# Tyler Technologies sells AI to governments at flat prices while rival UiPath bills per item

> Tyler Technologies says public-sector customers fear the meter, so its roughly 300 AI deals carry single-digit revenue uplift and flat pricing while rivals like UiPath bill per document. The bet: forced cloud migrations and buybacks, not AI invoices, pay for the stock.

A county budget office facing a $13 million shortfall fed its numbers into [Tyler Technologies](https://theinference.org/markets/companies/tyler-technologies)' Priority Based Budgeting agent, and the software found $9 million of savings [1]. On the same earnings call, Tyler's chief AI officer said the company will not put a meter on AI. That choice now puts a listed $17.1 billion company on the opposite side of [a live pricing fight](https://theinference.org/article/datadog-bills-1-30-per-ai-credit-against-23-per-host-and-november-4-earnings-decide-which-wins), and investors holding TYL at 53.7 times trailing earnings are implicitly picking a winner [2].

## The quarter that quantified the AI book

On its October 28 call, Tyler disclosed [roughly 300 deals across its portfolio that contain AI](https://www.dailypolitical.com/2026/11/01/what-tyler-technologies-tyl-said-on-its-q3-earnings-call.html), 11 AI agents generally available and a target of 25 by year-end [1]. The catch, in Chief AI Officer Franklin Williams' own framing: AI attachment and revenue uplift have generally remained in the single digits [1]. Williams said public-sector customers worry about variable, metered AI pricing, so Tyler sells predictable pricing with cost controls instead [1].

## Where the money actually comes from

Tyler's answer is the migration, not the meter. Management said in July it began contacting enterprise clients to press the value and urgency of cloud migration, and it has started applying end-of-life "disincentives" to flagship on-premises products [1]. The quarter delivered 21.2% SaaS revenue growth, 11% recurring revenue growth, record $277 million in free cash flow, and the first multi-tenant ERP conversion, with Cloud Living rollouts on track for early 2027 [1]. The company also repurchased about 8.5% of shares outstanding year to date, with nearly $1.4 billion left authorized [1].

## The other camp meters every document

One week later, [UiPath](https://theinference.org/markets/companies/uipath) [stood up at its FUSION event in Dubai](https://thenextweb.com/news/uipath-per-document-pricing-source-to-pay-agents) and said its ready-made finance agents, arriving in early 2027, will bill "price per item times items processed," with an executive arguing that an invoice is an invoice [3]. Tyler is betting the counter-position: governments buy predictability, and the AI value shows up as a reason to move to the cloud and stay there.

## The open question

[Goldman Sachs](https://theinference.org/markets/companies/goldman-sachs) holds the only below-stock target, Neutral at $385, while [the five most recent other notes range from $430 to $500](https://www.tradingview.com/news/tradingview:37db51433e766:0-goldman-sachs-maintains-tyler-technologies-at-neutral-raises-price-target-to-385-from-345/) [4]. The stock [closed November 5 at $430.37](https://sg.finance.yahoo.com/quote/TYL/) against a 52-week high of $481.57 [2]. Watch the agent count at year-end and, in 2027, whether migration revenue outruns the single-digit AI uplift the company itself reported [2].

## Takeaway

Tyler sells AI to governments at flat prices with single-digit revenue uplift, betting cloud migrations and buybacks, not AI invoices, carry the stock at 53.7 times earnings.
