# Wells Fargo raised its target on Tyler Technologies to $400; lawsuit settlement terms are due October 16

> Wells Fargo raised Tyler Technologies to Overweight with a $400 target on October 12, 2026, four days after Goldman Sachs cut the stock to $345. Four days after that, a settlement is due in the federal lawsuit over detentions North Carolina's eCourts system is accused of causing.

## Detained on warrants judges had already dismissed

[A federal complaint amended on October 7](https://www.carolinajournal.com/amended-ecourts-lawsuit-targets-vendor-tyler-mecklenburg-sheriff/) says North Carolina's eCourts rollout left people jailed "days or weeks longer than necessary" and some "arrested multiple times on the same warrant" after a judge had dismissed the charge, and that the vendor "forged ahead without any failsafe" [1]. The state had [finished converting all 100 counties to eCourts](https://www.nccourts.gov/ecourts), built on [Tyler Technologies](https://www.sec.gov/cgi-bin/browse-edgar?action=getcompany&CIK=0000860731)' Odyssey case-management platform, on October 13, 2025 [2][3]. Tyler, of Plano, Texas, sells software to governments in all 50 states [3].

## A settled case, unsettled

On September 16 the federal docket recorded the claims against Tyler "reported settled," with the written agreement due October 16 and no terms entered [1]. On October 7, ten plaintiffs amended the complaint anyway, naming Tyler and Mecklenburg County Sheriff Garry McFadden, and asked for a class covering anyone held "as little as two hours" too long [1]. Judge William Osteen's 97-page order of March 2025 let the negligence claims proceed, and warned the duty question "cannot be determined until a later stage" [1].

## Two banks, $55 apart

Wells Fargo analyst Michael Turrin [moved Tyler to Overweight on October 12](https://www.tradingview.com/news/seekingalpha:269b4ac4d094b:0-adobe-double-downgraded-at-wells-fargo-firm-upgrades-tyler-technologies/), target $400 from $335, calling the 2025 bookings slump "transitory," Tyler "AI-resilient," and the valuation "well below" peers; the same note cut [Adobe](https://theinference.org/markets/companies/adobe) to Underweight as the "budget share loser" in AI evaluations [4]. [Goldman Sachs](https://theinference.org/markets/companies/goldman-sachs) had [cut Tyler to Neutral at $345 on October 8](https://finance.yahoo.com/markets/stocks/articles/goldman-sachs-downgrades-tyler-technologies-092743301.html) [5]. The stock [closed October 12 at $339.94](https://www.marketscreener.com/news/tyler-technologies-shares-rise-after-wells-fargo-upgrade-ce785dddd88cf02c), up 3.15% on the day and still down 25.12% for the year [6].

## Tyler buys its stock; its officers sell it

[Second-quarter revenue was $645.1 million](https://www.sec.gov/cgi-bin/browse-edgar?action=getcompany&CIK=0000860731), up 8.2% year over year, and SaaS revenue grew 21.7% with record bookings [7][8]. On September 15 Tyler [disclosed a $260 million buyback plan](https://www.quiverquant.com/news/Tyler+Technologies+rises+as+analyst+upgrade+spotlights+valuation+and+AI+resilience) with more than $1.4 billion of authorization left [8]. Chief executive H. Lynn Moore Jr. sold 9,250 shares for about $3.45 million and chief operating officer Jeffrey Puckett sold 8,500 for about $3.03 million, no insider buys in six months, and [a new Puckett filing](https://uk.investing.com/news/stock-market-news/form-4-tyler-technologies-inc-jeffrey-david-puckett-coo-for-30-september-93CH-4906725) covering October 30... September 30 appeared on October 13 [8][9]. Nebraska, meanwhile, [took Tyler's Resident AI Assistant statewide on September 1](https://www.morningstar.com/news/business-wire/20260901790884/nebraska-expands-tyler-technologies-ai-enabled-solutions-footprint-following-successful-pilot-program) after a DMV pilot answered 88,000 questions [10].

## The state's answer, and the Friday price tag

North Carolina's lawyers answer that detention under a facially valid warrant "does not, without more, violate due process," and Osteen left the duty question open himself [1]. If they are right, the eCourts tail is short. The paper due on Friday, October 16, shows what Tyler pays to end this, or what a live class action costs instead [1]. That filing, not either bank's target, prices the risk Wells Fargo calls transitory.

## Takeaway

Two banks split on Tyler Technologies within four days, but the price of its legal risk in North Carolina's eCourts system will be set by the settlement terms due October 16, not by either target.
