Tesla's robotaxi math: 476 registered, 8 carrying riders, one sworn deadline

Eight cars, fifteen months in

Eight Tesla robotaxis were seen carrying riders in Austin in the seven days to 22 September, according to community tracker data↗, roughly the fleet's size when the service opened in June 2025 ¹. The 3 September Cybercab launch pushed unique active vehicles past 100 for about a week; once the influencers went home, the count fell with them ¹.

The paper fleet grows anyway

Texas DMV records list 476 autonomous VINs registered to Tesla, 409 Model Ys and 67 Cybercabs, up 285 in thirty days ¹. Trackers have matched 265 of those VINs to license plates seen on the road at any point, and 179 within the past month ¹. A registration is a VIN in a database, not a car giving rides ¹.

The narrative camp owns the stock

Musk told China Media Group↗ the wheel-free Cybercab is "operating commercially in Texas right now," with Florida and Nevada next and California "probably by middle of next year" ². Tesla's AI vice president Ashok Elluswamy has promised 24/7 service "around next month," and the company counts more than a million unsupervised miles on its Model Y fleet ³.

The banks price that story, not the cars. UBS says AI has replaced delivery data as the stock's core driver, yet rates the shares Neutral with a $385 target↗ and minus 8.4 percent expected excess return ⁴. Barclays, also Neutral, found FSD on more than 55 percent of North American second-quarter deliveries, far above the 20-to-30 percent guided ⁵.

The oath lands two days before the print

NHTSA's Special Order↗ requires a Tesla officer to attest under oath by 30 September how a car with no pedals satisfies the rule that service brakes be activated by a foot control, with reported civil exposure up to $139 million; The Inference covered the order in full on 25 September ⁶⁷. It does not pause the Austin service, but it puts Tesla's certification logic on the record with an officer's name attached ⁶.

That record meets the delivery print two days later. UBS already folds Cybercab registrations into its 2 October count on a base it calls "still small" ⁴; a sworn answer that limits how many wheel-free cars may carry passengers would keep it small. Europe moved the other way, pushing the EU-wide FSD vote to December at the earliest↗, with seven countries recognizing the Dutch approval so far ⁸.

2 October reads both ledgers

Tesla posts third-quarter deliveries on 2 October, about 470,000 per UBS and 475,000 per Barclays ⁴⁵. The exposed party is the shareholder holding TSLA for the physical-AI story, who carries the gap between the two ledgers into that print. The DMV counts VINs, the tracker counts cars, and only one of those numbers has to survive an oath.
