Coinbase's European Conversion Moves Tether Balances to Circle
Coinbase converts restricted tokens to USDC across Europe on Friday, handing Circle a regulated float monopoly as reserve yields slip.

Europe's stablecoin market flipped months ago; on Friday the money follows. Coinbase's−1.79% — Coinbase, down 1.79 percent today Luxembourg-regulated European arm will automatically convert USDT and 13 other MiCA-restricted tokens into USDC for users in the European Economic Area on October 30, and the swap is irreversible even if an issuer later wins approval 1.
Circle−2.76% — Circle, down 2.76 percent today, listed on the New York Stock Exchange as CRCL, earns about 95% of its revenue from interest on the reserves backing USDC 2. That makes this a balance-sheet transfer dressed as a market-share story: every converted dollar stops earning interest for Tether, still the largest stablecoin by circulation 4, and starts earning it for Circle.
Regulation picked the winner, and the float is the prize
Kaiko, a crypto market-data firm, put USDC at 56% of euro-paired stablecoin trading this week, up from 10% in January 2024 3. The EU's MiCA rulebook forced the choice: exchanges restricted Tether's unlicensed token, and on October 14 USDC became the EU's first "significant" e-money token, buying direct European Banking Authority supervision of its reserves from November 12 34.
Coinbase has not disclosed how much it will convert 1. It has skin in the outcome: it collected about $1.4 billion of Circle's reserve income last year 5, so the exchange is sweeping European balances into a pool it shares.
Share is compounding while revenue is not
Circle's revenue peaked in late 2025 and has drifted as the reserve yield fell
Data
| Revenue | |
|---|---|
| Q3 '24 | $445.76M |
| Q4 '24 | $435.37M |
| Q1 '25 | $578.57M |
| Q2 '25 | $658.08M |

The float peaked too: USDC in circulation reached $77 billion in the first quarter and sits near $71 billion now 7. With the reserve yield near 3.5%, a bigger float is no longer outrunning a falling rate 2. The euro win has not reached these numbers yet; Europe's conversions land in the fourth quarter.
Agents threaten the balances, not the payments
The bear case landed Monday: Mizuho, the Japanese bank, cut its Circle target to $43 after the AI assistants it tested steered idle cash into FDIC-insured savings, a risk it puts at 10–20% of reserve revenue 58. Cathie Wood's Ark Invest bought $5.2 million of the dip the same day 7.
But USDC already carries 99.3% of x402 settlement, the open protocol AI agents use to pay each other 5. Agents do not need persuading to spend USDC; someone has to give them somewhere to spend it at scale. That is the gap Circle is working from both ends, with agent wallets and tooling 9 on one side and payment plumbing on the other, including this week's ACI Worldwide+0.07% — ACI Worldwide, up 0.07 percent today initiative to settle USDC alongside Colombia's Bre-B instant-payment rails 10, across roughly 40 target markets 11.
Regulation decides which stablecoin a market keeps; the interest rate decides what the survivor earns. Circle's November 4 report prices both 59, and the reward should go to whoever turns agent payment volume into balances that sit still.
