Alibaba reports November 19: cloud revenue has to catch a $53 billion AI spending pledge
A pull request in Alibaba's own repo has named unreleased qwen4-max models, Baidu gave away a 280-billion-parameter base model the same week, and 600,000 Nvidia H200s sit parked in Hong Kong. On November 19 the print has to show the cloud money arriving.

On November 4 Apple−0.09% — Apple, down 0.09 percent today began beta testing Apple Intelligence in China with Alibaba's+0.64% — Alibaba, up 0.64 percent today Qwen inside Siri, Writing Tools and Visual Intelligence 1. Two days later Alibaba filed a 6-K setting its September-quarter results for November 19 4. In between, its own code did the talking.
A repo names qwen4-max before Alibaba does
A pull request merged into Alibaba's Qwen Code repository on October 28, written to size "the qwen4 generation" at a one-million-token context window, lists qwen4-max, qwen4-coder-plus and qwen4-omni-120b-think among the ids it covers, and notes that no qwen4 entry exists in public model catalogs. qwen4-omni-120b-think already runs in the repo's test fixtures, "so these ids are not hypothetical" 2. A Reddit+1.12% — Reddit, up 1.12 percent today thread on r/LocalLLaMA surfaced the list this week 3.

Two billion downloads, no invoice
Qwen passed two billion downloads on Hugging Face in the first seven months of 2026, ahead of Google and Meta+1.96% — Meta, up 1.96 percent today 1. The reach was bought with February 2025's pledge of at least 380 billion yuan ($53 billion) over three years, more than the prior decade of AI and cloud spending, which Alibaba said in May it would exceed 1. None of it is revenue; the money must arrive as cloud consumption and advertising.

The gate and the free floor
About 600,000 Nvidia H200 chips sit in Hong Kong awaiting Beijing's approval; total foreign-chip approvals could finish below 200,000, and Alibaba has received roughly 10,000 67. Beijing wants inference run on domestic silicon, and the gray market shows the squeeze: an eight-chip H200 server asks more than 6 million yuan, about triple a year ago 67.
600,000 H200s parked in Hong Kong; approvals may let through under a third; 10,000 reached Alibaba
Beijing may release under a third of the parked chips; Alibaba got 10,000

On November 6 Baidu open-sourced ERNIE 5.5 Flash Base, 280 billion parameters with 14 billion active, years after chief executive Robin Li called open-source AI a "wealth trap" 8. That sets the floor at zero for base models. The Qwen team was rebuilt around the same race: Junyang Lin left in March with "Bye my beloved Qwen", post-training chief Bowen Yu and senior researcher Binyuan Hui followed, and Dayiheng Liu has led the project since September 1.
The squeeze cuts both ways
The bet did win Apple, which had also evaluated Baidu+2.52% — Baidu, up 2.52 percent today, Tencent, ByteDance and DeepSeek 1. The market paid: on November 5 the Hang Seng Tech Index jumped 5.6%, Alibaba closed up 8.45% at HK$109.1, and short-position turnover had hit 32% of market volume on Tuesday, a three-year high 9. On November 6 the index opened down 3.1% and Alibaba fell more than 3% 10.
Read the meter, not the benchmarks
On November 19 the tell is cloud revenue growth against capex, not ERNIE-versus-Qwen scores; the November 5 rally already priced compute Beijing has not released. A one-million-token window on an unannounced qwen4-max prices nothing; the meter does. Free weights built the reach; on November 19 the meter has to start running.
