# Walmart's new battery bet told Pennsylvania regulators its real build rate

> Walmart just put the Austin battery startup's home energy service in its stores, and Base used a Pennsylvania regulator's record, not a press release, to claim it will install 100 MW of batteries a month by year-end. The same filing puts it against transmission utilities over who pays for the grid.

[Walmart](https://theinference.org/markets/companies/walmart), the retailer that reaches roughly 280 million customers and members a week, has taken a strategic stake in [Base Power](https://theinference.org/markets/companies/base-power), the Austin company that installs home batteries it owns and maintains itself [2]. Starting this month, shoppers at participating Walmart and Sam's Club stores can enroll in an eligible Base battery offering and get 20 percent off the standard upfront installation fee [2][3]. The rollout starts in Texas, Base's largest market [2].

The more interesting number did not come from a press release. [In a Pennsylvania Public Utility Commission filing](https://www.energychoicematters.com/news/base-power-will-be-installing-100-mw-of-batteries-per-month-by-year-end) opposing a proposal from PPL Electric Utilities, Base stated that by the end of this year it "will be installing roughly 100 MW of batteries per month" [1]. A megawatt measures instantaneous power output; 100 MW a month is the scale of a mid-size power plant, added in home batteries, every month [1].

Companies rarely put build-rate claims into a regulator's record, where they can be challenged. It is a credible bet: [Fortune reported in August that Base had grown from one battery install a day to more than 100](https://finance.yahoo.com/energy/articles/michael-dell-son-built-13-070700160.html), and it runs its own Austin battery factory with a larger one slated for 2027 [6].

*Chart: **Base sells backup power for a fraction of a generator's price** Bars comparing customer upfront cost of a Base battery at the $95 Illinois promotional price, the standard $695 fee, and traditional whole-home backup at roughly $15,000*

*Customer upfront cost in US dollars. Base promotional and standard fees per Fortune/Yahoo Finance, August 6, 2026; traditional whole-home backup cost is Base's own characterization of systems that can easily cost $15,000 or more [6]. [6]*

## The filing is also a fight about who pays

The same document objects to PPL Electric's proposal to make Network Integration Transmission Service (NITS) costs nonbypassable, meaning customers who pull less from the grid because of their batteries would keep paying transmission charges anyway [1]. [PPL's residential default price is already set to rise 10 percent on December 1, to 14.428 cents per kilowatt-hour](https://www.energychoicematters.com/news/ppl-electric-residential-price-to-compare-to-increase-10-on-december-1) [5]. That is exactly the pressure Base's product sells against.

The logic on each side is plain. Base's chief executive Zach Dell has said the company makes its money operating batteries in wholesale power markets, charging when prices are low and discharging when they are high, not on the upfront sale [6]. A nonbypassable transmission charge cuts into that arbitrage. PPL earns on the wires, and every customer who bypasses them shifts the cost of the towers onto everyone left behind.

## Why the Walmart channel changes the scale

Base [serves more than 35,000 Texas members today, over 20,000 of them with a battery](https://www.energychoicematters.com/news/walmart-invests-in-retail-energy-supplier), and operates in Illinois and Georgia besides [1][4]. Walmart's fiscal 2026 revenue was $713 billion, and the retailer just [invested in a company valued at $13 billion after a $1 billion Series D raise in August](https://theinference.org/article/base-power-sells-illinois-a-95-battery-and-keeps-an-11-760-rebate), up from $4 billion in less than a year [2][6].

A battery offer sold next to the groceries turns a Texas niche into a national funnel. The cost-shift question then moves from an Austin curiosity to a fight in every state capital Base enters.

## What to watch

Whether Base actually hits 100 MW a month, and how Pennsylvania rules on PPL's nonbypassable NITS proposal. If the commission lets batteries duck transmission charges, expect copycat filings in every state where Base lands next. If it does not, the $19-a-month economics get tighter. Either way, the answer is being written in a docket, not in an ad.

## Takeaway

Walmart's stake in Base Power turns a Texas home-battery service into a national retail funnel, and Base has put its real build rate, roughly 100 MW of batteries a month by year-end, into a Pennsylvania regulatory filing that also fights PPL Electric over who pays for the grid when customers buy their own batteries.
