# Walmart opens checkout to AI agents with spending caps and returns; Amazon keeps Meta's Muse out

> Walmart opened a formal checkout rail for AI agents today, three weeks after Amazon locked Meta's Muse agent out of its store. The question underneath is who keeps the shopper when software does the buying, and the market has started paying for one answer.

[Walmart](https://theinference.org/markets/companies/walmart) built the door [Amazon](https://theinference.org/markets/companies/amazon) is guarding. The retailer's Agent Gateway, [announced today](https://techcrunch.com/2026/10/21/while-amazon-blocks-ai-agents-walmart-rolls-out-the-welcome-mat/) by president and chief executive John Furner at the Masters of Scale Summit, is a server that lets approved AI agents search Walmart and Sam's Club inventory and buy on a shopper's behalf [1].

From next month, Agent Profiles give each agent a shopper authorizes its own purchase history and a spending cap, and Walmart's returns policy applies even when the agent buys the wrong thing [1]. The agent never touches the customer's payment details [1]. Permission plus liability is what turns a capable agent into a governed customer.

## The missing hop was permission, not capability

[Meta](https://theinference.org/markets/companies/meta)'s Muse agent, launched September 8, could already pay: checkout runs through [Stripe](https://theinference.org/markets/companies/stripe)'s Link, which generates a one-time card so real card details stay hidden, and through [Shopify](https://theinference.org/markets/companies/shopify)'s Shop Pay [5][6]. What no giant retailer had supplied was the rules.

[Amazon's stated grounds for blocking Muse on September 20](https://finance.yahoo.com/technology/ai/articles/amazon-blocks-meta-muse-agent-123836124.html) were that it fails to identify itself and captures user credentials [3][4], even though an appeals court had ruled in August, in [Amazon's fight with Perplexity](https://theinference.org/article/amazon-says-perplexity-s-app-contradicted-what-its-lawyers-told-a-federal-appeals-court), that the user, not the agent's developer, is the one accessing a store [3]. The gate is a service decision, and Walmart made the opposite one.

Its gateway speaks [the Model Context Protocol](https://modelcontextprotocol.io/), the open standard that connects AI applications to external systems the way USB-C connects hardware [1][7], and adds what the protocol does not carry: terms of behavior, per-agent authorization, and returns liability [1]. After the faked agent checkouts through a Shopify app we reported last week, governed rails are not a nicety.

## Whoever hosts the checkout keeps the customer

The money sits one layer up. Meta said at its Connect event [it will take a small fee on transactions Muse handles](https://theinference.org/article/meta-s-muse-gets-a-revenue-line-a-toll-on-everything-the-agent-buys); the payment rails belong to Stripe and Shopify [5][6]. A University of Virginia business professor put the stakes to [CNBC](https://www.msn.com/en-us/money/markets/metas-muse-can-shop-and-check-out-for-you-heres-how-it-works/ar-AA2du1yS): whoever owns the agent owns the relationship with the shopper [5].

Shopify's president says agent orders carry the exact economics of an online-store order, and [AI-driven orders tripled year over year last quarter](https://finance.yahoo.com/markets/stocks/articles/shopify-soars-33-month-meta-211440656.html) [2]. The stock is up a third in a month, about half of that in the two sessions after [Shopify wired Shop Pay into Muse the day after Amazon's block](https://theinference.org/article/amazon-banned-muse-from-your-card-shopify-already-has-it) [2]. Its November 3 report is the first test of whether agent volume moves estimates [2].

*Chart: **Shopify's revenue growth has climbed from the low 20s to the mid 30s in two years** Line chart of Shopify's year-over-year quarterly revenue growth rising from about 21 percent in mid-2024 to the mid 30s in 2026*

*Year-over-year revenue growth in percent, by calendar quarter, from Shopify's SEC filings. The quarter ending September 2026, reported on November 3, is the first to include any Muse checkout volume. [8]*

## Amazon is defending an ad business

Amazon blocks because [its advertising revenue depends on owning the search box, the comparison flow, and the checkout intent](https://247wallst.com/investing/2026/09/25/amazon-vs-meta-whats-actually-behind-the-decision-to-block-muse/), the exact surfaces an agent strips out [4]. Walmart has less to lose and a channel to gain: shopping is already one of Muse's biggest usage drivers, and Furner has publicly promised not to use shopper data for dynamic pricing [5].

The bottleneck in agentic commerce was never the model; it was who holds the card and who eats the return. Walmart answered both today. Amazon's wall holds only until shoppers hand an agent the weekly staples, and the agent routes to a store that lets it in.

## Takeaway

Walmart's Agent Gateway gives approved AI agents permission, spending caps and returns liability at checkout; Amazon's block protects its ad business, and the market is bidding up Shopify as the rails agents will ride.
