A White House report named Oklo among America's largest energy investments; founders sold $2 million of stock

Founders' stock-sale filings and a White House naming landed in the same week as a 52-week low. Neither answers the question that decides Oklo: who pays for its first reactor.

Oklo+4.79% — Oklo, up 4.79 percent today printed another 52-week low on Thursday, near $20, as AI-power stocks sold off after Democrats were projected to take Congress 1. The same week landed two documents no wire has connected: filings showing the company's founding couple sold about $2 million of stock on November 2 23, and a White House report naming Oklo among America's largest energy investments 4. Neither moves the link that decides this company: who pays for the first reactor.

The founders' sale is scheduled; the selling machine is the tell

Chief executive Jacob DeWitte and chief operating officer Caroline Cochran, who are married, each sold 40,000 shares directly on November 2 under a Rule 10b5-1 trading plan adopted in March 2025, and each filing also reports the spouse's identical sale 23. Both keep the bulk of their stakes in family trusts 23. Chief financial officer Craig Bealmear cashed $427,000 of options the same day 5.

A scheduled sale is not a verdict on the reactor. The pattern is: insiders sold $481 million of Oklo stock over the past year and bought none 6. The company itself exhausted a $1 billion stock-sale program at market prices within four months; the first fetched an average of $55.64 a share, and a second opened on September 11 into a far lower price 71.

The reactor is real; the bill is still blank

The chain from AI to Oklo is short. Data centers need firm power; Oklo's factory-built 15-megawatt Aurora fast reactor is made for exactly that; the first unit is under construction in Idaho; and each quarter of that build now burns more cash than the last 8.

The quarterly cash outflow is widening as the Idaho build starts

What is missing is money with a name on it. Meta agreed in January to prepay for power from a planned 1.2-gigawatt Ohio campus, but those payments are directed at fuel, not construction 1. Management has never disclosed a cost for the Idaho plant, and Piper Sandler lifted its build-cost estimate to $7,000 per kilowatt last month 1. Oklo held $3.0 billion of cash and securities at mid-year 9. Analysts expect $6.3 billion of cash outflow through 2030 1.

Page 24 meets the shorts on Friday

The White House's November 3 manufacturing report counts $13.7 billion of energy and grid investment and names Oklo, with T1 Energy and LIS Technologies, among the largest 410. It has drawn no coverage; it lives in two Reddit+1.27% — Reddit, up 1.27 percent today threads, and even the bullish one concedes the report announces no financing 410. We wrote in October that Oklo's projects arrive with no buyer and no price, and this week repeated the pattern one level up.

A page in a White House PDF is not a power purchase agreement.

Against the endorsement stands the most crowded short in the utility sector: 19.32% of Oklo's float is sold short 11.

What Friday settles

Oklo reports before the open on November 6 9. The numbers that matter are the shares sold under the new program, capital spending against the raised guidance, and any first cost for the Idaho plant 1. The market already values Oklo at little more than its cash pile 1, so the financing link is being repriced, not the physics doubted.

AI's power problem is real, and nuclear belongs in the answer. The reward in this chain goes to whoever signs the construction bill. Friday morning will show whether the selling machine is still the only signature Oklo has.
