that a signed union deal could still be overturned [1]. The plant was budgeted at $3 billion to $4.5 billion, built around [ASML](https://theinference.org/markets/companies/asml)'s EUV lithography tools to produce advanced DRAM and high-bandwidth memory from 2028 [2][3].

The trigger was a warning strike on October 22 by the Taoyuan union, which speaks for 2,300 to 3,000 of the site's roughly 3,000 workers, after the workforce [voted in October to authorize a strike](https://theinference.org/article/micron-s-86-margin-floor-now-hangs-on-a-taiwan-strike-vote) when bonus talks failed [2][4][5].

## The union is claiming a slice of a pool that grew 175-fold

The demands: a one-time bonus worth 83 months of salary and a standing 15 percent of quarterly operating profit [2][3]. The claim is not new; the same 15 percent of the $33.32 billion quarter that ended May 28 was [worth about $5 billion when mediation opened in September](https://theinference.org/article/micron-s-taiwan-unions-demand-a-permanent-15-of-a-33-billion-quarter-s-profit) [6]. Samsung set the regional price of peace in May 2026 at 10.5 percent of chip-division operating profit [5].

The larger Taichung union signed on October 21, one day before the walkout, lifting junior engineers to NT$4 million ($121,450) a year and senior engineers to NT$6 million; Taiwan's Ministry of Economic Affairs backs that deal [3][7]. Some Taoyuan workers are challenging it and demanding fresh negotiations [1][7].

## The fab that eases Nvidia's cost is the one that stopped

Taiwan makes about 60 percent of Micron's DRAM and a substantial share of its high-bandwidth memory [3][7], the memory that ships alongside [Nvidia](https://theinference.org/markets/companies/nvidia)'s AI processors [3]. Nvidia told investors in August that memory prices climbed more than expected, guided gross margin to bottom at 71 to 72 percent in fiscal Q4 2027 and recover to 72 to 73 percent in fiscal 2028, and reports again on November 17 [8]. The fab that was to relieve that input cost is the one that stopped.

## 2028 was Micron's new-supply year; China is writing its own

The pause lands where competition does. ChangXin Memory Technologies, the Hefei-based Chinese DRAM maker, plans to send customers [samples of its first server-grade DDR5 module](https://www.globaltimes.cn/page/202610/1371987.shtml) on the 4F² architecture by the end of 2026 [9][10]. The design raises cell density 30 to 50 percent and, as [BofA](https://theinference.org/markets/companies/bank-of-america) Securities notes, does not require the EUV tools Fab 11E was buying [9][10]. [CXMT](https://theinference.org/markets/companies/cxmt) already holds 10 percent of the DRAM market [9].

*Chart: **Micron holds 25% of DRAM and China's CXMT already holds 10%** Bars ranking global DRAM market share in the second quarter of 2026: Samsung 39 percent, SK Hynix 26 percent, Micron 25 percent, CXMT 10 percent.*

## Micron says all is normal; the money at risk sits in 2028

Micron says its Taiwan operations continue normally and did not directly address the reported suspension [7]. [Its 26 take-or-pay customer agreements cover more than 35 percent of revenue through 2030](https://theinference.org/article/micron-s-customers-paid-12-9-billion-up-front-to-hold-their-place-in-the-memory-line), with about $150 billion of performance obligations [11], so the December quarter is contracted and the cost lands in 2028 and beyond. Investors moved the price anyway: Micron fell 6.7 percent on Wednesday while the S&P 500 rose 1.8 percent, and Yardeni Research says memory is sold out into 2029 [10].

## Three dates decide whether this is leverage or a write-off

A Taoyuan settlement set against Taichung's terms, CXMT's samples by December 31, and Nvidia's margin guide on November 17. Memory is sold out into 2029; Fab 11E was the extra wafer, and the wafer is now hostage.

## Takeaway

Taiwan's first chip-sector strike has largely halted Micron's $4.5 billion EUV fab in Taoyuan, but the December quarter is contracted, so the cost lands in 2028, the year CXMT's EUV-free server DRAM samples are due and Nvidia re-tests its memory-cost margin floor.
