Axon says AI will cut 25% to 30% of research work by year end; November 3 report tests it
Axon's product chief published the terms of its internal AI quota for the first time on October 21: 25 to 30 percent of the research organization's work to disappear by year end. On a 0.7 percent operating margin and negative first-half cash flow, the third-quarter report now carries the profit case.

Axon−0.08% — Axon, down 0.08 percent today has put a first number on what AI is worth inside its own walls: by the end of 2026, the company expects work across product management, design and software engineering to be compressed by 25 to 30 percent 1. Every team in its roughly 2,200-person research organization carries a mandatory 10 percent productivity target, and teams that clear 15 percent earn stock grants 1. The terms went public for the first time on October 21, in an interview with Jeff Kunins, Axon's chief product and chief technology officer in one job 1.
That matters because Axon, the Scottsdale maker of Tasers, body cameras and the Draft One report-writing software, sells growth but not profit. Its operating margin in the twelve months to June 30 was 0.7 percent, against 18.5 percent for the S&P 500 2. Free cash flow ran negative in both quarters of the first half, an outflow of about $56 million 2.
Axon's operating margin has sat near or below zero since late 2024

The quota lands on a company selling growth but not profit
The stock prices the promise. At 9.6 times sales, this is a bet that the growth turns into profit 2. Analysts still rate it a Strong Buy at a 49.8 times forward multiple, so the savings are already in the price 6.
The chain runs through the product. Draft One turns body-camera audio into a first draft of a police report, and Kunins says early versions described the same act in different words depending on a subject's skin color: a white subject "left the scene", a Black subject "fled the scene", which he calls flagrant bias the company has since tuned out 1. That is the AI cities are now voting on.
The AI on the city agenda is the AI with the bias in it
This month, the Los Angeles City Council voted to delay a pilot that would have attached AI-enabled license plate readers on streetlights 1; our October 21 report followed the committee fight behind the $235 million LAPD deal 3.
Reno's council approved an expanded Axon contract despite privacy concerns 4, and on October 20 Bozeman's commission approved $2.4 million of Axon equipment over protest, with a commissioner calling her own vote a betrayal 5. The demand pipeline and the product's quality sit on one chain: the quota pressure squeezing engineering effort is one hop from the tool a city signs for.
Engineers carry the quota, shareholders hold the payoff
The risk carrier is the engineer. Teams that miss the mandatory baseline lose the resources to advance new features, while the payoff lands with shareholders, because a 49.8 times forward multiple already assumes the savings 6. Kunins has extended the push beyond the codebase, running hackathons across the company and setting the IT department to customize AI inside Workday+2.15% — Workday, up 2.15 percent today and Salesforce+2.88% — Salesforce, up 2.88 percent today 1.
The third-quarter report is the test
The filing history is not encouraging yet: research and development spending has climbed from $77 million to $209 million over three years, with the first decline, to $189 million, in Q1 2026 before the line resumed climbing 8.

A quarter of the research bill is about $170 million a year
Last year's research bill was $684 million 7, so a quarter of that effort is worth roughly $170 million a year, real money against a margin measured in tenths of a percent. If third-quarter research spending flattens or falls while revenue growth holds near the 33 percent management raised its forecast to, the compression is real 2. The stock's 16.6 percent slide since September 22 then looks like an overshoot 2. If the research line keeps climbing, the target is a slide-deck number, and the market is pricing the profit as a promise.
Free cash flow is the second number: management still expects about $450 million for the year, all of it in the second half, with the first half already below zero 2. The results land on November 3 9.
The adoption lesson is to mandate the saving and measure it
The lesson for anyone building with AI is the one Axon is running on itself: do not adopt AI where it feels good, set a measured saving, and pay the teams that beat it. The company that turns that quota into a verified line on its income statement is the one changing how work gets done, and it deserves the reward.
On November 3, the research and development line and the cash flow statement give the first answer 9.
