# Visa's Beijing approval is permission to prepare, not a license to process

> The People's Bank of China has let Visa begin a year of preparations for a domestic bankcard clearing institution, the first of two license gates rather than authorization to process. The precedents took two to four years to reach launch, and one of them, Mastercard, never scaled.

The People's Bank of China has opened a gate, and retail sentiment is treating the business behind it as already built. On October 13 the central bank [approved the Application to Prepare](https://www.stocktitan.net/news/V/visa-receives-approval-to-begin-preparations-for-a-domestic-business-b5pf6k0hhymc.html) filed by [Visa](https://theinference.org/markets/companies/visa) (NYSE: V), the first formal step toward a domestic bankcard clearing license [1]. Sentiment on the shares turned "extremely bullish" within a day, though the stock itself moved about 1% [2]. What Visa actually holds is a permit with a one-year clock on it [3].

## The approval starts a clock, not a network

Chief executive [Ryan McInerney](https://theinference.org/markets/people/ryan-mcinerney) called the approval a milestone in Visa's [forty-year commitment to China](https://theinference.org/article/visa-waited-more-than-six-years-for-china-s-green-light-and-got-an-option-not-a-market) [1]. The terms show how much road remains. [Visa has a year to finish preparations, after which it may apply to commence operations](https://www.globaltimes.cn/page/202610/1372172.shtml), and the People's Bank of China and the National Financial Regulatory Administration, the banking regulator, must both approve before Visa can clear a single domestic payment [3].

## The prize is yuan clearing on Visa's own rails

The prize at the end is specific. Chinese banks already issue dual-branded Visa cards, but inside China those transactions [clear on the rails of state-owned UnionPay](https://thenextweb.com/news/visa-china-domestic-card-clearing-pboc-approval), and Visa handles only the payments made abroad [4]. [A local clearing organization would let it settle domestic yuan payments on its own network](https://www.channelnewsasia.com/business/china-visa-approval-local-clearing-organisation-6455046) [5]. What remains unbuilt is exactly that: cards issued and accepted on a Visa-run domestic network, rather than the dual-brand cards that ride UnionPay's rails today [4].

## The precedents ran years, and one never scaled

[American Express](https://theinference.org/markets/companies/american-express) (AXP) [took two years from approval to launch](https://stocktwits.com/news-articles/markets/equity/visa-stock-has-caught-wall-street-s-attention-what-s-the-china-angle/cZxBoW9RBYk), and [Mastercard](https://theinference.org/markets/companies/mastercard) (MA) took four [2]. Mastercard went in through [a joint venture with NetsUnion, a local clearing house](https://www.msn.com/en-ca/news/other/visa-gets-approval-to-prepare-for-domestic-business-in-china/ar-AA2e7xTP) [6], and Amex through one with LianLian DigiTech, a payments company [7]. [Evercore](https://theinference.org/markets/companies/evercore) ISI, a Wall Street research firm, still sees no meaningful Chinese business at Mastercard, which is why it kept an In Line rating on Visa, while Keefe Bruyette, another research house, stayed Outperform at a $430 target [2].

Visa's route is structurally different: its Beijing entity would operate as a wholly foreign-owned enterprise, a structure neither rival used [5][6]. Amex and Mastercard each carried a local partner through the gate. Visa carries none, so the distribution work falls to Visa alone.

## The prize is a habit two super-apps already own

China's bank cards cleared roughly $144 trillion of payments last year, by the central bank's own count [6]. Most everyday consumer spending already runs through the mobile apps of [Tencent](https://theinference.org/markets/companies/tencent)'s WeChat and Ant Group's Alipay [4], so the eventual license buys the right to compete for a habit the incumbents already own. The timing, weeks before Xi Jinping and Donald Trump meet at the APEC summit in Shenzhen in November, is why George Chen of the consultancy The Asia Group called the approval a goodwill gesture from Beijing toward Washington [6].

## October 27 is where the option gets tested

Visa [reports fiscal fourth-quarter and full-year results on October 27](https://www.ad-hoc-news.de/boerse/news/corporate-news/visa-sets-october-27-results-date-for-visa-stock/70279179) [8]. The number to listen for is any number at all: no revenue figure for a Chinese clearing business exists, and the approval carries none. Until a license lands, this is optionality bolted onto a core engine that has compounded for years with no domestic China in it.

*Chart: **Visa's core engine climbed for three years with no domestic China in it** Line chart of Visa's quarterly net revenue rising from about $8.6 billion to $11.6 billion over twelve quarters*

*Quarterly net revenue, US$ billions, calendar quarters, from Visa's SEC filings. The October 13, 2026, approval covers preparations only and adds no revenue yet. [9]*

Watch two dates. The first is October 27, when management either attaches a number to China or does not; the second is the one-year preparation deadline the central bank has already set [3].

## Takeaway

Beijing's October 13 approval gives Visa one year to prepare to apply for a domestic clearing license that two regulators must still grant; the precedents (Amex two years to launch, Mastercard four without scaling) counsel patience, and until October 27 or a real license, China is optionality, not revenue.
