Constellation fell 8% on the election, but a $5 billion DOE loan and hyperscaler contracts back its megawatts

Democrats won Congress on November 4 and Constellation fell 8% with no news of its own. Five days earlier Washington committed up to $5 billion to expand a nuclear fleet whose added megawatts are already under 20-year contracts with Meta, Amazon and Google.

Constellation chief executive Joe Dominguez on stage at the CEBA Power Summit in June 2026, where he discussed powering data centers.

On November 4, the day after Democrats swept the House and Senate, Constellation Energy−2.37% — Constellation Energy, down 2.37 percent as of its last quote fell 8% with no news of its own 1. Vistra−5.23% — Vistra, down 5.23 percent as of its last quote, its merchant-generator peer, fell 14% 1. The market repriced every company attached to the data center buildout, including CoreWeave−7.91% — CoreWeave, down 7.91 percent as of its last quote and GE Vernova−6.22% — GE Vernova, down 6.22 percent as of its last quote, each down 7% 1. The Texas result did most of the damage: Democrat Gina Hinojosa unseated Governor Greg Abbott after campaigning for a moratorium on new data centers, and at least 10 communities approved bans or restrictions the same night 1.

That is the story as it was sold. Here is what the week actually contained.

Five days before the vote, Washington financed the fleet

On October 27, the Department of Energy's Office of Energy Dominance Financing issued a conditional loan commitment of up to $5 billion for nuclear uprates, squeezing more output from existing reactors, at eight Constellation plants across Illinois, Maryland and Pennsylvania 23. The program adds nearly 1.1 gigawatts, without building a single new facility 3. This desk covered the loan when it landed on October 28 5; what is new since is the election repricing that followed five days later.

The incremental megawatts are already spoken for

The DOE loan's demand base is three 20-year hyperscaler contracts

The demand side is not hypothetical. Constellation's own announcement states that recent 20-year agreements with Google and Amazon−2.66% — Amazon, down 2.66 percent as of its last quote underpin roughly 1,080 megawatts of added capacity and more than $7 billion of investment; Meta's−3.54% — Meta, down 3.54 percent as of its last quote June 2025 agreement separately supports a 30-megawatt expansion at Clinton 3. Nuclear Engineering International adds the detail: Amazon's September PPA backs a 190-megawatt uprate at Calvert Cliffs for 2030 to 2032, and Google's−1.78% — Google, down 1.78 percent as of its last quote October PPA covers 890 megawatts across 11 reactors, with first deliveries onto the PJM grid by 2028 2.

Meta's 30 megawatts sit inside the DOE program total but outside the Google and Amazon figure. So the market on Tuesday sold a company whose incremental megawatts are contracted, federally financed, and scheduled. What it did not sell is risk-free.

The NRC queue is where the discount lives

As of October 2026 the NRC has no Constellation uprate applications under review; the agency's schedule has the company filing 12 of them between late 2026 and 2030, five of them Extended Power Uprates requiring rigorous engineering review of core thermal dynamics 2. Any bottleneck could push the 2028 start dates into the early 2030s 2.

The growth analysts model is not all signed yet

Component swaps happen only during refueling outages, and a reactor offline past its window in merchant markets creates expensive replacement-power liabilities 2. The loan itself is not money yet: Constellation must clear technical, legal, environmental and financial conditions before definitive financing 3. Meanwhile the growth analysts model depends on future contracts too. Consensus EPS is expected to rise from $9.39 in 2025 to $16.80 in 2028, and management values each contracted gigawatt at $0.40 to $1.00 of base EPS 1. The 2028 jump needs buyers who keep signing, into a Texas that just voted for a moratorium, with FERC's rules for data centers next to power plants unresolved until the first half of 2027 1.

The price already charges for the risk

At Monday's close CEG traded at 21 times forward earnings, below its three-year average of 26 times 1. The election moved CEG's valuation, but its contracted capacity is unchanged.

The decision point is days away. Constellation reports on November 9 and has promised two updates: how much of its output sits under contract, and a second look at its $11.50 to $12.50 guidance for 2026 1. Salem adds a separate 200-megawatt uprate being assessed with PSEG−0.16% — PSEG, down 0.16 percent as of its last quote Power, with management exploring direct data center partnerships to anchor future output 4.

Watch the November 9 print 4. If contracted output holds and guidance is intact, the post-election discount prices a risk Washington, Meta, Amazon and Google have already agreed to carry. If the NRC queue slips, the discount is merely fair.
