The Philippines banned Discord for a day and walked away with a promised Reddit office

Access restored, terms half-written

On 25 September 2026 the Department of Information and Communications Technology ordered carriers and the National Telecommunications Commission↗ to restore Discord and Reddit nationwide, saying temporary access restrictions had "successfully compelled" binding commitments: "green lane" channels for fast takedowns of child-exploitation material and grooming spaces, age checks, and default safety settings for young users ¹. Secretary Henry Aguda said earlier formal notices went unaddressed until the state stood firm ¹. The announcement set no takedown deadlines and did not say how the age checks would work ².

Three shootings, then a 24-hour clock

The clock started after an 18 September shooting at Banga National High School in South Cotabato, the country's third school shooting of 2026 ³. The cybercrime center CICC had already reached child-safety agreements with Meta and Roblox in August; on 21 September it gave Reddit and Discord 24 hours to name a resident agent and explain their safeguards, on pain of restricted access↗ ⁴. Police count 74 cases linked to nihilistic violent extremism and 42 minors rescued ⁴.

Carriers began cutting Discord around 5 p.m. on 23 September on an NTC order↗, and the blackout died the next afternoon after talks ⁵⁶. Reddit won an extension and committed to a local office and a coordination team↗, timeline undisclosed ⁷.

The off switch is cheaper than a lawsuit

No fine was levied and no court order appears in the record; when the ultimatum landed, it was unclear whether the restriction would be unilateral or court-mandated ⁴. A regulator that can switch off a country does not need a courtroom. Democracy.Net.PH called the ultimatum "performative theater" and argued only courts may restrict freedoms ⁴.

The user side of the ledger is fuller than one lost afternoon. The Computer Professionals' Union noted that Filipinos run freelance and virtual-assistant work through Discord ¹, and a CICC director admitted the agency had not known the platform carried businesses and classes ². What stays after restoration is default-on safety settings for young users, applied by agreement rather than chosen ¹.

The bill lands on the growth engine

Reddit booked $805 million of revenue in the June quarter, up 61% from a year earlier↗, on $253 million of net income, its eighth consecutive quarter above 60% growth ⁸⁹. International daily users grew 28% while U.S. users grew 6%, and international revenue rose 84%↗ ¹⁰.

Shares are down more than 30% this year, with short interest at 13.96% of float as of 31 August; on 17 September, DA Davidson cut its target from $200 to $185 on user-growth risk ⁸. The fork is plain: price the office, the staff and the age assurance in as the cost of international scale, or contest the next order and meet the switch again.

Count the copycats, then the users

Three items carry no dates: the office opening, the takedown deadlines, the age-check mechanics ⁷². The next scheduled reading is Reddit's quarterly user count, where analysts already hunt weakness ⁸. The script ran four days, letters to restoration, and it is now public property for any regulator with a carrier to call ⁴¹. The fine never came; the invoice is a lease, a hotline and a default setting.
