# Visa's China approval was a Xi-Trump summit concession, Beijing says; a real license is years away

> The People's Bank of China let Visa prepare a domestic clearing business, and the Chinese embassy now calls it a direct product of the Xi-Trump summit, with reciprocity attached. Investors are pricing the option at a 52-week high.

Nine years after [Visa](https://theinference.org/markets/companies/visa) first asked, China's central bank said yes, and Beijing is now telling the world what the yes was for. On October 13, the People's Bank of China [approved Visa's application to prepare a domestic bank card clearing institution](http://en.people.cn/n3/2026/1014/c90000-20508148.html) through its Beijing subsidiary, with one year to finish preparations before it can apply to operate [1][2].

This week, Qiu Wenxing, deputy chief of mission at the Chinese embassy in Washington, called the approval a "direct outcome" of President Xi Jinping's September state visit to the US. It is part of the summit's 10-point consensus, which also covered items such as the launch of a Board of Trade and a two-month extension of the Busan agreement [1].

## Beijing attached a condition to the license

For Visa shareholders, the approval is an option on the last major card market closed to a foreign network, and Beijing has just stated the condition attached to that option: the embassy [said China hopes the US will "provide a fair, transparent and stable environment for Chinese financial institutions"](https://www.thestar.com.my/aseanplus/aseanplus-news/2026/10/22/visas-china-approval-a-direct-outcome-of-xi-trump-summit-beijing-says) [1]. Further progress now depends on the bilateral relationship, and [the record shows the file can stall](https://theinference.org/article/visa-waited-more-than-six-years-for-china-s-green-light-and-got-an-option-not-a-market). Visa applied to the PBOC in July 2017, withdrew in January 2018, and resubmitted three months later [1]. Approval arrived when the bilateral temperature allowed it.

The clock is the complication. On paper, one year of preparation, then a license decision by the PBOC and the National Financial Regulatory Administration [2]. The record says longer: [American Express cleared through its joint venture roughly 19 months after its preparation approval in 2018](https://www.forbes.com/sites/zennonkapron/2026/10/19/visa-waited-nine-years-for-a-way-into-chinas-domestic-card-market-permission-to-prepare-is-the-easy-part/), while [Mastercard](https://theinference.org/markets/companies/mastercard) needed close to four years from its 2020 approval to its 2023 license [3]. On those precedents, a Visa license decision lands somewhere between late 2027 and 2029 [3].

*Chart: **The one-year clock has never run on time for a foreign card network** Bars comparing months from preparation approval to clearing license for American Express (about 19 months, stated), Mastercard (about 45 months, derived from stated dates, marked as an estimate), and Visa's projected window of 15 to 39 months, also marked as an estimate.*

*Months from preparation approval to clearing license. Amex: preparation approval Nov 2018, license Jun 2020, a stated figure of about 19 months. Mastercard: bar derived from the stated dates of in-principle approval Feb 11, 2020 and license Nov 2023, which Forbes describes as close to four years. Visa: preparation approved Oct 13, 2026, with the 15 to 39 month bar a projected range from Forbes analysis, not a stated figure. Sources: Forbes (Kapron, 19 Oct 2026) [3], People's Daily/Xinhua [2]. ## The prize is real but conditional

Visa is entering through a wholly foreign-owned entity, a first, unlike the joint ventures Amex and Mastercard used [1][3][5]. Analysts note the harder question is scale: China is a debit-card market of 9.5 billion cards that mostly lives inside Alipay and WeChat Pay QR wallets, so the realistic business is a Visa credential inside those wallets and a dual-use card for the 88 million mainland trips abroad in the first half of 2026 [3].

Markets have already paid for the option. Visa [closed Wednesday at a 52-week high of $409.53, a fifth straight green day](https://finance.yahoo.com/markets/stocks/articles/why-did-mrna-cvx-v-040107227.html), up 17% this year, on its commercial and agentic payments news rather than the China file [4]. Watch two tells before October 2027: whether a big state bank agrees to issue Visa-branded renminbi cards, and whether a major wallet carries the credential [3]. If neither comes, the option expires quiet. [Approval to prepare is the cheapest stage of the project](https://theinference.org/article/visa-s-beijing-approval-is-permission-to-prepare-not-a-license-to-process) [3].

## Takeaway

China's approval lets Visa prepare a domestic clearing business, not run one: on Amex and Mastercard precedents a license decision lands between late 2027 and 2029, and Beijing has tied the pace to how Washington treats Chinese financial institutions.
