Burke runs Vistra. As AI data centers look for large amounts of electricity, he has argued that Vistra's existing supply holds a price advantage over new plants. Large-load customers, he says, are "interested in contracting at a premium with existing because it's still a discount to what new build costs." In other words, buyers will pay more than they otherwise would for Vistra's power because building new supply would cost them more still.
That argument sits behind Vistra's $1 billion bet on AI demand, which The Inference reported changes who carries the risk if that demand falls short. Burke bought more Vistra shares through his family partnership on August 31 and September 1, 2026. In October 2026 FERC rejected PJM's proposed data-center shortcut, leaving capacity prices pinned at $325 a megawatt-day, the backdrop against which Burke made his case for premium contracts.
