# TSMC's $265 billion Arizona bet runs on nearly 5 million gallons of water a day and magnets it does not own

> The record quarter is banked. The water, power and magnets behind the $265 billion buildout are being contested in council chambers and ministries, and none of it is in the guidance.

## Tucson showed up first

On August 1, about a dozen protesters gathered at dusk outside a 290-acre site on the edge of Tucson where Beale Infrastructure is building a 600-megawatt data center [1]. Their banner read BEALE'S DATA CENTER WILL SUCK US DRY [1]. The same desert hosts [TSMC](https://theinference.org/markets/companies/tsmc), the world's largest contract chipmaker, whose Phoenix fabs draw nearly 5 million gallons of municipal water a day while Arizona [prepares to lose access to nearly 30 percent of its Colorado River water](https://www.theverge.com/cs/features/1016650/arizona-water-data-center-tsmc) [1].

The state's two AI industries drink from the same shrinking cup. Only one of them has the locals' blessing.

## The money is committed, the consent is not

TSMC's Arizona pledge has swollen from the $12 billion promised in 2020 to [$265 billion across 12 facilities](https://www.techtimes.com/articles/320841/20260717/tsmc-lifts-arizona-265-billion-after-record-quarter-four-fabs-target-ai-packaging-bottleneck.htm), which the company calls the largest foreign direct investment in US history [1][2]. The quarter just reported was its best ever: [$46.7 billion of revenue, up 41.2 percent](https://finance.yahoo.com/markets/stocks/articles/tsmc-hunts-rare-earth-free-194553378.html), with fourth-quarter guidance of $52.3 billion to $54.3 billion implying roughly 58 percent growth [3]. The 2026 capital budget rose to $60 billion to $64 billion, with $13.8 billion spent in the third quarter alone [3].

*Chart: **TSMC capex hit $13.8B in the record $46.7B quarter, and the guide implies 58 percent growth** Line chart of TSMC quarterly revenue and capital expenditure from Q1 2024 to Q3 2026, both rising, with revenue reaching a record $46.7 billion in Q3 2026 and capex $13.8 billion, plus fourth-quarter guidance as an estimated midpoint of $53.3 billion.*

*Quarterly revenue and capital expenditure in US$ billions. Q1 2024 to Q2 2026 from TSMC's SEC filings [7]; the record third quarter reported in October and the fourth-quarter guidance range of $52.3 billion to $54.3 billion, plotted as the midpoint and marked as an estimate, from the October report [3]. [7][3]*

## The inputs TSMC does not own

On October 29, Cliff Hou, a TSMC senior vice-president who chairs the Taiwan Semiconductor Industry Association, said the industry formally backs [a government review of restarting nuclear plants](https://www.freemalaysiatoday.com/category/business/2026/10/29/taiwan-semiconductor-group-backs-govt-review-of-nuclear-power-restart) [4]. Taiwan closed its last reactor in May 2025 and now leans on imported gas [4].

A week after the earnings call, TSMC began surveying suppliers about rare-earth-free motors, since [China's export controls](https://theinference.org/article/reuters-tsmc-surveys-suppliers-on-rare-earth-free-motors-every-fab-motor-needs-a-china-license) could choke the parts inside the tools that run its fabs, and Taiwan's domestic substitute line is up to three years away [3]. And the council votes next door decide how fast the data centers that buy TSMC's chips can build.

## The counterpoint: TSMC earns its gallon

Locals treat TSMC differently, and the record explains why: it brought more than 3,500 jobs and recycles 60 to 65 percent of the water in its first fab, targeting 90 percent reuse by 2028 [1]. Beale, by contrast, lost Tucson's annexation vote yet kept building, and in Marana won rezoning despite 2,800 petition signatures, with [the council tightening noise and decommissioning rules 5 to 1 on October 21](https://tucson.com/news/local/government-politics/article_dd79fd10-c955-443f-b1ed-3cbc2e43afd2.html) [1][5].

Rejected at home, Beale found friendlier ground in Tulsa County, where Google [signed on as its partner for a 506-acre campus](https://www.krmg.com/2026/08/19/google-and-beale-infrastructure-building-project-clydesdale-data-center-campus-in-tulsa-county/) [6].

*Chart: **TSMC's Arizona complex uses up to three times the water of Google's biggest reported site** Bars chart ranking annual water use: TSMC Arizona up to 1,700 million gallons, Google The Dalles about 550 million, and the Project Blue construction wells 31 million gallons.*

*Water use in millions of gallons per year: TSMC Arizona up to 1.7 billion [1]; Google's The Dalles site annualized from about 1.5 million gallons a day, an estimate [1]; the 31 million gallons a year Beale was permitted to draw from two wells for Project Blue construction, before air cooling and domestic-only operation [1]. [1]*

## What to watch before January 14

Capacity is exactly what TSMC sells, and every gallon, gigawatt and magnet behind it belongs to someone else [3]. A squeeze on any input would cap TSMC's customers' output before it dented TSMC's margin, and scarcity pricing has paid the fab owners all decade. Three things gate the schedule before the January 14 report: Arizona council votes and the 120-day Pima County moratorium, Taiwan's nuclear review, and any Chinese move on magnet exports [1][4][3].

## Takeaway

TSMC banked a record $46.7 billion quarter, but every input behind the $265 billion Arizona buildout, from water to power to magnets, sits with councils, ministries and China, and none of it is in the guidance.
