# UK tax authority signed a £2.4 billion, 15-year Salesforce contract that locks in first-party AI agents

> A 15-year, £2 billion HMRC contract published October 15 requires the core taxpayer journey to run on Salesforce's own software, and a 31-company tracker prices third-party agent billing at about $1,000 a month per busy agent. The per-action dream is real, but the money still comes from selling the native stack.

[Salesforce](https://theinference.org/markets/companies/salesforce) sells AI agents, and the question for investors is who pays for them. Two documents landed this month that size the answer, and both cut against the loudest version of the agent story. They also mark what is new since [The Inference reported in September](https://theinference.org/article/salesforce-opens-the-door-to-claude-who-keeps-the-software-budget) that Salesforce will charge separately for [Anthropic](https://theinference.org/markets/companies/anthropic)'s Claude inside its apps: the HMRC contract and this week's tracker now size the first-party edge that separate Claude pricing is meant to protect.

## The UK bought agents, and wrote rivals out

On October 15, HM Revenue & Customs (the UK tax authority) published [the contract details notice](https://www.unite.ai/salesforce-wins-15-year-hmrc-contract-to-modernize-uk-tax-services/) for its award to Salesforce UK Limited under the Procurement Act 2023: £2.0 billion excluding VAT, £2.4 billion including VAT, signed September 30, 2026, and running fifteen years to September 29, 2036, with two optional extensions that could stretch it to 2041 [1].

The clause that matters is buried in the capability list. Core capabilities, AI included, must be delivered on a first-party basis, meaning software owned or developed by the supplier. Third parties are pushed to the edges: identity verification, fraud, knowledge management, integration. Agentforce (Salesforce's AI agent platform), Data 360 ([its data platform, the product also sold as Data Cloud](https://theinference.org/article/benioff-gives-away-the-dashboard-to-keep-the-data)) and Marketing Cloud run the taxpayer journey for 34 million citizens and 5 million businesses, with monthly uptime KPIs reported separately for the platform and for Data Cloud [1].

## The per-action line is real, and small

The other receipt sizes the agent economy itself. Salesforce charges roughly $0.10 per agent action, so an agent handling 2,000 tickets a month at five actions each bills about $1,000 a month [2]. [A tracker published October 28](https://fundaai.substack.com/p/channelquarterly-saas-winners-and), built on interviews with 31 enterprises, calls that revenue real but small; the bills that actually rose came from enterprises buying the vendor's native agents, because they sit on the data and inside the workflow [2].

The same tracker found 15 of about 30 enterprises had already replaced single-purpose tools with in-house AI builds, some dropping non-core modules such as Salesforce Marketing Cloud, while none had touched core systems [2]. Salesforce's [free Slack Enterprise pledge for UK students](https://www.technobezz.com/news/salesforce-pledges-free-slack-enterprise-students), announced the same week, is pipeline for the native stack, not revenue [3].

*Chart: **Half of surveyed enterprises have already replaced single-purpose tools with in-house AI; five more planned, core untouched** Bar chart of in-house AI replacement status across about 30 enterprises: 15 done, 5 planned, 10 not started, core systems untouched*

*Status of AI-powered in-house replacements across the ~30 enterprises interviewed, per FUNDA's 3Q26 tracker; none has touched core systems of record, and some replacements drop non-core modules such as Salesforce Marketing Cloud. Source: FUNDA, October 28, 2026 [2]. [2]*

## The counterpoint is accountability, and HMRC priced it in

The bulls' strongest card is accountability. No interviewed enterprise is replacing a core system: risk sign-off takes years, regulators expect a vendor to answer for it, and a failed migration costs more than the license it saves [2]. HMRC's fifteen-year term is that logic written into a contract.

## Read the December print with a rule

Before Salesforce's fiscal Q3 results, due in early December, the first print since the HMRC award, the rule is plain: underwrite Data Cloud and native-agent attach, not [per-action billing](https://theinference.org/article/the-seat-salesforce-sells-is-shrinking-and-the-agent-replacing-it-costs-2-5-cents), and watch Marketing Cloud churn. In government, procurement terms gate the agent economy, and the UK tax authority just bought fifteen years of first-party agents.

## Takeaway

A fifteen-year, £2.4 billion HMRC contract locks the UK taxpayer journey into Salesforce's first-party software; third-party agent billing is real but small, so the December print turns on Data Cloud and native-agent attach, not per-action pricing.
