# TSMC pays GlobalFoundries $2 billion for AI chip packaging as Vanguard's sold-out Singapore fab joins

> VSMC, the Vanguard-NXP joint venture, entered risk production in Singapore with interposers newly on its menu and its whole first phase committed, as TSMC agreed to pay GlobalFoundries $2 billion to make the same part. The AI packaging bottleneck has moved down to mature nodes, and the foundries holding that capacity are now setting the price.

The scarcest wafer in AI hardware is one of the cheapest to make. VisionPower Semiconductor Manufacturing Company (VSMC), the Singapore joint venture between Taiwanese specialty foundry Vanguard International Semiconductor (VIS) and chipmaker [NXP](https://theinference.org/markets/companies/nxp), has [entered risk production](https://www.eetasia.com/vsmc-starts-risk-production-at-first-300mm-fab-in-singapore/), the trial runs that precede volume output, at its first 300mm fab in Tampines [1]. First-sample yields came in above 99%, volume production is set for the first quarter of 2027, and silicon interposers, the packaging layer AI accelerators are built on, are newly on the fab's technology list [1].

[TSMC](https://theinference.org/markets/companies/tsmc), meanwhile, has just [agreed to pay US foundry GlobalFoundries $2 billion to manufacture that exact part](https://theinference.org/article/tsmc-pays-its-old-courtroom-rival-2-billion-to-move-an-ai-chip-bottleneck-to-new-york) [2]. AI demand has pushed the industry's bottleneck down from leading-edge logic to mature nodes, and the foundries holding that unglamorous capacity have begun charging for it: Leuh Fang, chairman of both [VIS](https://theinference.org/markets/companies/vanguard-international-semiconductor) and VSMC [1], told analysts at Vanguard's Q2 earnings call that [next year's price hikes will not be smaller than this year's](https://www.techtimes.com/articles/323072/20260804/chip-foundry-warns-2027-wafer-price-hikes-will-steeper-singapore-fab-sells-out.htm) [3].

## TSMC is giving the work away

An interposer is a thin slice of silicon, etched with microscopic copper connections called through-silicon vias, that sits between a compute die and the package so a processor and its memory stacks can communicate at densities ordinary circuit boards cannot reach [3]. It holds almost no transistors and runs on decades-old process nodes, yet it consumes 12-inch capacity TSMC can otherwise fill with [compute wafers reported to price at up to $30,000 each](https://www.trendforce.com/news/2026/10/12/news-tsmcs-2b-silicon-interposer-deal-with-gf-could-fast-track-u-s-packaging-to-1h28-free-up-fab-capacity/) [2].

So the work is leaving the leading edge: [GlobalFoundries](https://theinference.org/markets/companies/globalfoundries) ramps interposer production in the first half of 2028, and UMC, TSMC's Taiwanese rival in mature nodes, is doubling its interposer line to 6,000 wafers a month [2]. Futurum's analysts argue that [2.5D packaging capacity, rather than logic density, is now the binding constraint on AI accelerator output](https://futurumgroup.com/insights/nxp-secures-300mm-supply-control-at-a-discount-as-vsmcs-singapore-fab-opens/) [4].

## VIS arrives with a licensed process and a full order book

VSMC will make interposers on TSMC-licensed technology at 30 to 40nm, with mass production targeted for the same first quarter of 2027 as the fab's standard mature-node ramp [3]. Vanguard already supplies interposers into TSMC's CoWoS packaging ecosystem from Taiwan, so Singapore extends that supply outside Taiwan [4]. And the fab opens sold out: full capacity is planned at 44,000 wafers a month by 2029, trimmed from the 55,000 first announced, and the entire first-phase output is committed under long-term agreements, leaving no spot capacity to negotiate [1][3].

NXP paid $1.6 billion for a 40% stake and says its planned capacity at the site is unchanged; on Futurum's reading, that puts the whole reduction on the merchant portion, the share Vanguard sells on the open market [4].

*Chart: **New interposer capacity outside TSMC is arriving at two very different scales** Range chart: UMC's silicon interposer line grows from 3,000 to 6,000 wafers a month, while VSMC's Singapore fab goes from zero to 44,000 wafers a month at full capacity in 2029 across all products.*

*Wafers per month. UMC's figures are its silicon interposer line; VSMC's 44,000 is its whole Singapore fab at full capacity in 2029, with the interposer share undisclosed. Both end-states are company plans. Sources: TrendForce; EE Times Asia. [2][1]*

## Whether the interposer lifts margins is unproven

Interposer pricing is not disclosed, and TrendForce frames TSMC's outsourcing as shedding lower-margin work [2]. Vanguard's own signals point up: management told investors the interposer line turns VSMC from plain mature-node capacity into a hub of "more diverse and higher-value-added applications," and AI-related products have climbed from a low-single-digit share of revenue into double digits [3]. What holds customers, on Futurum's analysis, is the automotive and industrial qualification regime around the fab, which raises the cost of switching [4].

The market is already reading it that way. Vanguard's [September sales rose 15.5% from a year earlier](https://www.marketscreener.com/news/vanguard-international-semiconductor-vis-monthly-sales-report-of-september-2026-ce785ddede8dff23), and sales for the first nine months are up 18% [5]. Daiwa opened coverage on October 12 at Outperform with a NT$210 target, against a share price of NT$160 [5].

## Three disclosures will settle it

Watch whether interposer mass production actually starts in the first quarter of 2027 [1][3]; whether interposer volumes become a disclosed revenue line for VIS, Futurum's own open question [4]; and whether the partners commit to a second Singapore fab, where evaluation has begun with no timeline attached [3]. Until those land, the fab is sold out and the margin case is unproven.

## Takeaway

The AI packaging bottleneck has moved down to mature nodes: TSMC is paying GlobalFoundries $2 billion for interposers while Vanguard's VSMC enters risk production in Singapore with interposers on the menu and its whole first phase already sold out under long-term agreements.
