Cloudflare now bills agent web search, and Exa priced for a buyer who cannot switch

Cloudflare's product managers set out the terms of the reseller it launched on October 2: one bill at providers' list prices, no markup, and a crawler rule every supplier answers to. Exa's October 18 price sheet reads as if it were written for a buyer who cannot switch.

Cloudflare co-founder and chief executive Matthew Prince at TechCrunch Disrupt Berlin in 2019. His company's AI Gateway now meters, logs and bills agent web search for three suppliers.

Cloudflare's−4.62% — Cloudflare, down 4.62 percent today product managers set out the terms of its Web Search API today, four weeks after launch, and the terms describe a toll position. An agent that needs a live page usually guesses the URL and calls curl on it, which is why so many fetches come back 404; the new API returns structured live results from three suppliers, Ceramic.ai, Exa and Linkup, named in the request payload, billed through AI Gateway at the providers' list prices with no markup 1.

Every supplier's crawler must pass Cloudflare's verified-bot rules and return source links, and web search is set to become a native server tool inside AI Gateway 1. The meter, the logs and the gate on agent web retrieval now sit with one company. Exa, the supplier carrying the published benchmark claims, priced its API as if none of that existed.

Switching is now a payload field

The unified endpoint changes the economics of switching. The provider name is a field in the request, all three suppliers bill through the same gateway token, and search requests are logged alongside model inference, so a developer can test Ceramic against Exa in an afternoon 1. Cloudflare's own documentation extends the point: Perplexity$20B — Perplexity, private, latest valuation $20B and Parallel, the rivals Exa benchmarked itself against, are reachable through AI Gateway's provider proxies under the same unified billing 4.

This matters for the chain the whole build rests on: agents only start replacing human web work when retrieval stops failing, and a buyer who can swap the retrieval layer cheaply will keep the one that works. The verified-bot rule cuts the other way: what Exa's crawler may fetch now lives in Cloudflare's developer docs, not Exa's 1.

Exa's price sheet was written for a buyer who cannot shop

Exa repriced on October 18 into two tiers, Lite and Auto 5. Lite undercuts the per-request price Perplexity, Brave and Parallel charge for comparable endpoints; Auto prices above all three 235. Dynamic Highlights, which returns the relevant snippet at a fraction of the token cost of sending full page text, ships free 2. A spread that wide on one price sheet pays only where the buyer cannot shop, and Cloudflare's endpoint is built to let the buyer shop. The premium tier now has to earn its keep on quality instead.

The quality case is Exa grading its own homework

The published case for the premium is self-run. Exa reports topping Perplexity, Brave and Parallel on eight benchmarks executed in October 2026 with Exa as sole evaluator: it chose the harness, the endpoints and the agent model, a GPT-6 Luna loop capped at 25 search rounds, and published no raw outputs 23. Its evals page confirms the setup, and several of the test suites are Exa-built 6.

Four of the eight wins came by less than 1.5 points 2. The independent comparison that exists, from the search-API review site Rhumb, scores Exa 8.7 against Perplexity's 6.8, a real lead and a smaller one than the sweep implies 3. Simon Willison's launch question still stands: whether an agent system may store and resyndicate results decides adoption more than benchmark points, and Cloudflare flags providers that support Zero Data Retention rather than answering for the rest 1.

The round bought a habit; conversion prices what is left

The capital behind the free data surfaced in filings. A Form D, the notice a private company files with the SEC after selling unregistered equity, shows $247.5 million of Exa stock fully sold as of September 28, buyers unnamed and no valuation disclosed; eight days later, 211 million place records went free on every API endpoint 7.

Free data buys a habit before anyone can price it, and what settles the mark is whether free Places usage turns into paid Auto and Deep Search volume 7. A widely shared post on X claims xAI runs on Exa's index while Anthropic buys Brave's search API; neither company has confirmed it in a primary source, so it remains a claim 8.

The checkout is the asset

The split for investors is clean. Cloudflare (NYSE: NET) holds the billing relationship, the logs and the crawler rule, and three interchangeable suppliers behind one endpoint are fungible in a way the endpoint is not. Exa's retrieval edge is real but self-graded, its premium tier is priced against a captive buyer the reseller does not create, and the September round prices nothing until conversion shows up. What reprices Exa next is conversion data or a fresh filing, not another benchmark post.
