# Visa's China Approval Is a Test Dated October 2027

> The People's Bank of China has finally let Visa prepare a domestic card-clearing business, nine years after its first application. The license, and any yuan revenue, is a year away at best; the nearer money is the payment rail underneath AI agents, which Visa began laying with Tencent this week.

Beijing granted [Visa](https://theinference.org/markets/companies/visa) (NYSE: V) [the first of two approvals on October 13, 2026](https://observer.com/2026/10/ryan-mcinerney-visa-china-card-market-earnings-2026/): a year to build a domestic clearing house through [Visa](https://markets.ft.com/data/announce/full?dockey=600-202610200800BIZWIRE_USPRX____20261020_BW448893-1) Information Technology (Beijing), after which the People's Bank of China and the National Financial Regulatory Administration decide again whether to let it clear a single yuan payment [1]. [American Express](https://theinference.org/markets/companies/american-express) needed 19 months from this stage to a license [2]. [Mastercard](https://theinference.org/markets/companies/mastercard) needed close to four years [2]. A realistic license decision lands between late 2027 and 2029, which is the span investors are actually being asked to underwrite [2].

## The permit is stapled to a summit

Chief executive [Ryan McInerney](https://theinference.org/markets/people/ryan-mcinerney) thanked the leaders of both countries when the approval landed, an unusual line for a payments company, and the politics explains it: China's embassy in Washington [called the decision a direct outcome of Xi Jinping's September state visit](https://www.msn.com/en-xl/money/general/visa-s-china-approval-a-direct-outcome-of-trump-xi-summit-beijing-says/ar-AA2ejZvi), part of a ten-point consensus with Washington [3] [2].

[Citi](https://theinference.org/markets/companies/citigroup) won Chinese approval for a wholly owned securities venture days later [4]. What a summit delivers, a souring one can slow. Visa's hedge is structure: its entity would be China's first wholly foreign-owned bank-card clearing house, holding control without a local shareholder where American Express and Mastercard both took partners [2] [3].

## The wallet is taken, and the wait is expensive

The market Visa re-enters runs on QR codes, with more than ten billion bank cards in issue, most of them sitting behind Alipay and WeChat Pay rather than on card rails [2]. Mastercard is the read-through, two years into operating: [more than 300 card products issued with partner banks](https://www.forbes.com/sites/zennonkapron/2026/10/19/visa-waited-nine-years-for-a-way-into-chinas-domestic-card-market-permission-to-prepare-is-the-easy-part/), and no transaction volumes published [2]. A license buys presence, not share.

The core funding the wait is also paying to stay intact: client incentives, the price of keeping big banks on the network, [hit $5.1 billion in the September quarter](https://finance.yahoo.com/markets/stocks/articles/visa-fiscal-q4-earnings-snapshot-183607002.html) and are rising faster than revenue [1].

*Chart: **Visa's core compounded through the entire nine-year wait for China** Line chart of Visa quarterly net revenue from Q2 2024 to Q3 2026, rising from $8.9 billion to $12.1 billion*

*Net revenue by calendar quarter, US$ billions. Quarters through June 2026 from SEC filings; September 2026 quarter from Visa's October 27, 2026, results. [5][6]*

## The nearer money is the rail under AI agents

[The memorandum Visa signed with](https://www.tencent.com/tencent-and-visa-announce-strategic-partnership-to-enhance-global-payment-and-commerce-experiences/) [Tencent](https://theinference.org/markets/companies/tencent) two days after its earnings call is the part worth pricing now. It covers Weixin Pay-Visa interoperability for travelers, Visa Direct transfers into Weixin, and agent payments built on Visa Intelligent Commerce, in which an AI agent finds, selects and buys under the cardholder's control [7] [4].

Agents can only shop if a trusted rail carries the money, and that rail is live: Visa is [piloting authenticated agents that complete approved invoice payments end-to-end through supplier portals](https://markets.ft.com/data/announce/full?dockey=600-202610200800BIZWIRE_USPRX____20261020_BW448893-1), using tokenised credentials instead of shared logins [8]. The bet inside the memorandum is a Visa credential living inside Weixin Pay, which analysts see as the one accelerant into China [2].

Three signals resolve this before October 2027: the onshore build, a large state bank committing to Visa-branded renminbi cards, and Alipay or Weixin Pay agreeing to carry the credential [2]. Miss all three and Visa China resembles Mastercard China, licensed, operating and small [2]. The license is a 2027 question; the rail under machine-made purchases is being built this quarter [2].

## Takeaway

Visa's China permit is only permission to prepare: a license realistically lands between late 2027 and 2029, so the nearer prize is the agent-payments rail Visa is building with Tencent now.
