# 谷歌与星座能源的3.6吉瓦核电协议：四分之三是存量电力

## 3.6吉瓦实为两份合同

新闻稿的标题写着3.6吉瓦核电[1]。[10月6日签署的文件](https://www.businesswire.com/news/home/20261006125246/en/Google-and-Constellation-Announce-Landmark-Agreement-to-Bring-890-MW-of-New-Nuclear-Capacity-to-PJM-Grid-as-Part-of-Long-Term-Power-Deal)实为两笔交易：一是[为期20年、为43亿美元增容改造托底的购电协议](https://theinference.org/article/google-signed-a-20-year-deal-to-add-890-megawatts-to-11-constellation-nuclear-reactors),覆盖三个州的11台[星座能源](https://theinference.org/markets/companies/constellation-energy)核电机组，到2032年底带来890兆瓦货真价实的新增容量；二是15年期协议，涉及PJM已在运行的电厂2700兆瓦发电量[1][2]。两笔合计3590兆瓦，其中四分之三是存量发电[3]。

## 市场当场向星座能源“付账”

星座能源(CEG)当日收涨12.2%,在标普500指数成分股中涨幅位居前二；Talen上涨12.4%,[Vistra](https://theinference.org/markets/companies/vistra)上涨10.7%[3]。43亿美元由星座能源投入，首个增容项目定于2028年交付；谷歌的角色，是提供20年的确定性收入，价格两家公司都未披露[2][3]。

## 占大头的那笔合同没有新增一兆瓦容量

15年期合同覆盖的是已在运行的电厂：谷歌买下的是存量机组的发电量。星座能源表示，这一财务安排能让这些资产维持经济性，并把相应的电量与容量留在PJM市场[4]。而它落地的电网，已经没有任何余量。[PJM最近一次容量拍卖以325美元/兆瓦·日的上限价格出清，为连续第三次触及上限](https://247wallst.com/investing/2026/09/17/the-ai-boom-has-a-power-problem-these-3-utilities-are-getting-paid-to-solve-it/),若不设上限，出清价本将超过500美元/兆瓦·日[5]。几天前，美国联邦能源监管委员会(FERC)冻结了PJM规模6831兆瓦的兜底采购，理由是并不确信这笔采购的成本会落在催生这些成本的负荷头上[4][6]。PJM自己也向监管机构表示，把存量容量签给新增大型负荷，“解决不了”新增容量规则所要解决的问题[4]。

## 两家公司的回应：没有任何电力离开电网

谷歌称，[此次合作在“不增加其他电力用户成本”的前提下新增了容量](https://blog.google/company-news/why-were-backing-americas-existing-nuclear-plants/)[8]；星座能源则像亚马逊交易时那样坚称，没有任何电力离开PJM电网，也不存在任何表后(behind the meter)运行[4][7]。这两点都站得住：电子仍在服务PJM覆盖的6700万人[8]。真正变动的是承购权——一旦稳定的基荷电力被一路锁定到2040年代，留在场内的买家就只能竞逐余下的电量。[微软](https://theinference.org/markets/companies/microsoft)已在购买三里岛重启后的电力；[Meta](https://theinference.org/markets/companies/meta)在三个州握有核电协议[9]。

## 剩下的容量，由监管机构定价

PJM希望[“自带新增容量”(Bring Your Own New Capacity)规则在10月12日前生效](https://www.powermag.com/google-deal-backs-890-mw-of-constellation-nuclear-uprates-at-11-pjm-reactors/),而已在拍卖中出清的容量,通常无法通过新增容量认定;两家公司都没有说明这890兆瓦能否计入新增容量[4]。下一轮容量拍卖12月开启,兜底采购机制最迟将于2027年2月28日回归[4][6]。在美国,最便宜的兆瓦就是已经存在的那一兆瓦——谷歌刚刚一口气买下2700个,一买就是15年。
