# WEC Energy's $47.5 billion grid plan bets on AI data centers, and Wisconsin's regulator holds the key

> A record $47.5 billion five-year plan, nearly half for data centers, puts Wisconsin's ratepayer protection regime and its regulators in the path of the AI buildout.

[WEC Energy Group](https://theinference.org/markets/companies/wec-energy-group), the Milwaukee-based parent of We Energies, will spend [a record $47.5 billion on its Wisconsin grid between 2027 and 2031](https://biztimes.com/wec-energy-groups-plan-to-spend-47-5-billion-by-2031-is-a-10-billion-increase/), a $10 billion, more than 26%, increase over the prior five-year plan (which implied about $37.5 billion for 2026-2030), unveiled on the October 29 earnings call [1][2]. Roughly 45% of that money exists to power data centers [2]. [Third-quarter earnings came in at $1.18 a share](https://finance.yahoo.com/energy/articles/wec-energy-group-reports-third-110000381.html), up from 83 cents a year ago, on net income of $389.3 million, and 2026 guidance rose to $5.60 to $5.64 per share [4][5].

Whether that growth arrives on schedule now depends less on the customers than on the state regulator. The spending is already accelerating: quarterly capital expenditures have run ahead of operating cash flow for most of the past two years [7].

## Management says the hyperscalers pay their own way

Under We Energies' very large customer tariff, a special rate class for data centers drawing 100 megawatts or more that requires those customers to cover their full cost of service, [Microsoft](https://theinference.org/markets/companies/microsoft), Vantage, a data-center developer, and [Oracle](https://theinference.org/markets/companies/oracle) are locked into long contracts and, per CEO Scott Lauber, [pay "their full share of costs"](https://www.gurufocus.com/news/9158231/wec-energy-group-inc-wec-q3-2026-earnings-call-highlights-raised-guidance-475-billion-capital-plan-and-surging-data-center-demand) [1][3]. Cash returns from those customers hold planned equity issuance flat at $5 billion to $5.5 billion despite the extra $10 billion of capital [1].

Demand is forecast to grow 4.9 gigawatts by 2031, including [400 megawatts from an unnamed data-center developer](https://www.jsonline.com/story/money/business/energy/2026/10/29/wec-energy-group-in-talks-for-400-megawatt-data-center-project/92500804007/) whose power likely lands only in 2032 or 2033 [1][3]. By 2031, very large customers are projected to sit behind nearly 30% of total assets, a concentration management defends by pointing to the tariff's credit requirements [1].

## The approvals, not the customers, set the pace

Most of the new capital needs Public Service Commission approval, and that commission's reach is narrow: state law confined its review of the 1.5 gigawatts of Invenergy gas plants We Energies now seeks to buy for more than $2 billion, a purchase reported here on October 23 [6]. Chair Summer Strand called the framework's deficiencies "ripe for legislative action" when the commission [approved the plants on October 15](https://www.wpr.org/news/state-regulators-approve-2-southern-wisconsin-natural-gas-plants) [6]. The unnamed 400-megawatt customer may also site in Wisconsin Public Service territory, where no large-customer tariff yet protects other ratepayers [3].

The "plus" in WEC's 7% to 9%+ growth guidance is, in management's own words, faster approvals, possibly in 2028, more likely 2029 [1]. The numbers to watch are the commission's next rulings on the plan's generation projects, and whether Wisconsin Public Service gains a large-customer tariff before the newest hyperscaler signs [1][3].

## Takeaway

WEC Energy's record $47.5 billion capital plan leans on data centers paying their own way, but the pace now rests with the Public Service Commission of Wisconsin and whether its large-customer protections spread beyond We Energies' territory.
